AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF
COLLEGE STATION BY AMENDING CHAPTER 3, RELATING TO THE
STANDARD ADMINISTRATIVE CODE; BY DELETING CHAPTER 5, RELATING
TO THE ELECTRICAL CODE; AND BY AMENDING CHAPTER 6, RELATING TO
FIRE PROTECTION.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY cOUNCIL OF THE CITY
OF COLLEGE STATION THAT:
Chapter 3, Section 1.A.5(o), of the Code of Ordinances of the
City of College Station, relating the Standard Administrative
Code, is hereby amended to read as follows:
"(c) Reports. The Building official shall submit annu-
ally a report covering the work of the building
department during the preceding year. He may incor-
porate in said report a summary of the decisions of
the BeaFd-ef-Ad~us~men~s-end-Appee}s construction
Board o£ Adjustments and appeals during said year."
II.
Chapter 3, Section 5B(2), of the Code of Ordinances of the
City of College Station relating to the enforcement of
property maintenance regulations, is hereby amended to read as
follows:
"(2) The S~Fue~mFe}-S~sndaFd-BoaFd~Bu*}d*n~-eede-BeaFd-ef
Adjustments Construction Board of Adjustments and Appeals
is established as the Compliance Board."
III.
Chapter 3, Appendix 1, Section A.18, of the Code of
Ordinances of the city of College Station, relating to
Amendments to the Standard Building Code, is hereby amended to
read as follows:
"18. All Appendices except D, H and J are hereby
adopted."

IV.
Chapter 3, Appendix 1, Section D.2, the second paragraph, of
the Code of Ordinances of the City of College Station,
relating to Amendments to the Standard Building Code, is
hereby amended to read as follows:
"The applicant shall also state in his application for
license, his place of business, and shall notify the City
Engineer immediately of any and every change in address
or style of his firm. All such bonds shall be subject to
the approval of the City Attorney, and shall run for a
period of one (1) year from date, or until revoked as

Chapter 3, Appendix 1, of the Code of Ordinances of the City
of College Station relating to amendments to the Standard
Building Code, is hereby amended by adding a new Section "E"
and renumbering the presents Subsection "E" and "F" as "F" and
"G", to read as follows:
"E. PERMIT REOUIR~n FOR STR~T. SIDEWA?X AND ALLEYWAY CUTS
No person shall cut or in anyway damage the streets,
alleyways or sidewalks of the City of College
Station for the installation of any materials and/or
equipment without a permit.

A permit to cut a street, alleyway or sidewalk shall
be applied for from the City Manager or his
delegate.
(3)
Any person who applies for a permit shall pay the
cost of the issuance of the permit, the repair of
the street, sidewalk or alleyway and the cost of the
inspection of such repair, which fees shall be set
by resolution from time to time. The City at its
option may elect for the applicant to pay the
estimated costs of repairs as a deposit prior to the
issuance of the permit with said deposit not being
less than the minimum payment set out by resolution.
In the event that the cost exceeds the deposit the
applicant shall remit the remainder of the cost to
the City. In the event that the cost is less than
the deposit, the overage shall be remitted to the
applicant.

Any person who without a permit cuts or otherwise
damages a street, sidewalk or alleyway in the
installation of any materials or equipment, or
refuses to pay for repairs, shall be guilty of an
offense punishable under this Code of Ordinances.
Applicant may be authorized to make temporary or
permanent repairs pursuant to city's specifications.
If the permit authorizes the applicant to make
repairs, then the applicant shall warrant the work
for 365 days from the date of inspection and
acceptance by city.
Any person who fails to comply with the terms of
this ordinance shall be guilty of an offense
punishable under this Code of Ordinances."
VI.
Chapter 3, Appendix 2, Section C.1, of the Code of Ordinances
of the City of College Station, relating to the Electrical
Code, is hereby amended to read as follows:
"1. When Permit Reauired= Exceptions
No wiring, poles, duct line, guy anchors, apparatus,
devices, appliances, fixtures or equipment for the
transmission, distribution or utilization of
electrical energy for any purpose shall be installed
within the city limits, nor shall any alteration or
addition be made to any such existing wiring, poles,
duct lines, guy anchors, apparatus, devices,
fixtures or equipment without first securing a
permit therefor from the
Bu~laing Off~cial, except as stated in the following
paragraphs:"
(g) Suspensions and Revocations
(1)

may, in writing, suspend or revoke a
permit issued under the provisions of this
ordinance whenever the permit is issued in
error or on the basis of incorrect
information supplied or when in violation
of any ordinance, regulation or any of the
provisions of this ordinance.

