Brymer City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen MINUTES COLLEGE STATION CITY COUNCIL AND PLANNING AND ZONING COMMISSION Tuesday, October 10, 2000 at 6:00 p.m. College Station Conference Center 1300 George Bush Drive COUNCIL PRESENT: PLANNING AND ZONING COMMISSIONERS PRESENT: STAFF PRESENT: Mayor McIlhaney, Mayor Pro Tem Mariott, S ilvia, Garner, Massey, and Maloney Chairman Mooney, Warren, Harris, Happ, and Williams City Manager Brymer, Director of Development Services Callaway, Assistant City Manager Brown, City Attorney Cargill, Jr., Senior Assistant City Attorney Nemcik, City Planner Kee, Neighborhood Services Planner Battle, City Secretary Hooks Present were citizens which spent numerous hours on the development of the East Bypass Small Area Plan. Mayor McIlhaney and Chairman Mooney called the meeting to order at 6:10 p.m. Lee Battle gave a brief introductory overview of the process that the East Bypass Team has been engaged over the last several months. The plan focused on five major projects or programs. They were: Traffic Calming, Windwood Access and Mobility, Raintree Frontage and Gateway, Performance Overlay Zoning District, and Trail System and Greenways Plan. In addition, this plan shall be a tool to assist the consultant as a guide in developing new zoning codes. Mayor Pro Tem Mariott stated that he hoped the city will continue to have a proactive approach along the Highway 30 corridor. He questioned why the plan provides for an additional overlay zoning district. He said that there are good uses for commercial zoned districts in this corridor. http ://citynet/Council%20Minutes/2000/min 10-10.htm 1/6/2003 MINUTES Page 2 of 3 Commissioner Warren viewed the plan as protection to residential areas while also giving opportunities for planning. Commissioner Harris commented about the plans approach to overlay districts. He noted that the PDD district is a good tool for exceptional cases only. Developers and landowners provided comments about the plan. Much discussion was held about the use of PDD districts. Concerns were expressed about the current development review process. Some felt the plan should have more input from developers. Members of the East Bypass Team spoke on the integrity of the plan in terms of addressing quality of life issues. Council member Maloney said that the zoning ordinances of the city are very old and the intent of the new ordinances will protect the rights for property owners and developers. Mr. Callaway reiterated that this plan would be provided to the consultant for assistance in the new codes. Council member Garner said that the University Drive overlay district was necessary. She added that the new ordinances should be more specific to assist the developers in understanding the city's requirements upfront. She supported the proposed plan. Council member Massey thanked everyone for their time toward this project. The plan is an expression to maintain the quality of life and the city should move forward with the plan. Commissioner Mooney stated that we should maintain a neighborhood ambience. The requirements for developers should be specific. He further added that this plan is a guide to help in writing the new ordinances. Council member Silvia supported the plan and the city should continue to receive input from the development community. Mayor Mcllhaney also commended everyone for their participation. This is a critical component toward future neighborhood area action plans. She supported the plan as presented. Discussion concluded. Councilman Maloney made a motion to accept the East Bypass Action plan. Councilman Massey, which carried 5-1. FOR: Mcllhaney, Silvia, Massey, Maloney, Garner AGAINST' Mariott Motion seconded by Mayor Pro Tem Mariott also expressed his appreciation to the citizens for their efforts on this project. He wanted to see more input from the development community and therefore did not feel comfortable supporting the plan at this time.
