MINUTES OF REGULAR MEETING
January 17, 1946

The Mayor stated that the request of Mr. J. C. Culpepper for the rezoning of certain
area in the College Hills Estates would be disposed of at this meeting and invited
anyone present to speak for or against the proposal. Mr. W ippreoht and Mr. Steen
voiced their approval of the request; all other visitors, except Dr. Clark and Mr.
McGinnis, were opposed to it. On motion by Councilman Crawford, seconded by
Councilman Harrington, that the proposal be approved, the mayor asked for a vote
of the councilmen and declared that the motion failed to carry by a vote of five to
nothing.
Dr. Clark discussed with the Council the question of the City' s possessing ownership
of the park area in College Park, but it was agreed that no formal action would be
taken pending the return of Councilman Orr. Mr. McGinnis outlined briefly the
possibilities of developing the park area in the event that the City acquires owner-
ship of it through direct purchase, a long lease, or otherwise.
City Manager reported to the Council that on January 16, 1946 a jumper was found by
Mr. Fred Seale, Assistant City Electrician, in the switch box at the meter in the
lir, Student Co-op Store. It was the desire of the Council that Mr. E. C. Garner's
attention should be called to their disapproval of this practice and that a letter
to this effect should be addressed to Mr. Garner.
The Council approved the appointment of Mr. Fred Seale as Electrical Inspector for
the City and the appointment of Mr. Floy Saxon as Plumbing Inspector for the City.
The fee to be paid to the inspectors was set at $1.50 for each inspection. The
Council also gave Mr. Smith full authority in the matter of over-all inspections.
Councilman Crawford was authorized to work with the City Manager in the checking of
the delinquent tax roll, the two of them to present a formal recommendation at the
next Council meeting.
The request of Mr. Norton Burkhalter that he be permitted to withdraw his property
from the City Limits was approved. This property faces West on Highway 6 for a
• distance of approximately 90 feet and extends along the North boundary of the City
Limits for a distance of approximately 490 feet.
The Council discussed the question of the erection of garage apartments and approved
their construction so long as they comply with the Zoning Ordinance.
The question of the required width of a sidewalk along the West side of the Methodist
Church property was presented to the Council for its decision. It was the desire of
the Council that at least 6 feet be left for sidewalks.
The City Manager was authorized to move or have moved any meters which were not
directly accessible for reading. He was also given authority to have any meters
� .` installed in the future made directly accessible.

The Council accepted for the record a petition signed by W. C. Hall, L. S. Paine,
R. B. MoAshan, Jr., Gene H. Brook, D. A. Anderson, and G. P. Parker that all
minutes of its meetings be made public. It Also accepted a petition signed by
the same gentlemen that certain amendments be made to the Zoning Ordinance. Both
requests were tabled for further consideration of the Council.
