Assistant City Secretary Casares described the procedure for posting the address, parking, and notification to the public. Workshop Ae:enda Item No.2 -- Presentation. discussion and possible action on water feature concept desie:ns for the Wolf Pen Creek Corridor. Director of Economic Development Kim Foutz described the history of the Wolf Pen Creek Corridor and illustrated the theme/district identity and its accomplishments, noting that these accomplishments have created a unique district embracing arts, parks and commerce. Ms. Foutz presented three water features concept designs to be located at the following locations: . Near Highway 6 . Directly across the Post Oak Mall entrance on Holleman Drive . Northeast Comer of Holleman and Dartmouth Ms. Foutz pointed out that in order to accomplish the proposed future, the city will need input from the developer and land owner, TIF Board and Oversight Committee, Arts Council, and TIF Funding. It is anticipated that the TIF can support $1,950,000 of improvements to the District; of the $1,950,000, $700,000 will be used for improvements to the amphitheater for concessions, terracing and dressing rooms and $1,200,000 will be used for three water features. Workshop Ae:enda Item No.3 - Presentation. discussion and possible action on a Community Wayfindine: Analysis and Proe:ram Desie:n. Berry Bigger President/CEO of the Convention and Visitor's Bureau remarked that Wayfinding includes signs, maps, and other graphic methods used to convey locations and directions to important areas/developments/facilities in our community. Wayfinding can be defined as "The art of showing people where they are and helping them get to where they need to go." The goals are to create a visitor-friendly environment, address vehicular and pedestrian signage issues and present a unique civic visual identity. Wayfinding gives visitors more confidence in that they know they are going the right way to their destination, as well as making visitors feel more secure/safe and creating a unique sense of location. The locations of signage start with outside area and goes from general to specific. Signs outside the city limit guide visitors to districts, venues and campus while signs within districts or campus guide visitors to specific destinations in the district or campus. In September of 2004, Mr. Bigger made a formal presentation at the Intergovernmental Committee Retreat. Agreement was reached by the City of College Station, City of Bryan, Brazos County and Texas A&M University to pursue a Wayfinding Analysis and Program Design. The total cost of the proposed study was found to be $75,000, and will be split equally between the four entities. In implementation of the proposed project, it is up to each entity to fund actual signage in their jurisdiction based on their individual budget and capabilities. Mayor Pro Tern Maloney made a motion to move forward with the proposed project. Council member Happ seconded the motion, which carried unanimously, 7-0. FOR: Silvia, Maloney, Massey, Happ, Wareing, Lancaster, Berry AGAINST: None At 4:08 p.m. council recessed for a short break and reconvened the workshop meeting at 4:20 p.m. Workshop Ae:enda Item No.4 - Presentation. discussion and possible action ree:ardine: requirements for infrastructure in the City of Collee:e Station's Exterritorial Jurisdiction (ETJ). Director of Planning and Development Services Joey Dunn remarked that during the February 10,2005 Council Workshop meeting Mayor Pro Tem Maloney requested clarification if the City of College Station was able to require development infrastructure built in the Extraterritorial Jurisdiction (ETJ) to have the same standards and requirements as development inside the City of College Station, which included septic tank inspection in the ETJ. Traditional Values, Progressive Thinking In the Research Valley Council Meeting 3/10/05 Page 3 Although the City of College Station does not have the authority to inspect septic systems in the County, the City does have the authority to regulate the subdivision of land, and the associated subdivision infrastructure standards. Mr. Dunn reviewed information from two excerpts from the 2002 publications from the Texas Chapter of the American Planning Association, and A Guide to Urban Planning in Texas Communities. He pointed out that the first excerpt, from Chapter 9, provides an overview of Subdivision controls which may be applied both within a City and its ETJ. The second excerpt provides a section regarding the ETJ stating, "Cities are authorized to enforce their subdivision regulations within their ETJ, which is a means of ensuring that cities will not have to assume maintenance responsibilities for substandard infrastructure upon annexation." No formal action was taken. Workshop Ae:enda Item No.5 -- Discussion and possible action on future ae:enda items- A Council member may inquire about a subject for which notice has not been e:iven. A statement of specific factual information or the recitation of existine: policy may be e:iven. Anv deliberation shall be limited to a proposal to place the subject on an ae:enda for a subsequent meetine:. Mayor Pro Tem Maloney requested a future workshop agenda item regarding the Wellborn Corridor as a small area plan. Council member Happ seconded the motion, which carried unanimously, 7-0. FOR: Silvia, Maloney, Massey, Happ, Wareing, Lancaster, Berry AGAINST: None City Manager Tom Brymer suggested placing an item on the strategic retreat agenda regarding corridors within the City of College Station. Mayor Pro Tem Maloney requested a future workshop agenda item on a 311 program. City Manager Tom Brymer noted that staff has been working on a program like 311, called Citizens Response Systems. Director of Technology and Information Services Olivia Burnside described the program. Mayor Pro Tem Maloney requested a status report in the near future. Council member Happ requested a workshop agenda item selecting the "Unity Plaza" theme as a standard for all the entryways for the City of College Station. Council member Berry seconded the motion, which carried unanimously, 7-0. Council member Lancaster requested a Planning and Zoning Commission item on infill development. Council member Wareing presented a summary of the Research Valley Partnership. Council member Lancaster expressed comments on the grand opening of the College Station Medical Center. Mayor Silvia briefed the City Council on the Metropolitan Planning Organization, Brazos Animal Shelter Board and Brazos Valley Council of Government meetings. Workshop Ae:enda Item No.8 - Executive Session At 6: 13 p.m., Mayor Silvia announced in open session that the City Council would convene into executive session pursuant to Sections 551.071, and 551.087 of the Open Meetings Act, to seek the advice of the city attorney with respect to pending and contemplated litigation, and to consider economic development negotiations. He led the audience in the pledge of allegiance. 11. -- Hear Visitors Justin Withworth, 704 Fairview, expressed concerns regarding the performance of the city attorney and questioned the invocation at the City Council meetings. Consent Ae:enda 12.1 Approved by common consent Minutes of Workshop and Regular Meeting of December 9, 2004. 12.2 Approved by common consent Resolution No. 3-10-2005-12.02 approving a construction contract, Bid No. 05-51, Contract No. 05-113, with Fuqua Construction in the amount of $293,968.00 for the construction of Intergenerational Upgrades/Additions to 13 Neighborhood Parks. Mayor Pro Tem Maloney conveyed comments on this item. 12.3 Approved by common consent Ordinance No. 2789 amending Chapter 10, Section 3E(2)(i)(11), of the College Station Code of Ordinances changing the posted speed limit on the section of Greens Prairie Road between State Highway 6 and Castlegate Drive from 55 mph to 40 mph. Mayor Pro Tern Maloney described the areas of speed limit reduction on Greens Prairie Road West of Arrington Road.
