Brawn, Harrington; and City Manager Smith. Visitors present: Norton Burkhalter, J. C. Culpepper, Joe Skiles, Mrs. J. E. Hubacek, Mr. & Mrs. C. A. O'Brien, Mrs. S. 0. Brawn, Mr. & Mrs. E. M. White, Gene White, Mr. G. P. Parker, A. S. MoAshann, Gene Brook, and W. C. Hall. Mr. Burkhalter appeared before the Council to discuss the withdrawing of his property from the City Limits. It was agreed that he should present a formal request of withdrawal at the next regular Council Meeting. The Council accepted the resignation of J. T. L. MoNew as City Engineer. The appointment of his successor was deferred to a later date. Ordinance No. 86, establishing utility rates effective January 1, 1946, was adopted. The Council approved the request of Walter Johnson to erect an eight- apartment building on Lot 6 & 7, Block 19, Boyett Addition. The Council approved the recommendation of the City Manager that Albert, Jennie and Sam Richardson be paid $2.00 each per month effective December 1, 1945, for the privilege of running effluent from sewer line through their property. The Council approved the request of J. S. Mogford to make certain alterations in his garage. Such alterations were construed to be repairs associated with his house as the house and garage are for all purposes one building. Pursuant to Ordinance No. 85, a public hearing was held on the request of J. C. Culpepper to rezone certain property in College Hills, such property being described fully in Ordinance No. 85. Mr. Culpepper stated his reason for the request and urged the Council to give it full consideration. Mr. Joe Skiles also spoke in favor of the request. Dr. Ralph Steen filed an oral request for approval prior to the meeting as he was unable to appear at the stated hour. Those voicing disapproval of the request were Mrs. J. E. Hubacek, Mr. & Mrs. C. A. O'Brien, Mrs. S. 0. Brawn, Mr. & Mrs. E. M. White, Gene White, Mr. G. P. Parker, A. S. MoAshann, W. C. Hall, and Gene Brook. A letter of protest was written by Mr. J. C. Frazier and was accepted for the reoord. A full quorum of the Council not being present, the Mayor assured all present that no action on Mr. Culpepper's request would be taken prior to the regular meetin�, January 17, 1946.
