Brymer City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen MINUTES COLLEGE STATION CITY COUNCIL SPECIAL MEETING Thursday, February 1, 2000 at 4:00 p.m. Neai Recreation Center, Bryan, Texas COUNCILMEMBERS PRESENT: Mayor McIlhaney, Councilmembers Mariott, Silvia, Garner, Massey, Maloney, Hazen STAFF PRESENT: City Manager Brymer, City Attorney Cargill, Jr., City Secretary Hooks, Community Development Director Carroll Mayor Pro Tem Mariott called the meeting to order at 4:00 p.m. with Mayor McIlhaney absent. This meeting was held jointly with the Bryan City Council. County Judge A1 Jones was also present. Councilmembers discussed schedules for a future retreat with the City of Bryan Council and County Commissioners. The City Managers' in each city were directed to coordinate a mutually agreed date for this retreat with the councilmembers targeting June 15-July 15 to allow newly elected councilmembers to participate. It was also suggested the Joint Legislative Committee prepare an agenda for the retreat. Councilmembers discussed the coordination of common ordinances pertaining to the Health Department between both cities. The Brazos County Health Board is currently reviewing the fee schedules, particularly relating to septic systems, food service fees, and swimming pool inspections. Council directed the city attorneys' to coordinate their efforts on the preparation of similar ordinances that address these issues. Mayor McIlhaney arrived to the meeting at 4:45 p.m. She reported on the Brazos Valley Council of Governments Regional Planning Committee activities. She described the various subcommittees and their functions. Councilman Silvia mentioned the Texas Municipal League Region 10 meeting is scheduled for March 20 at the George Bush Conference Center. Eric Todd from Brazos Valley Community Action Agency reported on the funding levels, sources and services for the Consolidated Health Care Facility. He described the importance of Council Special Meeting 2/1/00 Page 2 the role that Brazos Transit has played in the success of the facility's operation. He elaborated on the services and benefits of "one-stop shop" health care. Mr. Todd also reported that dental care will be added to the services. College Station members were asked to reconsider their level of funding support to match the 25 percent user ratio. Steve Koran from the Prenatal Clinic expressed support for the joint project. Councilmembers discussed the letter from Texas Municipal League recommending that cities survey County 2000 candidates regarding their willingness to expend county funds within the corporate limits of the cities. It was emphasized that the bulk of Brazos County's tax revenue comes from residents of the cities of Bryan and College Station. Councilmembers agreed that this meeting was a step forward in developing cooperation between the two cities and Brazos County.
