Mayor Silvia called the workshop into session at 3:06 p.m.
Agenda Item No.1 -- Presentation, discussion and possible action on FY 2003 -2004
proposed budget.
Budget and Strategic Planning Director Jeff Kersten explained several significant points with
regard to the FY 04 proposed General Fund. Changes included health care cost of $329,000 and
workers compensation cost of $91,000. Staff proposed to maintain current service levels and
changes would occur in operations and maintenance costs associated with capital projects, such
as Fire Station #5 and Parks improvements. The proposed budget also allows for an increase in
employee's TMRS contribution from 6% to 7& and a 1% market pay adjustment. He highlighted
a few of the proposed service level adjustments:
Core Services -- Fire Station #5 Phase 3 - $200,530
Parks and Leisure Services - Lick Creek and other Park operations and maintenance - $55,100
Planning and Development - Building Plans Examiner - $46,504
Economic Development - Northgate Signage - $15,000
Mr. Kersten reviewed the funding recommendations for outside agencies.

Extensive discussion was held about the mechanism to consider the outside agency's requests.
Mr. Kersten discussed the financial forecast for the general fund and debt service fund.
No action was taken. The next budget workshop was scheduled for August 11.
Agenda Item No 2 -- Presentation, discussion and possible action on FY 2003 -2004 ad
valorem tax rate.
Council heard the tax rate analysis for 2003 -2004. The total increase in value from 2002 and
2003 certified assessed valuation totaled $305,341,941.00. The current tax rate in College
Station is 47.77 cents per $100 valuation and the effective tax rate valuation is 45.19 cents per
$100 valuation. Mr. Kersten presented three tax rate scenarios for council's consideration and
its impact on the budget.
Council members discussed the budgetary impact if the tax rate was lowered.
Mayor Pro Tem Hazen left the meeting at 5:09 p.m.
Council decided to spend additional time to consider the tax rate for an upcoming workshop.
No official action was taken.

amendments.
No discussion was held on this item.
Hearing no objections, the meeting adjourned at 5:29 p.m. on Thursday, August 7, 2003.
