February 21, 1946
Members present: Mayor Langford: Councilmen Orr, Wilcox, Harrington,
Crawford, E. E. Brown; and City Manager Smith.
Visitors present: R. W. Steen, Erwin Smith, Coulter Hoppess, Marty Karow,
Mrs. Marty Karow, J. Gorden Gay, W. L. Penberthy, J. D. Prewitt, Mrs. G. W.
Schlesselman, and Mrs. A. B. Stevens.
Mr. J. Gorden Gay, speaking for the Recreational Committee, presented to
the Council a tentative five-year plan for consideration.
The Council approved Ordinance No. 87 ordering a general election for
April 2, 1946.
The applications of John C. Bray and Delbert V. Shultz to operate taxi
cabs within the City and between the City and Bryan were denied in that
the City of Bryan had refused to grant further permits to operate taxi
cabs within its City Limits.
Marty Karow discussed with the Council the question of erecting four
duplexes on his property. In view of the fact that his request was in
violation of certain zoning regulations he was asked to prepare a formal
!t` request for presentation to the Zoning Commission.

110 ,; ;: The request of Karl Elmquist for the erection of a building on his lot
was referred to the Zoning Commission, as was also the request of W. D.
Lloyd to erect an apartment over an existing garage.
A request from Joe Pasler for the approval of a plan for subdividing
certain areas lying just North of College Hills Estates was referred to
the Planning Commission.
The Mayor was authorized to present a request to College officials for
the possible installation of traffic lights along Highway 6 within the
city limits.
The Council approved appointment of Professor T. A. Munson as City
Engineer.
Upon motion of Councilman Orr, seconded by Councilman Wilcox, a franchise
to operate motor bus vehicles was granted to Erwin T. Smith, Lee Smith,
and R. L. Burley and the Mayor was authorized to execute the franchise
for the City. It was specifically agreed that the fees to be paid to
the City and the routes over which the buses should run were tentative and
subject to final approval after the City had had time to make a thorough
study of the problem.
A called meeting was set for 5 p.m. March 1 for a reconsideration of the
proposal of J. C. Culpepper that certain areas within College Hills Estates
be rezoned to District No. 4, First Business District.

The Council discussed at length the question of requiring that liability
insurance and property damage insurance be carried by all public carriers
operating within the city limits. Final action was postponed until further
information could be obtained.
The City Manager reported to the Council the information which he had
received from the State Insurance Commission relative to a loss of 5 per
cent on the City' s good fire record.
