CITY OP COLLEGE STATION Council members John Crompton James Massey Lynn McIlhaney Chris Scotti David Ruesink Minutes City Council Special Meeting Tuesday, August 14, 2007 at 7:00 p.m. City Hall Council Chambers, 1101 Texas Avenue College Station, Texas COUNCIL MEMBERS PRESENT: Mayor White, Mayor Pro Tem Gay, Council members Crompton, Massey, McIlhaney, Scotti, Ruesink STAFF PRESENT: City Manager Brown, City Attorney Cargill Jr., City Secretary Hooks, Assistant City Secretary Casares, Management Team. Mayor White called the meeting to order at 4:00 p.m. Special Aiienda Item No. 1-- Presentation, qossible action, and discussion on the FY 2007-2008 Proposed Budget. Chief Financial Officer Jeff Kersten presented an overview of the FY 2007-2008 Proposed Budget, Pay Plan, General Government CIP, and Enterprise Funds. Director of Human Resources Julie O'Connell described the pay plan and proposed recommendations. Deputy City Manager Terry Childers briefed the City Council on the Capital Projects Re- Organization Plan. Mr. Childers reported on the establishment of a new department, a Capital Projects Department. The Department shall include a Director of Capital Projects position, reassign existing personnel, and new positions for a total staff of 18. Council recessed for a short break at 5:05 p.m. and reconvened the special meeting at 5:17 p.m. Mr. Kersten completed his presentation and noted that the next budget meetings were scheduled for August 27, 2007 and August 28, 2007. No formal action was taken. City Council Special Meeting 8/14/07 Page 2 Special Agenda Item No. 2-- Presentation, possible action, and discussion on the 2007-2008 ad valorem tax rate; and on calling 2 Aublic hearings on a Aroposed ad valorem tax rate for 2007-2008. This item was presented and discussed at the Monday, August 13, 2007 meeting. Special Agenda Item No 3-- Presentation, possible action, and discussion regarding appointments of Council members as representatives to local agencies. These include the Audit Committee, Brazos Countv Health Department, BVCOG/TMPA Regional Park Proiect Advisorv Board, Intergovernmental Committee, Sister Cities Association, Transportation Committee, Wolf Pen Creek Oversight Committee. Mayor White introduced this item. The following individuals were appointed by the City Council to represent the City of College Station on joint committees with other governmental agencies. Audit Committee Council member Massey Brazos Countv Health Department Mayor White and Council Member McIlhaney will remain on this committee. Brazos Vallev Council of Governments Board of Directors Mayor White will remain on this governmental agency. B/CS Metrouolitan Planning Oreanization Mayor White will remain on this governmental agency. BVCOG TMPA Regional Park Proiect Advisorv Board Council member Crompton BVSWMA Policv Advisory Board Council member Crompton Comprehensive Plan Advisorv Committee Council member Crompton, Alternate Intergovernmental Committee City Council Special Meeting 8/14/07 Council member Ruesink Council member Massey Research Vallev Partnershiu This committee appointment was not discussed.
