Brymer Dennis Maloney College Station, Embracing the Past, Exploring the Future MINUTES College Station City Council Strategic Planning Retreat May 15 -16, 2003 Carter Creek Wastewater Treatment Plant 2200 North Forest Parkway College Station, Texas COUNCIL MEMBERS PRESENT: Mayor Silvia, Council members Hazen, Massey, Happ, Wareing, Mears, Maloney STAFF PRESENT: Management Team, Assistant City Secretary Casares and Assistant to the City Manager Alexander Mayor Silvia called the retreat to order at 8:33 a.m. Mayor Silvia introduced Mr. Don Moore, facilitator for the two -day session. Mr. Moore serves as a facilitator for HM Network of Georgetown, Texas Mr. Moore explained his role and the outline for the two -day retreat. Council members and the Management Team identified their perspective of the city's current and future environment related to the following issues: • Thinking about the Future • Mission and Motivation • Leading a Visionary Organization • Identifying Strategic Policy Issues and Trends • Determining Strategic Policies FY 2004 • Aligning citizens, Council, and City Management Council recessed for lunch at 11:48 a.m. The group returned from lunch and began the afternoon session at 12:35 p.m. Council reviewed the mission statement. This item was completed on the 2 day, Friday, May 16, 2003. The following statement was reached by a consensus of the Council. "On behalf of the citizens of College Station, home of Texas A &M University, we will continue to promote and advance the community's quality of life." Providing Customer Service Excellence Office of the City Secretary College Station, Texas Council Meeting 5/15- 16/2003 Page 2 Council recessed for a break at 1:30 p.m. and reconvened at 1:45 p.m. The following vision statements were discussed at length. Vision Statements and Identified Strategies Core Services We will continue to improve high quality customer focused basic city services at a reasonable cost. • We will provide infrastructure, with the capacity to meet current and projected needs. • We will promote public safety and health. • We will promote effective communication (interdepartmentally and to the public). • We will rehabilitate infrastructure as needed. • We will provide streets, traffic and transportation systems. • We will provide a workplace that fosters creative ideas for delivery of core services. Mayor Silvia recessed the meeting at 4:11 p.m. on Thursday, May 15, 2003. Council returned at 8:30 a.m. on Friday, May 16, 2003 to continue discussion of the Vision Statements and Identified Strategies. Parks and Leisure Services We sill continue to promote a wide range of leisure, recreational and cultural arts opportunities. • We will maintain an integrated parks system driven by connectivity. • We sill promote programs and facilities that target all age groups. • We will promote cultural arts. • We will pursue regional planning and development efforts. Planning and Development We will continue to promote a well - planned community • We will continue to revise and guide the development process through the Unified Development Ordinance (UDO). • We will continue to support an intermodal transportation action plan. • We will promote well - planned neighborhoods. Economic Development We will continue to promote a strong and diverse economic environment. • We will promote the development of strategic areas. • We will continue to strengthen and diversify the tax and job base. • We will promote tourism. • We will promote revitalization and redevelopment of declining areas. • We will encourage and integrate the city's economic development efforts with the Research Valley Partnership. Providing Customer Service Excellence Office of the City Secretary College Station, Texas Council Meeting 5/15- 16/2003 Page 3 Council recessed for a break at 3:00 p.m. and reconvened at 3:25 p.m. kkiw Council discussed the process of placing the same agenda item on the workshop and regular agenda. Council member Happ recommended a two -week waiting period before appearing on the regular agenda. Council discussed the reduction in the workshop and executive session items in order to allow enough time for Council Evaluations. The Council agreed to have another retreat, mid -year. Council suggested a one -day retreat at the Carter Creek Wastewater Treatment Plant. Council directed staff to add a standing item to the workshop agenda empowering the council to make recommendations for future agenda items. Council member Hazen suggested scheduling a month in the summer with no council meetings. This would give the council and staff an opportunity for vacations. After a brief discussion, Council member Hazen suggested that council consider the issue for the upcoming year. City Manager Brymer noted that if the council has questions regarding the consent agenda, they may e -mail their questions to him prior to the council meeting. Discussion was held regarding the current travel policy. Council member Mears commented due to the high cost of meals at conferences, he asked staff to change the policy for council members to $52.00 per day. Council member Hazen volunteered for the Mayor Pro Tem position. Council member Happ made a motion to nominate Council member Massey for Mayor Pro Tem. Council member Maloney made a motion to nominate himself for Mayor Pro Tem. A vote was taken to appoint Council member Hazen as Mayor Pro Tem for a one -year term by a vote of 6 -0. No additional business was held. The retreat concluded at 4:42 p.m. on Friday, May 16, 2003. PASSED AND APPROVED this 18 day of December, 2003.
