HomeMy WebLinkAbout2-24-2000-12.8 - Resolution - 02/24/2000RESOLUTION NO. 2-24-2000-12.8 A RESOLUTION OF THE CITY OF COLEGE STATION, TEXAS HEREINAFTER REFERRED TO AS "APPLICANT", DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON BEHALF OF THE" APPLICANT" IN DEALING WITH THE TEXAS PARKS AND WILDLIFE DEPARTMENT, HEREINAFTER REFERRED TO AS "DEPARTMENT", FOR THE PURPOSE OF PARTICIPATING IN THE GRANT PROGRAMS; CERTIFYING THAT THE "APPLICANT" IS ELIGIBLE TO RECEIVE ASSISTANCE UNDER SUCH PROGRAMS. WHEREAS, the Texas Legislature has authorized by a rider in the Texas Parks and Wildlife appropriation budget for the 1999-2000 biennium, to set aside annually the funds to be used to help introduce underserved constituents to services, programs, and facilities of the Texas Parks and Wildlife Department; and WHEREAS, the Texas Legislature has approved local non-profit groups, non-political groups, and local governments to participate in this grant process; and WHEREAS, the "Applicant" is fully eligible to receive assistance under this program; and WHEREAS, the "Applicant" is desirous of authorizing an official to represent and act for the "applicant" in dealing with the "Department" concerning this program; BE IT RESOLVED BY THE "APPLICANT": SECTION 1: That the "applicant" hereby certifies that they are eligible to receive assistance under this program. SECTION 2: That the "Applicant" hereby authorizes and directs its Lincoln Center Supervisor to act for the "Applicant" in dealing with the "Department" for the purpose of this grant program, and Lance Jackson is hereby officially designated as the representative in this regard. SECTION 3: The "Applicant" hereby specifically authorizes the official to make application to the "Department" concerning the grant program. Has the required "seed" funds or resources available and sufficient for the project as required. :~. Has the legal authority to apply for Outreach assistance, and the institutional, managerial and financial capability to ensure proper planning, management and completion of the project described in this application. 3. Will give the State of Texas, hereafter referred to as "State," through any authorized representative, access to and the right to examine all records, books, papers, or documents related to the assistance; and will establish a proper accounting system in accordance with generally accepted accounting standards or agency directives. 4. Will provide and maintain competent and adequate supervision at the project site to ensure that the completed work conforms with the project agreement. 5. Will furnish quarterly progress reports and such other information as may be required by the Department. d. Will initiate and complete the work within the applicable time frame after receipt of approval from the Department. 7. Will establish safeguards to prohibit employees and volunteers from using their positions for a purpose that constitutes or presents the appearance of personal or organizational conflict of interest or personal gain. 8. Will comply with all State and Federal statues relating to non- discrimination. These include but are not limited to: a. Title VI of the Civil Rights Act of 1964 (P.L. 88-352) which prohibits discrimination on the basis of race, color or national origin; b. Title IX of the Education Amendments of 1972, as amended (20 U.S.C." 1681-1683, and 1685-1686) which prohibits discrimination on the basis of sex; · c. Section 504 of the Rehabilitation Act of 1973, as amended (29 U.S.C. ' 794) which prohibits discrimination on the basis of handicaps; · d. the Age Discrimination Act of 1975, as amended (42 U.S.C. "6101- 6107) which prohibits discrimination on the basis of age; · e. any other non-discrimination provisions in the specific statute(s) under which application for TRPA assistance is being made, and · f. the requirements of any other non-discrimination statute(s) which may apply to the application. 9. Will comply with all applicable requirements of all other State and Federal laws, regulations and policies governing this program. The following tips will help you in preparing your application for the Community Outdoor Outreach Grant Program. · You must be a 501 (3) or (4) tax exempt organization, nonpolitical group, local government or a TPW related program. · Religious groups are eligible only if non-religious activities are planned. · Funding for this program can only be used for TPW related activities, such as fishing, hunting, birdwatching, camping, hiking, wildscaping, water safety & educational programs. Regular city recreational programs will not be funded, only programs addressing TPW related activities. · All applicants are required to submit a resolution. This must be signed by your board of directors, local government, etc. Failure to submit a signed resolution will disqualify your application. · No construction of facilities or parks will be eligible under this grant program. · Annual community festivals are not eligible. · THIS IS A REIMBURSEMENT PROGRAM. Approved projects will be reimbursed as moneys are spent and appropriate documentation is received. · Partnerships are encouraged with appropriate documentation.. · Applications must be postmarked by the December 