Brymer Dennis Maloney CoUege SYation, Embracing the Past, Exploring th e Fulure MINUTES College Station City Council Special Meeting Tuesday, July 22, 2003 at 4:00 p.m. COUNCILMEMBERS PRESENT: Mayor Silvia, Mayor Pro Tem Hazen, Councilmembers Maloney, Happ, Mears, Wareing, and Massey STAFF PRESENT: City Manager Brymer, Fiscal Services Directar Cryan, City Attorney Cargill, Jr., Budget Director Kersten, PARD Directar Beachy, City Secretary Hooks, Assistant to the City Manager Alexander, OTIS Director Burnside, Public Works Director Smith Mayor Silvia called the meeting to order at 4:02 p.m. Director of Public Works Mark Smith presented a brief overview of thirty-nine projects that were identified by staff and forwarded to the CIP Committee for their review and consideration as part of the committee recommendation to the city council. Chairman of the CAC Committee Scott Mears presented the CAC's viewpoint on various projects and the committee's rankings. The following list reflected the staff recommendation as of July 22"a Staff Recommendation by Category Police Facility - Phase I 3,310,000 New City Hall at City Center Phase I 4,300,000 Relocation of Fire Station 3 1,710,000 Facilities Total 9,320,000 Barron Road Design & Capacity Improvements 3,000,000 Oversize Participation 2,700,000 Northgate Street Rehabilitation 4,820,000 Rock Prairie Road Widening Design & ROW 2,969,000 Greens Prairie Road Widening Phase II 3,300,000 Sidewalk Improvements 500,000 Greenway Development 1,000,000 Traffic Signals 2,250,000 Traffic Signal Communications 250,000 Traffic System Safety Improvements 500,000 Transportation Total $21,289,000 Minutes7-22-03 2 Veterans Park and Athletic Complex, Phase II $5,623,000 Development Forestry Shop 670,000 Central Park Shop Renovation 200,000 Parks Total $6,493,000 Grand Total $37,102,000 Discussion was held about the importance of visible projects that may be small , but worthy of funding allocation. Some concern was expressed about a new facility for city hall. Council made comments about soccer fields at Veterans Park and the possibility of adding a third soccer field. Staff would look at this additional cost and return with a financial summary on August 11`h. Council also discussed the impact of a tax rate with regard to this bond program. Council discussed the proposed projects and the appropriate classes for the ballot propositions in a November 4`" election date. In summary, the projects were grouped as follows: STREET AND TRANSPORTATION IMPROVEMENTS TRAFFIC SIGNALS AND TRAFFIC SAFETY SYSTEM IMPROVEMENTS MUNICIPAL COMPLEX IMPROVEMENTS PARKS IMPROVEMENTS FIRE STATION Total General Obligation Bonds Hearing no objection, the Council meeting was adjourned at 7:10 p.m. PASSED AND APPROVED this 9`h day of September, 2003.
