AN ORDINANCE AMENDING CHAPTER 3, BUILDING I~GULATIONS, OF THE
CODE OF ORDINANCES OF TI~ CITY OF COLLEGE STATION, BY CREATING A
SECTION 8 pERTAINING TO TI~ INSTALI~TION OF UNDERGROUND
TInG UTILITY SERVICE.
NOW, ~1~, BE IT OI~DA~TED BY ~ CITY COUNCIL OF THE CITY OF
COLLEGE STATION THAT:

Chapter 3, o! the Code of Ordinances of the City of College Station, Texas, is
hereby mended by addL-tg a Section 6 to read as follows:
"SECTION 6: UNDERGROUND F.~ECTRIC UTILITY SERVICE
Electrc Sez~,ice Instalia~on
(1) All new electrc utility service shall be installed underground in all
building plots. All lateral electrc and service lines supplying electrc
utility service shall be placed underground.
(9.) All upgraded electrc utility sezvice shall be installed underground in
aH building plots wherever such is sound and practical from an
engineering standpoint as reasonably determined by the City.
(3) Overhead feeder lines may be placed within dedicated easements in
building plots when determined by the City to be necessary and
appropriate, pursuant to the following criteria:
(a) Along the perimeter of the platted building plots.
(b) Adjacent to or within the righi-of-way of thoroughfares identified
on the current thoroughfare plan o! the City of College Station
and approved for the location o! overhead ul~lities.
(c) V~thin alleys or other areas identified for the location of aerial
utility setwice on the approved building plot plat.
(4) Prior to the issuance of a certificate o! occupancy for any structure on
the building plot, the Builder shall dedicate easements upon forms
Annroved bv Citv for the installation of utilities, including electric. All
lle-'-[m and o-t~er ~mership interests shall be subordinated to the ease-
ment use.
(5) Whe~ the electrc s.ervice is placed underground, all street lighting
and site lighi~ng equtp.m, ent shall be placed underground except for
the poles on which the lights are to be ~ed.

The Builder shall be responsible for furnishing and inst~11iqg, and the
expenses related thereto, of conduit for the installation of all on-site
underground development feeder, lateral and service lines uH]~ed to
provide electric utility service to the building plot. The specifications
for the conduit shall be approved by the Electrical Departreent prior
to installation. The in~tA!l~tion of the conduit shall be inspected and
approved by the Electrical Department at the time of installation.
Where electric service is placed underground, all auziliary equipment
for such service, including but not limited to transforreers, junction
enclosures and switching devices, shall be pad-mounted on grade or
shall be placed underground.
?emporat~ utility service may be provided via overhead line exten-
sion.
The Builder shall pay twenty percent (20%) o! the cost of installation, in-
clucling labor, materials and standard fee percentages for engineering and
overhead costs, for all electric service, whether new or upgraded. The
actual cost shall be calculated by the City. All costs shall be paid prior to
the commencement of construction.
For the purpcee of this section, certain words as used herein are defined as
follows:
'~uilde~' means any person or persons, firm or corporation who
applies for or is issued a permit by the Building Official to erect, con-
struct, enlarge, install, alter, repair, reove, improve, remove, convert or
dereolish any building, stTucture, electrical, gas, mechenical, plumbing
or fire protection system located witl~n the reunicipal corporation, City
of College Station, Texas.
'~uilding Plot" shall mean all of the land within a project, whether one
or more lots, developed according to a common plan or design for
similar or corepatible uses, which singularly or in phases is treated as
such for site plan review purposes. The determination of the bound-
aries of a building plot shall be made as the lust step in the site plan
or project review, unless such determination has previously been
reade at the time of plat approval. For development not subject to
site plan review, the building plot or premises shall be the exterior
boundary of any included lots, in the event that the structure is built
upon reore than one lot.

(3) '~Feeder Line" shall mean any line, wire, or cable and apptutenances
which distributes, transmits, or delivers an electric utility service f~om
a source to a general ama or to multiple developments, and not to a
specific end user.
(4) '~ateral Line" shall mean any line, wire, or cable and appurtenances
used to distribute, transmit, or deliver elect~c utility service from a
feeder line to two (2) or more sites or end users of the electric utility
service within a specific development.
(5) "~ot" as used herein is the physical and undivided tract or parcel of
land as shown on a duly recorded plat.
(6) "Service Line" shall mean any line, wire, or cable and appurtenances
used to distribute, transmit, or deliver an electric utility service from a
source of supply, feeder line, or lateral line directly to an end user.
(7) '~lct Plan" is a plan showing the use of land, including locations of
buildings, drives, sidewalks, parking areas, drainage facilities and
other facilities to be constntcted, and anything else in accordance
with Sections l0 and Il of the Zoning Ordinances of the City of
College Station."
(8) 'Upgraded Electric Utility Service'~ as used herein means any increase
in electric service capacity or any relocation of the electric service
entrance.
This ordinance shall become effective f~om and ~.er its passage in accordance
with the City Charter of the City of College Station.
