Mayor Silwa opened the specml meeting at 5' 10 p.m.
Counc,I recessed for a short dinner break
Aoenda Item No. 1 - Presentation~ discussion and possible action on follow-up to the
May 2S~ 2004 Council retreat relating to Council effectiveness and workshop
format.
C~ty Manager Tom Brymer discussed the outline of a workshop meeting fommt He
encouraged Councd to set astde ttme dunng the workshop meeting to d~scuss strategic

Councd dtscussed moving forward the t~me of the Council workshop meeting to 2'00
p m to prowde for add,tional time to work on strategtc planning
Tom referred to the continuation of the mid year and yearly retreats for strategic planning
and in house training and development. Councd concurred wxth these processes.
Tom also noted that the Councd ~n the past conducted quarterly council evaluations.
Council agreed to continue the evaluations.
Councd &scussed attending a trmmng session with Plmm~ng and Zoning Commission for
medm programming

Council reviewed thc mission statement and value statements This discussion related to
identifying unique attributes of our community and the best statement that portrays the
quality of life.
Tom referred to a book entitled, "Good to Great". The hedgehog concept is described m
the book as an exercise for organizations to answer three key questions. Tom provided
the answem by the management team. Council answered these questions with several
focused statements

Provide mumc,pal services and creating leisure and economic development opponunmes
Core services, bas,c city services at a reasonable cost

Public involvement, pubhc safety education

It was noted that the Council and the Management Team had similar responses in the
exercise.
Tom asked the Council if the above statements are reflected In the city's mission and
vision statements
Council discussed the masslon statement and a consensus was made to consider the
following statement. Council will spend time thanking about the statement and give
direction to staff at a future meeting ffchanges should be made On behalf of the cmzens
of College Station, home of Texas A&M University, we will aspire to greamess as we
advance the community's quality of hfe.

Budget Director Jeff Kersten highlighted the Strategic Plan Summary to include the
Vision Statements and strategies
Council briefly d~scussed the strategic plan summary for the Core Services Vision
Statement and Parks and Leisure Services Vision Statement.
In Strategy #3, under Core Services Vision Statement, a change was made to now state'
"We will promote effective communication (interdepartmentally and with the public)".
Council asked staff to eliminate the word "continue" currently referenced in the v~slon
statements.
In Strategy #6, under Core Services Vision Statement. a change was made to now state
"We will provide a workplace that encourages excellence"
After a brief discussion, the Council decided to &scuss the two remaining v~slon
statements at the workshop n~eetmg on July I.
Council asked staff to bring forward the projects associated with each strategy and a
financial summary dunng thc hour discussion beginning in August.
Council discussed the calendar of upcoming ineetlngs and events
Mayor Pre Tern Maloney made a motion to adjourn at 7 50 p m. Seconded by Council
member Lancaster, which camed unanimously.
