Agenda Item No. 1 -- Opening and Welcome.
Mayor Silvia opened the special meeting at 6:30 p.m. and welcomed everyone present. All
council members were present with the exception of Council member Mears.
Agenda Item No. 2 -- Introduction of Committee Members and Participants.
Council member Massey introduced the Intergovernmental Committee from the City of College
Station, City of Bryan, and Brazos County Commissioner's Court. He also introduced
representatives from Texas A &M University, Chamber of Commerce and City and County Staff.
Agenda Item No. 3 -- Presentation, discussion and possible action regarding the combined
health insurance plans for the City of College Station and Bryan, and Brazos County.
Preston Pomykal from McGriff, Seibels & Williams presented an executive summary of the
analysis to develop a collective purchasing group health insurance program for the City of
College Station, City of Bryan and Brazos County. The analysis was focused around three of the
largest cost drivers of group health insurance programs: administration, network discounts, and
pharmacy benefit management. The intent was to identify the financial impact to respective
health plans and then support those findings with other consideration such as network access,
and flexibility. The analysis indicated a savings in excess of $800,000 achieved through a
collective purchasing group health program.
Mr. Pomykal recommended proceeding with a formal market request for proposal for
administration, network access, and pharmacy benefit management services.
Mayor Pro Tem Massey moved to proceed with the formal market request for proposal for
administration, network access, and Pharmacy Benefit Management services. Council member
Maloney seconded the motion, which carried unanimously 6 -0.

ABSENT: Mears
The City of Bryan Council members and Brazos County Commissioners delayed voting until
their next regular meeting.
Agenda Item No. 4 -- Adjourn.
Hearing no objections, the Special Meeting adjourned at 7:26 p.m.
