MINUTES
COLLEGE STATION CITY COUNCIL
SPECIAL MEETING
Friday, January 7, 2000 at 8:00 a.m.
The Veranda, 4706 Wallis Road Bryan, Texas
Mayor McIlhaney called the special meeting to order at 8:20 a.m. with all
councilmembers present. Staff present were Tom Brymer, Harvey Cargill, Jr., Connie
Hooks, Edward Broussard, Jeff Kersten, Charles Cryan, David Giordano, Kelley
Chapman
Agenda Item No. 1 - Discussion and possible action on mission statement and
defining statements on matters related to strateeic olannin~.
City Manager Tom Brymer introduced Linda Dawson and Randy Quinn from the Aspen
Group in Colorado. Mr. Quinn and Ms. Dawson lead the group in developing a revised
mission statement and identifying vision statements.
Each councilmember answered three questions.
What is the unique role of the Board in contributing to the health o fthe city?
Why do you want to serve the city in this capacity?
What issues or outcomes face the city?
City Manager Brymer discussed the strategic planning process planned for future council
meeting agendas.
Council and staff identified internal and external strengths, and performed an external
analysis on areas of technology, demographics, and political.
Council drafted the following vision statements:
As a result of our efforts, citizens will:
Access the highest quality of customer focused city services available at a
reasonable cost.
Live in a safe, secure and healthy environment.

· :o Live in a clean environment that enhances and protects the quality of their lives.
· :- Citizens will be enriched by a range of cultural arts and recreational opportunities
provided through city initiatives and collaborative efforts.
o:o Participate and contribute to the health and future of our community.
· :- Easily travel to, within, and from the community.
· ~- Contribute to and benefit from living in a strong and diverse economic
environment.
· ~- Live in well-planned neighborhoods suited to community interests and lifestyles.
Council revised the mission statement to state:
On behalf of the citizens of College Station, a unique community, home of Texas A &M
University, the City Council will promote the safety, health and general well being of the
citizens of the community within the bounds of fiscal responsibility while preserving and
advancing the quality of life resulting in exceptional civic pride.
Also, addressed was the Board's Unique Role:
To exercise collaborative, responsive and decisive strategic leadership on:
1) Future Vision and sustainability
2) Planned growth and economic Development
3) Public Policy Decisions
4) Continued Quality of Life
Council would have another opportunity to review the vision statements ars next meeting
on January 13th.
Council adjourned the special meeting at 3:45 p.m.
