A RESOLUTION OF THE CITY OF COLLEGE STATION, TEXAS, APPROVING AN
AMENDMENT TO THE 2005-2009 CONSOLIDATED PLAN, SPECIFICALLY THE 2005-
2006 ACTION PLAN AND BUDGET; RE -ALLOCATING FEDERAL COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS TO ASSIST PERSONS DISPLACED
BY PRESIDENTIALLY -DECLARED DISASTER, HURRICANE KATRINA.
WHEREAS, the City is entitled to receive $1,279,808 in Community Development Block Grant
(CDBG) from the United States Department of Housing and Urban Development (HUD) in
fiscal year 2005-2006;
WHEREAS, Section 105(a) (8) of the Housing and Community Development Act of 1974
imposes a fifteen (15) percent cap on the City's public service expenditures of CDBG funds;
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has provided a
waiver of the fifteen (15) percent Public Service Agency Expenditure Cap to allow
municipalities to provide additional assistance to public service agencies assisting Hurricane
Katrina evacuees;
WHEREAS, the City has provided the citizens adequate opportunity to review and comment on
this substantial amendment prior to its implementation as required by Title 24, Section
91.105(c)(2) of the Code of Federal Regulation; and
WHEREAS, the City wishes to provide assistance to persons displaced by Presidentially -
declared Disaster Hurricane Katrina; and has received adequate information concerning the
Consolidated Plan and Budget amendment; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
PART 1: That the City Council hereby approves the Amendment to the 2005-2009
Consolidated Plan, specifically the 2005-2006 Action Plan and Budget to re -allocate
Federal Community Development Block Grant Acquisition Funds to Community
Development Block Grant Public Service Funds to assist persons displaced by
Presidentially -Declared Disaster Hurricane Katrina; and
PART 2: That the City Council hereby approves $20,000 to the Mental Health Mental
Retardation Authority of Brazos Valley and $25,000 to the Brazos Family Medicine
Clinic from the Community Development Block Grant Public Service Fund to assist
persons displaced by Presidentially -Declared Disaster Hurricane Katrina; and
PART 4: That the City Council of the City of College Station hereby authorizes and designates
the Interim City Manager to sign the request to HUD for approval of a substantial
amendment to the 2005-2006 Consolidated Plan which includes the 2005-2006
Action Plan and all other necessary forms required by the U.S. Dept. of HUD on
behalf of the City of College Station.
PART 5: That this resolution shall take effect immediately from and after its passage.
