COLLEGE STATION CITY COUNCIL
Retreat at Del Lago Conference Center
Monday, May 22 and Tuesday, May 23, 2000
Conroe, Texas
Mayor McIlhaney called the meeting to order at 11:30 a.m. Present were: Mayor Pro Tem
Mariott, Councilmembers Massey, Silvia, Hazen, Maloney, Garner
The City of College Station Management Team was also present. City Manager Tom Brymer,
City Attorney Cargill, Jr., City Secretary Hooks, OTIS Director Piwonka, Development Services
Director Callaway, Public Utilities Director Woody, First Assistant City Attorney Nemcik,
Public Communications and Marketing Manager Cole, Budget Manager Kersten, Economic
Development Director Foutz, Public Works Director Smith, Police ChiefFeldman, Fire Chief
Giordano, PARD Director Beachy, Human Resources Director O'Connell, BVSWMA Director
Smith, Finance Director Cryan
City Manager Brymer highlighted the city's mission statement and the vision statements adopted
by Council in January, 2000. He stated that this agenda is designated to move council toward the
next steps in the strategic planning process. He described an example for establishing strategies
for each vision statement. The strategies shall serve as policy direction to carry out the vision
statements. The strategic issues represent the implementation processes or specific projects to
implement the council's strategies.
Council recessed for a lunch break. The council reconvened at 11:50 a.m.
Council concurred with the existing mission statement. They briefly reviewed the vision
statements outlined below:
Vision Statement No. 1: As a result of our efforts citizens will access the highest quality of
customer focused city services available at reasonable cost.
Vision Statement No. 2: As a result of our efforts citizens will live in a safe, secure and healthy
environmenL
Vision Statement No. 3: As a result of our efforts citizens will live in a clean environment that
enhances and protects the quality of life.
Vision Statement No. 4: As a result of our efforts citizens will be enriched by a range of cultural
arts and recreational opportunities provided through ciO,wide initiatives and collaborative
efforts.

Vision Statement No. 5: As a result of our efforts citizens will participate and contribute ta the
health to the well being and future of our community. (changed)
Vision Statement No. 6: As a result of our efforts citizens will easily travel to, within and from
the community.
Vision Statement No. 7: As a result of our efforts citizens will contribute to and benefit from
living in a strong and diverse economic environment.
Vision Statement No. 8: As a result of our efforts citizens will live in well-planned
neighborhoods suited to community interests and lifestyles.
Council reviewed the topics of interest expressed in the Mayor's brunches held in the past few
months.
Council utilized the next five hours identifying strategies for each vision statement and ranked
the strategies.
Council recessed the meeting at 5:10 p.m.
Mayor McIlhaney reconvened the meeting at 8:00 a.m. on Tuesday, May 23, 2000.
Council discussed in depth the strategic issues for each strategy ranked the previous day
Council took a lunch break at 12:10 p.m. They returned at 12:50 p.m. to continue identifying
strategic issues.
An itemized list shall be made a part of the minutes.
Council concluded the discussion and decided to hold special meetings, if necessary to discuss
specific strategic issues on its future agendas.
Mayor asked councilmembers to review the council meeting procedures and provide staff any
suggested revisions.
Hearing no objection, the retreat was adjourned at 3:45 p.m., Tuesday, May 23, 2000.
