No items were removed for discussion. Workshop Agenda Item No. 2 - Presentafion~ discussion and possible action regardine trailer parking in College Station. Assistant Chief Eric Hurt remarked that the current city ordinance prohibits the parking of trailers in residential driveways and yards. Currently, no laws exist that prohibit trailer parking in commercial areas. Main commercial areas with on street trailer parking are Longmlre and Valley View. Staffrecommended approval from the City Council for staffto update and improve the current trailer parking ordinance for the City of College Station to a more uniform and enforceable standard. The proposed ordinance will prohibit parking of traders on streets in residential and commercial areas of College Station; however it will allow parking of utility trailers in residential driveways. The exceptions to the on street trailer parking ordinance was intended for landscape and mmntenance trailers while actual work is actually being performed. Staffpresented the following options: Council Meehng 5/13/04 Page 2 ODflOn One · Make trailer parking on city streets illegal in all areas. · Allow trailer parking tn the driveway in residential areas if at least l0 feet from a public road · These recommendauons standardize the trailer parking ordinance for residential and commercial areas. · Enforcement and safety will be improved Option Two · No on street trailer parking, will allow driveway parking in residential areas. · Trailers can be parked on street in commercial and indusmal areas for a maximum of 72 hours, must be connected to a tow vehicle. · Trailers must have current state registration. Option Three · Allow trailer parking on public streets between the hours of 7:00 a.m. - 7:00 p.m. and tt would allow trailer parking in driveways in residential areas. · This option will address concerns of safety issues caused by Iow light situatlons. · It would allow businesses to park trailers dunng primary business hours. Ontion Four · Leave trailer parking ordinance as it is currently written. · This option does not address the issue of trailer parkmg in driveways tn residential areas. notion Five · A trailer can be parked on streets tn commeretal and industrial areas for a maximum of 72 hours within any thirty day period. · A trader may be parked or standing on a public street tn a residential area when actively used in lawn care or when actively involved in providing maintenance or repair services to an owner, occupant or person in charge of property in a residential area · A trailer may be parked, standing or stored in a residential are m an area screened from public mew by fencing. Council expressed comments regarding parking of trailers within the City of College Station No action was taken. Traffic Planner, Ken Fogle and Assistant C,ty Eng,neer Troy Rother presented an overview of the traffic congestion in College Stat,on. Mr. Fogle remarked that traffic congestion challenges are safety and delay. A short-term solutton could include warning stgns. Likewise, re,d-term solut,ons are posstble through efficient infrastructure, such as new streets and the widemng of ex,sung streets, access management, traffic control, traffic calming. Generally, long-term soluttons are improved planning through the thoroughfare plan. land use plan, ne,ghborhood connectlv,ty and multi-modal transportat,on. No formal action was taken. Workshop Agenda Item No. 4 - Discussion and possible action on future agenda items - A Council Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be ~jvan. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. No agenda ttems were requested. Vision Statement 2 - Parks and Leisure 10.6 Approved by common consent Resolution No. 5-13-2004-10.06 approving a conslructlon contract for the Expansion of Lincoln Center in the amount of $815,458.00. ReRular A~enda ReRular Agenda Item No. 11.1 - Public hearing, discussion and possible action on an ordinance rezoning South Hamoton. consisting of 16.399 acres, generally located south of Nantucket Drive between State Highway 6 and Harper's Ferry Road, from A-O Agricultural Open to PDD Planned Development District. Staff Planner Jennifer Prochazka remarked that the applicant requested the rezoning in order to develop the property for single-family residential. The proposal includes 40 lots with an average lot size over a V, acre. The request is in compliance with the Land Use Plan, which designates this property as Smgle-Fannly Residential, Medium Density. The property was zoned PDD-H in 1997. The PDD expired in 2003 and the zoning reverted back to A-O Agricultural-Open. Changes from the previously approved PDD-H zoning include a street connection to Nantucket drive, a minor collector on the