A permit may be cancelled upon
notification by the owner of the property
that the contractor is no longer employed
to do work on said property after written
notification by the E~ee~ea~--I~
Building OfficAal and a hearing by the
Electrical Examining Board.

Failure on the part of any licensed master
electrician to correct any defect, error
or deficiency in any work installed under
the authority of an electrical permit
issued to him within ten (10) calendar
days after written notification thereof
from the ~Eeee~&eeE--Emmpeeee~ Building

Building official shall, without further
notice, stop the issuance of permits to
such licensed master electrician until
such corrections have been made, inspected
and approved. This provision shall be cu-
mulative of all other penalties provided
herein.
Notification and Final AnDrovals
(a)
Electrician to Notify E}ee~&ea~-~s~ee~e~

When any part of a wire installation is to be
bidden from view by the permanent placement of
parts of a building, the licensed electrician
to whom the permit has been issued shall notify
the E~eet~&ea~--~epeeee~ Building Official.
The licensed electrician to whom the permit has
been issued shall give the
Building Official due notice and inspection
shall be made periodically during the progress
of the work, and where at the discretion of the
~eeeF~ea}--I-ne~ Building official or his
Assistant it is necessary, he shall post notice
on the premises stating that work is approved
and may be covered, or it is not approved and
may not be covered, until such further
inspection as is necessary has been made. Any
person removing, destroying, altering or
defacing said notice without the consent of the
~eet~ea~--I~ Building O£ficial, shall
be deemed guilty of an offense under this sec-
tion, and any work described in said notice
shall be stayed pending the further necessary
inspection. Upon completion of the work which

has bee~ authorized by the issuance, of a
permit, it shall be the duty of the licensed
~lectrician, to whom the permit has been
issued, to immediately notify the
}~speeee~ Building Offioi&X, who shall inspect
or cause to be inspected, such installation
within thirty-six (36) hours, exclusive of
Saturdays, Sundays, and holidays, of the time
such notice is given.
(b) Final Certificates of AnDroval
If the work is found to be in compliance with
the ~rovisions of this ordinance, .the
~}eet~ea}-~flepeee~ Building official, subject
to the other applicable pr~visions o~ ~his or-
dinance, shall issue a final Certificate of
Approval to the public utility company
furnishing the electrical service or to the
person supplying the energy, which
certification shall authorize connection of
such approved work to the source of energy of
the electrical service, the turning on of the
current, and the use of the installation. No
connection shall be made until such
authorization and final certificate is issued."
VII.
Chapter 3, Appendix 5, Section A.2.11, of the Code of
Ordinances of the City of College Station, relating to
Amendments to the Plumbing Code, is hereby amended to read as
follows:
"11. Section 1411.3 is amended t? read as follows:
"1411.3 - Multi-Story Wet Vent;ng. Water closet re-
vents must be two inches (2"), not one and one-half
inches (1 1/2"). Under these circumstances, a four
inch (~") building drai~ must be used and not a
three inch (3"). ~See-~)~-Ne~--1--en~-~N~-~=~
(Appendix K - Illustrations, Figure #12.)"
VIII.
Chapter 5 of the Code of Ordinances of the City of College
Station relating to the Electrical Code (which was adopted by
Ordinance No. 1919 on October 10, 1991 and is contained in
Chapter 3 of the Code of Ordinances of the City of College
Station, known as the Standard Administrative Code) is hereby
deleted in its entirety.

IX.
Chapter 6, Section 1(a)(1), of the Code of Ordinances of the
city Of College Station is hereby amended to read as follows:
"A. STANDARD FIRE PREVENTION CODE ADOPTED
(1)
The 1991 Standard Fire Prevention Code,

nances of the city o~ College stetion as it was
heFeby adopted and designated as the Fire Prevention

1919 on O~tobor 10~ 1991. Said Code is adopted
the same extent as though such Code were copied at
length herein, subject however to the omissions,
additions, supplements, and amendments contained
this section."
This Ordinance shall become effective and be in full force and
effect from and after its passage and approval by the City
Council and duly attested by the Mayor and city Secretary.
