February 16, 1949
The City Council met in regular session February 16, 1949, with the
following present: Mayor Langford; Councilmen Ames, Badgett, Black, Halpin,
and Orr; City Attorney Barger; City Engineer Benson; City Secretary
McGinnis and City Manager Rogers.
The following visitors were present at this meeting; J. H. Sorrels, J. C.
Culpepper, J. B. Singletary, reporter for the Battalion and Mr. Nolan,
reporter for the Bryan News.
Councilman Orr made a motion that Ordinance No. 122, an ordinance pertaining
to the City Election to be held in the City of College Station, Texas on
April 5, 1949, for the purpose of electing three City Councilmen to succeed
Councilmen Badgett, Black and Brown, be passed. Motion seconded by Councilmen
Badgett and the Council vote was unanimous in favor of the motibn,�
Councilman Badgett made a motion that the Council appoint Charles J. Gorzycki
Recorder for the City Court.. to serge until his sucessor qualifies for the
office. The motion was seconded by Councilman Orr and the Council vote was
unanimous in favor of the motion.
Councilman Orr made a motion that Ordinance No. 123, an ordinance pertaining
to the erection and maintainance of blinker type signal lights by the State
Highway Department.. one at the intersection of New Highway No. 6 and Sulphur
Springs Road and another at the intersection of New Highway No. 6 and Jersey
Street, both lights being within the limits of the City of College Station,
be passed. The motion was seconded by Councilman Halpin and the Council vote
was unanimous in favor of the motion.
The Mayor read a letter from the President of the A. & M. Consolidated School
Board pertaining to the City rendering the tax roll and collecting the taxes
for the school. The School Board proposes to pay the City $100.00 per month
for these services and this offer was accepted by the Council.
Councilman Halpin made a motion that the regular monthly meeting date of the
City Council be changed from the first Wednesday after the 10th day of each
month to the first Monday after the 10th day of each month. The motion was
seconded by Councilman Orr and the Council vote was unanimous in favor of the
motion.
The Mayor read a copy of a letter he sent to each property owner on Cooner
Street on February 4, 1949, pertaining -to the payment of the paveing assess-
ment on Cooner Street. Three chosen representativi.es of these property owners,
Messers C. F. Gent, E. E. Wilson, and R. M. Hagler, were present and re-
quested a called meeting of the City Council prior to March 4, 1949, to discuss
the paving. This called meeting was agreed to by the City Council and
a date for the meeting will be set later.
Councilman Badgett made a motion that Ordinance No. 121, ani. ordinance
prohibiting a noise nuisance on the Streets of the City of College Station,
be passed with the emergency clause. The motion was seconded by Councilman
Orr and the Council vote was unanimous in favor of the motion.
City Manager Rogers,41scussed the problem of parking in the middle of Sulphur
Springs Rpad in the North Gate Area. The Council decided that the City
Marshall had authority to handle this problem.
Mr. J. C. Culpepper discussed the probability of annexing three sections
east of College Hills Estates to the City of College Station. The three sections
with the School assessed value in 19/+8 are: College Hills Woodlands., $32,1.08.00;
Woodland Acres, $21,500.00; and Woodland Estates, $20,775.00.
The Mayor appointed Councilmen Orr and Halpin and City Engineer Benson to work
vith Mr. Culpepper on the proposition.