City's Thoroughfare Plan The Planning and Zoning Commission and staff recommended approval of the rezonmg. Mayor opened the public hearing. No one spoke Mayor closed the public hearing. Council member Masscy moved to approve Ordinance No. 2723 rezoning South Hampton, 16.399 acres from A-O Agricultural Open to PDD Planned Development District. Council member Meats seconded the motion, which earned unanimously, 7-0. FOR Sdvla, Hazen, Massey, Happ, Wareing, Meats, Maloney AGAINST: None Renular Agenda Item No. 11.2 - Presentation~ discussion and possible action on nn ordinance amending Chanter 10. Traffic Code regarding trailer parking requirom~nts in commercial and resident areas. Assistant Chlef Eric Hurt noted that this item is a follow up from the City Council Workshop meeting Based on the recommendations/comments relating to the proposed ordinance from the workshop meeting, staffdrat~ed a proposed ordinance with the following changes Pro.ding Customer Service Excellence Ol~ce of the City Secretary College Station. It shall be unlawful for the owner or operator of a truck or trailer to park. stand or store or permit the parking, standing or stonng of the u~ck or trailer on any public s~reet in the City. o b. The following exceptions apply: o (0 A truck or trailer may be parked or standing on a public street in the City for the actual supervised loading or unloading of goods or passengers o (ii) A trailer may be parked or standing on a public street in a residential area when actively used in lawn care or when actively involved in prowd~ng maintenance or repair services to an owner, occupant or person In charge of property in a residential area. o (iii) A trailer may be parked, standing or stored on a public street in an area zoned for commercial or industrial use for no more that seventy-two (72) hours with any thirty (30) day period, provided that said trailer is attached to a motor vehicle. Trailer and Motor Vehicle Parking in Residential Areas (a) It shall be unlawful for the owner or operator ora truck or trailer to park, stand or store or permit the parking, standing or storing of the ffuck or trader in a residential area (b) It shall be unlawful for the owner, occupant or person in charge of property in a residential area to perma the parl~ng, standing or storing ora truck or ~ailer on such property (c) It shall be unlawful for the owner or operator of a motor vehicle, excluding a recreational vehicle, to park, stand or store or permit the parking, standing or stonng of such motor vehicle on yards or lawns in a residential area. (d) It shall be unlawful for the owner, occupant or person in charge of property in a residential area to permit the parking, standing or storing ora motor vehicle, excluding a recreational vehicle, on the yard or lawn of such property. (e) A truck or trailer carDqng chemicals or other matermls that are dangerous in character to the health or property of others may not be parked, standing or stored in a residential area (f) The following exceptions apply 0) A u'uck or trader may be parked or standing on a yard or lawn, or driveway in a residential area for the actual supervised loading or unloading of goods or passengers. (ii) A trailer may be parked or standing on a yard or lawn or driveway in a residential area when actively used in lawn care or when actively involved in providing maintenance or repair services to an owner, occupant or person ,n charge of property in a residential area (iii) A wailer may be parked, standing or stored in residential area in an area screened from public view by fencing Ben Kirby, 3816 Stony Creek Lane, expressed comments regarding the proposed trader parking ordinance. After a brief dmcusslon, Council member Maloney moved to table the trailer parking ordinance to a future workshop meeting for an intensive deliberation and discussion for residential and commercial segments. Council member Maloney presented a summary of the Planning and Zoning Commission. Council member Mears conveyed comments from the Sister City Association Meeting. Mayor Pro Tern Hazen noted that since she will no longer be on the Csty Council, she requested that the City Council members consider an appointment to the Brazos County Board of Health Councd member Massey announced that the Intergovernmental Committee Meeting will be held on Monday, May 17, 2004. Council member Happ announced that that the Transportation Committee Meeting will be held on May 18, 2004. Mayor Sdvia presented highlights of the Metropolitan Planning Organization and the Councd of Government meetings. Regular Anenda Item No. 13 - The City Council may convene the executive followinn the renular meeting to discuss matters posted on the executive session agenda May 13, 2004.
