HomeMy WebLinkAbout1991-1884 - Ordinance - 02/28/1991ORDINANCE NO. 1884 AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS ORDERING A GENERAL MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION ON SATURDAY, MAY 4, 1991, FOR THE ELECTION OF A CITY COUNCILMAN PLACE 1, A CITY COUNCILMAN PLACE 3, AND A CITY COUNCILMAN PLACE 5; FIXING THE TIME, PLACE AND MANNER FOR HOLDING THE ELECTION; APPOINTING JUDGES AND CLERKS THEREOF; AND, AUTHORIZING THE MAYOR TO SIGN AN OFFICIAL ORDER OF ELECTION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: SECTION 1. A general election shall be and the same is hereby ordered to be held on the first Saturday in Hay, 1991, the same being May 4, 1991 for the purpose of electing councilmembers for place 1, place 3, and place 5. The election will be held under the provisions of the laws of the State of Texas governing the general elections, and only duly qualified voters who are residents of the City of College Station shall be allowed to vote in the election of councilmembers. Said election shall be held in conjunction with the College Station Independent School District Board of Trustees Election, whereby an election precinct is to be served by a common polling place and election judge. A single ballot form at each polling place shall be used, provided; however, that no voter shall be given a ballot containing any office on which the voter is ineligible to vote. The polls shall be opened promptly at 7~00 a.m. and shall be closed promptly at 7~00 p.m. The Office of the city Secretary shall perform all duties normally performed by the County Clerk in general elections with respect to absentee voting, giving notice of the election, and preparing the official ballots. The City Secretary shall serve as the Absentee Voting Clerk. The Election Coordinator for the College Station Independent School District shall serve as Deputy Absentee Voting Clerk. The election will be held at the following places and the election officials shall be, for the purpose of this election, follows= as Polling Place No. 8, at South Knoll Elementary School in said City and said District, with Karen Tohkubbi as Presiding Judge and Helen Cluck as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Ordinance No. 1884 Page 2 Polling Place No. 9, at College Station Conference Center on George Bush Drive in said City and said District, with Mary Schmidt as Presiding Judge and Marie Kelley as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 10, at College Station Municipal Court in said City and said District, with Audrey Bunting as Presiding Judge, and Ruby Freeman as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 24, at College Hills Elementary School in said city and said District, with Margie Wilkey as Presiding Judge, and Ramona McNeal as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 31, at A&M Consolidated High School in said city and said District, with Vi Cook as Presiding Judge, and Jean McDermott as Alternate Judge; and said Presiding Judge shall apoint no more than 4 clerks to assist her. Polling Place No. 32, at College Station Fire Station No. 2 on Rio Grande Drive in said City and said District, with Kay Parker as Presiding Judge, and Mark Schulz as Alternate Judge; and said Presiding Judge shall appoint no more than 4 lerks to assist her. Polling Place No. 33, at Lincoln Center in said City and said District, with Blossie Payton as Presiding Judge, and Celestine Williams as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 34, at the College Station Central Fire Station in said City and said District, with Samille Stovall as Presiding Judge, and Charlotte Bergstad as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 35, consisting of county voting precincts No. 20, No. 21, and No. 35, at A&M Presbyterian Church, 301 Church Avenue, in said City and said District, with Diana Smallwood as Presiding Judge, and Kyle Jacobson as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 39, at the Southwood Athletic Complex Tennis Center, in said City and said District, with Gary Neill as Presiding Judge, and Tom Moore as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 40, at the Aldersgate United Methodist Church, in said City and said District, with Cheryl Dean as Presiding Judge, and Amanda Miller as Alternate Judge; and said Presiding Ordinance No. 1884 Place 3 Judge shall appoint no more than 4 clerks to assist her. Absentee voting in said election shall be conducted by the City Secretary, Connie Hooks, in the Training Room, in the City Hall of the City of College Station, Texas. For the purpose of absentee voting, said City Secretary shall keep the office open for at least eight (8) hours on each day for absentee voting which is not a Saturday, Sunday, or an official State holiday. The following persons are hereby appointed as the Absentee Ballot Board to count the absentee ballots: Presiding Judge: E.E. Burns Clerks: To be named by the Presiding Judge Punch card voting machines shall be used for voting at the foregoing election precincts and electronic counting devices and equipment shall be used for counting the ballots at said election. The Council Chambers of the College Station City Hall, 1101 South Texas, in said city and said district, is hereby established as Central Counting Station to receive ballots for said election, the ballots to be tabulated and returned to the Office of the City Secretary of the City of College Station. Mayor and members of the City Council of the City of College Station. b. The Board of Trustees of the College Station School District. c. The City Secretary and designated members of the staff. d. The City Manager of the City of College Station. e. The Superintendent of schools and designated members of the staff. f. The County Judge and members of the Commissioners Court of Brazos County. g. A committee is hereby established of the following persons to hold Computer Accuracy Tests, including two tests prior to the start and one test immediately after the count of the voted ballots, to ascertain that the computer will accurately count the votes cast for the offices to be voted upon in said election: a. The mayor of the City of College Station. b. The president of the Board of Trustees, CSISD. c. The city secretary of the City of College Station. d. The election coordinator of the CSISD. e. The city manager of the City of College Station. f. The superintendnet of schools, CSISD. g. The presiding judge of the Central Counting Station. The Mayor of the City of College Station is hereby authorized to sign an official ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION, TEXAS as prescribed by the Texas Election Code, said ORDER OF ELECTION FOR THE CITY OF COLLEGE STATION to be attached hereto and recorded as part of this Ordinance. The Mayor of the City of College Station is hereby authorized to sign an official NOTICE OF GENERAL ELECTION as set forth in a form prescribed by the Secretary of State of Texas; and a copy of the NOTICE OF GENERAL ELECTION, when published in a newspaper of general circulation in the City of College Station, shall serve as proper notice of the election ordered by this Ordinance.
