April 11, 1949
The City Council met in regular session April 11, 1949, with the following
members present: Mayor Langford; Councilmen Badgett, Black, Brown, Halpin and
Orr; City Engineer Benson; City Manager Rogers; Assistant City Secretary Boswell
and City Secretary McGinnis.
The following visitors were present at this meeting; F. B. Clark, J. H. Sorrels,
Howard Mitchell, F. B. Brown, Mrs. H. E. Redmond, T. W. Stallworth, R. E. Basye,
Ben Ferguson, H. P. Rigsby and L. M. Newman of the Bryan News.
Mayor Langford administered the Oath of Office to the newly elected Councilmen;
W. H. Badgett from Ward 1; G. W. Black from Ward 2, and E. E. Brown from Ward 3.
Dr, F. B. Clark came before the Council and urged that the City of College Station,
the A. & M. College and the City of Bryan cooperate in providing an adequate water
supply for the three communities. Dr. Clark thinks a dam on the Navasota river
in the north-east corner of Brazos County will impound enough water to supply the
needs for many years to come. He suggested that the Council designate someone to
meet with the Bryan City Commission for a discussion of the proposition. The
appointment of this individual was not made at this Council meeting.
Councilman Orr made a report on his discussion with Mr. Culpepper pertaining the
annexation of all, or parts of, College Hills Woodlands, Woodland Estates and
Woodland Acres to the City of College Station. This discussion will be continued
if., and when, the residents of these areas make application for annexation.
Councilman Orr said that in his written report, which will be submitted later, he
would recommend that in the future the City install six inch water mains and fire
plugs and the developer install all laterals and that these laterals be deeded to
the City before utilities service be 'but -in".
Mr. J. H. Sorrels acted as spokesman for a group of residents living in the areas
east of College Hills Estates who met with the Council for a clearification of
certain advantages to be gained by the City annexing these areas --College Hills
Woodlands, Woodland Estates and Woodland Acres. This group will circulate the
petition for annexation and will designate, by metes and bounds, the exact areas
to be annexed.

Mr. Ben Ferguson, of the Campus Theater, appeared before the Council to protest n
City Ord:bumee an ordinance which prohibits detached bi l -boards within
certain zoned areas of the City. He was especially protest1mg the necessity of
his removing the Campus Theater signs on the Tauber property adjacent to Sulphur
Springs Road.

The Council discussed ways and means of correcting a bad sewerage situation on
North Main Street at the north edge of the City. This is a problem that should
be solved by joint action of the City of College Station and the City of Bryan.
It was decided to take no action until after a conference with the Bryan City
Commission or City Engineer.
The Council discussed the needs of an additional policeman' but no action was
taken,
The Cooner Street paving problem was discussed and it was decided to pass this
to a later meeting.

Councilman Orr made a motion that the Council., by Ordinances appoint the follow-
ing members to the Board of Equalization for the City for 1949

This motion was seconded by Councilman Black and the Council vote was unanimous
in favor of the motion,
Mayor Langford announced that., as several members of the Council would be in
Sherman attending the spring meeting of the City Managers Association at the
May Council Meeting date., May 16th, that the May meeting of the City Council
would be held on May 23.