1, 1999 deadline. Those postmarked later will be is qualified. Incomplete applications are ineligible. · Please make sure all forms are signed and all application items are included. (See Application Checklist). · Follow instructions carefully. Please be sure to include all information requested. (Effective for applications received after September 1, 1999.) · Eligible grant applicants may request funds ranging from $5,000 to $30,000 per funding cycle. The following includes all of the documentation required for a complete application. I ewi st~..t pwd. state, tx. u s When to Submit Applications Application submission deadline is December 1, 1999. Applications must be postmarked no later than December 1. Application reviews take approximately two months to complete from the time of submission until funding determinations are made. Each project is extensively reviewed for eligibility, local and regional needs, and underserved population impacts. Awards will be announced on or about February 1, 2000. The amount approved for this funding cycle is $700,000. A Spring funding icycle will be announced at a later date. Sponsors may submit only one application per review cycle. What Documents to Submit Documents required for a complete application are identified on the "Application Checklist." Please submit two full sets of all required documentation1 separately bound or fastened. (1 original set and 1 copy) PROGRAM NARRATIVE INSTRUCTIONS The program narrative is a very important section of the application which describes all elements of the project and the need for assistance. Each section of the program narrative should be clear and concise. IF THE APPLICATION IS TO BE SUCCESSFUL YOU MUST CLEARLY COMMUNICATE WHAT IS PROPOSED AND WHY IT IS NEEDED. GENERAL INFORMATION State the name of the project sponsor, project name and who prepared the document. DESCRIPTION OF THE PROPOSED PROJECT Briefly describe elements of the project for which assistance is requested. Give a brief history of your program, describe who will benefit. Describe if you intend to provide services by contract, through force account/in-kind services, with the assistance of other governmental entities, through volunteer efforts, or any combination of these methods. Describe the plans you have to make this an ongoing program. OBJECTIVES AND NEED FOR ASSISTANCE (PROJECT JUSTIFICATION) Briefly describe what objectives you are trying to accomplish through the project and why they are needed. If such programs are not currently available at the project site, in the project's intended service area, or within the sponsor's jurisdiction, be sure to make this fact known. Explain how the project relates to current and future needs within the intended project service area or sponsor's jurisdiction area. Describe who will benefit frorr the project. Address any unique or innovative program features, planning, or community involvement. Describe in detail how and why your project will address each element that is applicable. It is very important that you be clear and explicit how your project addresses priority elements, as this is the information which will be used to determine the priority for funding projects. The following is a list of elements which will be used to determine priority for funding applications: Number of participants served Number of partnerships involved in meeting project goals Project provides service to minority participants Project provides service to youth participants Project provides service to Iow income participants Project provides assistance to urban inner city participants Project provides service to rural participants Project provides service to women participants Project provides serwce to persons with physical or mental disabilities Relationship of your project to Texas Parks and Wildlife Department programs and/or facilities Percentage of proposed project cost to be used for direct service delivery compared to overhead expenses Amount of sponsor funds or resources committed to the project PROJECT ACTION PLAN This section should include an action plan outline and a tentative time schedule for implementing the proposed project. Sponsors are allowed approximately one year from the date of approval to complete all project elements. SOURCE OF SPONSOR FINANCING This is a reimbursement program, which means you will be reimbursed as you accomplish work and incur expenses. For this reason you will need "seed" funds or resources to get started. Approved projects will be eligible to request up to 10% of their matching funds request in advance of beginning work to act as a startup allocation. No reimbursements will be made for any project expenses prior to approval of your grant and execution of a grant contract. Explain the method(s) for financing the sponsor share of the project. Describe any relationships between the proposed project and other work planned, anticipated, presently underway, or previously received utilizing federal/state grants or other governmental assistance. If previous federal/state assistance has been received or will be received, identify the project name and number, and briefly describe the assistance. If no assistance has been or will be received, state that fact.
