All council members were present. Members of the Management Team were present. Randy Pennington from Pennington Group, Inc. served as the facilitator. Council focused on four "Session Deliverables" during the retreat session. These items were: ,/ Re-confirmed mission and strategic vision for the organization ,/ Identified criteria for success in the coming year ,/ Prioritized city-wide goals for the coming year ,/ Guidance for staff on sense of urgency, accountability, and follow-up time frames The objectives were achieved by reviewing and revising the mission and core values, vision for the City of College Station, and vision statements for each core values statement. Fridav, June 30, 2006 Mayor Silvia and Councilmembers returned at 8:30 am to continue the session. Strategy I: Provide infrastructure and services with the capacity to meet current and projected demands. · Acquire, design, and build a new cemetery (A+) · Prepare conceptual deigns for City center and Senior center for consideration in 2008 bond plans (A) · Update and improve radio system by adding tower on south end (B) · Influence legislative processes which impact the City (ongoing) (B) · Implement the Parks CIP program for 2006/2007. · Complete Police Building Headquarters renovation and plan for new facility in next bond election. · Continue development of Grimes County Landfill site · Address electric power supply issues. · Develop long range plan for water supply. . Conservation attitude, education. . Implementation of Landscape Irrigation requirements, . Credit for xeroscape, de-emphasize St. Augustine grass. (Jeff Kersten) · Plan and construct Fire Station #3 replacement. · Investigate widening Highway 6. · Update the Five Year Business Plans for all departments with the City. Strategy 2: Provide innovative public safety and public health services. · Complete Short term emergency operations center (A+) · Develop long range plans for Joint emergency operations center (C) · Be more proactive with problem solving efforts to reduce Part I crime, vehicular accidents and fatalities via data assisted staff allocation. · Staff development and succession planning at all levels. Goal to increase capabilities and professionalism. · Begin diversion program at BVSWMA Rock Prairie Road Landfill. · Hire and promote firefighters to place dedicated ladder company in service. · Develop and establish safety and wellness initiative in Fire Department. · Continue to enforce right of way ordinance and monitor the legislature and potential bills to take away our ability to police our rights of way. Strategy 3: Promote effective internal and external communication. · Create an aggressive internal and external communications plan (A) · Improve communication, internally - staff meetings, newsletter etc.- and external Public Service Announcements and media relations. · Expand and develop broadcast media services to promote positive stories about City of College Station. · Reorganize citywide marketing and communications efforts to improve efficiency, coverage and resources. · Expand/enhance use of Channel 19. Strategy 4: Provide efficient, multi-modal transportation systems. · Long range transportation plans - street plans, multi-modal (A+) · Influence legislative services (ongoing) (B) · Continue streets, drainage, traffic system maintenance. · Implement recommendations of the Regional Mobility Plan. · Identify federal funding to pay for multi-modal transportation systems. · Continue to address traffic circulation issues within the City, and develop a plan to implement/fund priorities. · Develop prioritized list of street proj ects . Identify alternative funding sources Strategy 5: Create a work environment that develops and encourages employee excellence. · Develop city-wide Succession Plan (C) · Reinvent the "City Olympics" program for employees. College Station Strategic Planning Retreat Thursday-Friday, June 29-30, 2006 Page 3 · Evaluate and consider accreditation for Fire Department, Public Works, Parks and Recreation and others as applicable. · Support City Management commitment to providing excellent customer service by enhancing HR programs that are designed to attract, retain and develop a healthy, diverse and well-qualified workforce. · Support City Management's efforts to provide City buildings with a comprehensive building access and security system. · Manage the implementation of a Workforce Development and Succession Planning Program in each City department. Strategy 6: Provide effective and efficient internal support services. · Move all Information Technology divisions into an IT Fund. · Continue to ensure the organization is supported by proactive and effective administrative services. · Continue to improve service delivery to internal and external customers through review of processes, technology if appropriate, and focus on customer service. Complete UDO update. · Review and adopt latest building codes - 2006 Edition of International Codes. · Infill development - Change requirement ofR-I, require garages and lot coverage. We will support and participate in comprehensive regional planning efforts. · Promote the TMP A regional park concept. · Work with MPO to implement County Thoroughfare Plan. · Work with MPO to develop transportation model. · Explore opportunities for collaboration with the City of Bryan and Brazos County as part of the comprehensive plan update. · Collaborate with the City of Bryan, Brazos County, Texas A&M University, the Texas Department of Transportation, and the MPO to develop and implement a county wide thoroughfare plan, and to develop a travel demand model to assist each of these entities in decision making. We will begin the process of adopting a new comprehensive plan for the city. · Comprehensive plan (A+) · Organize planning and development department to emphasize long range planning (A) . Update the Parks and Recreation and Open Space Master Plan. · Develop new capital improvement plan. · Implement phase I of the comprehensive plan update. · Secure funding for phase II of the comprehensive plan update. Strategy 5: We will promote neighborhood integrity. Neighborhood integrity (B) · Develop a program of "Park Pals" to enhance citizen communication for neighborhood park issues. · Revise traffic calming policy. · Development of a plan to insure City has focus on neighborhood integrity issues and is dedicated to quality neighborhoods in all areas of the City. · Identify a process for neighborhoods communicating with the City and between each other. Strategy 2: We will continue to strengthen and diversify the tax and job base. · Economic Development strategic plan (B) · Develop economic development strategic plan · Pursue development of Spring Creek Corporate Campus · Pursue the establishment of an incubator for start-up companies · Pursue opportunities for university partnerships. Strategy 3: We will promote and pursue proj ects that will enhance College Station as a destination. · Conduct a tourism market study for new tourism venues in College Station potential venues could include: . Strategy 4: We will promote targeted commercial redevelopment. · Continue efforts to redevelop major commercial properties on primary thoroughfares throughout College Station Strategy 5: We will promote the development of a convention center and hotel. . Convention Center (A+) · Create TIF in Northgate for the project to fund Convention Center. . Pursue land acquisition options for Convention Center. Strategy 6: We will partner with other entities to promote economic development. . Engage Chamber, RVP and others in discussion of Economic Development opportunities. · Actively engage Economic Development Partners in development of Economic Development Strategic Plan. Strategy 7: We will facilitate an environment that encourages the development of knowledge- based business. · Actively work with RVP and TAMU to identify strategies to develop infrastructure to support knowledge based businesses · Coordinate with Economic Development partners to implement required knowledge based infrastructure strategies. Mr. Pennington acknowledged the Council for their hard work and wished them success. Staff will report to Council every six months with a progress report on strategies achieved, etc. Council discussed calendars and schedules. Councilmember Ben White made a motion to adjourn the meeting. Motion seconded by Councilmember Dave Ruesink. Motion carried unanimously, 6-0-1, Mayor Pro Tern Happ absent. The session adjourned at 1 :25 pm on Friday, June 30, 2006. PASSED AND APPROVED this 14th day of September, 2006.
