A RESOLUTION SUPPORTING CHANGES TO THE CONSTITUTION OF THE STATE OF
TEXAS AND RELATED LEGISLATION AUTHORIZING THE STATE TO ISSUE DEBT
FOR BUILDING OF ROADWAYS WITHIN THE STATE
WHEREAS, the State of Texas has existing and growing highway and roadway transportation
needs; and
WHEREAS, the Constitution of the State of Texas does not authorize the State to issue debt for
the building of highways and roadways; and,
WHEREAS, highways and roadways have long useful lives which would lend them to financing
over time; and,
WHEREAS, prudent use of debt could allow the State of Texas to expand its ability to build new
roadways and expand existing roadways; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS THAT:
The City Council of the City of College Station, Texas hereby resolves to support
passage of an amendment to the Constitution of the State of Texas to authorize the State
to issue debt to be repaid from Texas Road Fund revenues.
2. The City Council of the City of College Station, Texas hereby resolves to support
legislation that enables State officials to issue debt once authorized.
3. This Resolution shall be effective immediately upon its adoption and passage.
ADOPTED AND PASSED by affirmative vote this 9th day of January , 2003.
