Mears, Maloney, Hazen
COUNCIL MEMBER ABSENT: Mayor Silvia
STAFF PRESENT: Assistant City Manager Brown, City Attorney Cargill, Jr., Director of
Public Works Smith, Director of Public Utilities Woody, Director of Fiscal Services Cryan,
Director of Office of Information & Technology Burnside, Fire Chief Giordano, City Planner

Mayor Pro Tem Massey called the special meeting to order at 7:00 p.m.
Agenda Item No. 1 -- Public hearing, discussion and possible action regarding proposed
annexation.
City Planner Kee noted that the purpose of this item was to gather input from those impacted by
the annexation and any direction to staff on areas to include in the annexation ordinance. Also,
Ms. Kee addressed questions and clarified comments from the September 26, 2002 meeting.
She presented a brief presentation of the 2002 annexation service plan. The plan included six
areas. She noted that the plan was prepared in accordance with the law and all services outlined
in the plan would be provided within the time frames provided in Texas Local Government Code
Section 43.056(H).
Mayor Pro Tem Massey opened the public hearing.

Mayor Pro Tem Massey closed the public hearing.
Due to the absence of the Mayor, the city council delayed direction to staff about the areas to
include in the ordinance.
Direction was given to the City Attorney to respond to Mr. Steel and Mrs. Medlock regarding
their legal questions.
Agenda Item No. 2 -- Adiourn.
Hearing no other business the meeting adjourned at 8:30 p.m. on Wednesday, October 2, 2002.
