Orr: Councilmen Harrington, Black, Brown, Badgett; City Engineer F. J. Benson; and City Manager Vaughn. Visitors present: John Kincannon Mr. Kincannon presented a request from the residents living on Cooner Street that the city initiate action necessary to the paving of Cooner Street. This had been discussed at a previous meeting attended by the City Council and approximately twenty residents of Cooner Street. Information obtained by the City Manager and Mr. Kincannon in Austin indicated that it was possible for the city to initiate this action at the request of the residents and to assess the property on a pro rata basis for the improvements covered. Councilman Brown introduced a resolution for the adoption of Ordinance No. 104, an ordinance determining the necessity for and ordering that Cooner Street be paved. This motion was seconded by Councilman Black and adopted unanimously by roll call. F. J. Benson, City Engineer, presented an engineerts report which contained a list of property owners and the approximate cost of the improvements to Cooner Street. Councilman Badgett introduced a motion that Ordinance No. 105 approving the City Engineerts written report on the estimate of the improvements on Cooner Street be adopted and setting the time and place for a public hearing of the abutting property owners on Cooner Street.
