HomeMy WebLinkAbout8-8-2005-12.16 - Resolution - 08/08/2005 RESOLUTION NO. 8 -8- 2005 -12.16 A RESOLUTION OF THE CITY OF COLLEGE STATION, TEXAS, APPROVING THE 2005 — 2009 CONSOLIDATED PLAN, 2005 -2006 ACTION PLAN AND FISCAL YEAR 2005 -2006 BUDGET; ALLOCATING FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS; AND ADOPTION OF A COMMUNITY DEVELOPMENT PROGRAM AUTHORIZED UNDER CHAPTER 373 OF THE TEXAS LOCAL GOVERNMENT CODE. WHEREAS, the City of College Station is entitled to receive $1,279,808 in Community Development Block Grant (CDBG) and $712,311 in Home Investment Partnership Program (HOME) funds from the United States Department of Housing and Urban Development (HUD) in fiscal year 2005 -2006 and has prepared a 2005 -2009 Consolidated Plan, 2005 -2006 Action Plan and 2005 -2006 Community Development budget as required to secure these funds; and WHEREAS, the City Council of the City of College Station, Texas, wishes to establish a Community Development program under Chapter 373 of the Texas Local Government Code and has (1) identified areas of the City in which predominantly low and moderate income persons reside; (2) established areas in which community development activities, building rehabilitation, or the acquisition of privately owned buildings or land is proposed; (3) prepared a plan under which citizens may publicly comment on the community development program; and (4) conducted public hearings on the community development program; thereby meeting the requirements to establish a Community Development program; and WHEREAS, the City of College Station has provided the citizens adequate opportunity to participate in the development of the City's application for the CDBG and HOME grants as well as the Community Development program; and WHEREAS, the City of College Station has provided adequate information concerning the Consolidated Plan, Action Plan, Budget and Community Development program; and WHEREAS, the City Council has concluded that the adoption of the 2005 -2009 Consolidated Plan, the 2005 -2006 Action Plan and Budget, and Community Development Program is in the best interest of the City and is for the purpose of securing additional community development resources for the primary benefit of low and moderate income citizens. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: PART 1: That the City Council hereby approves the 2005 -2009 Consolidated Plan, which provides long -term guidance for the programs associated with the Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) funds. kite PART 2: That the City Council hereby approves the 2005 -2006 Community Development budget and the 2005 -2006 Action Plan which serves as the City's application to the Department of Housing and Urban Development for CDBG and HOME funds. PART 3: That the City Council hereby establishes a Community Development Program authorized under Chapter 373 of the Texas Local Government Code and finds that the 2005 -2009 Consolidated Plan meets the requirements of Chapter 373 of the Texas Local Government Code. PART 4: That the City Council of the City of College Station hereby authorizes and designates the City Manager to sign the applications, certifications and appropriate forms with the Department of Housing and Urban Development for the 2005 -2009 Consolidated Plan and 2005 -2006 Action Plan on behalf of the City of College Station. PART 5: That this resolution shall take effect immediately from and after its passage. ADOPTED this 8 th day of August , A.D. 2005.
