1. Call the meeting to order.
Mayor Pro Tern Lynn McIlhaney called the City Council meeting to order at 5:00 p.m.
Acting Chairman Bill Davis called the Planning & Zoning Commission meeting to order
at 5:00 p.m.
2. Presentation, possible action, and discussion regarding the Comprehensive Plan,
including the following draft chapters: Introduction, Community Character,
Neighborhood Integrity, Transportation, Growth Management and Capacity, Parks,
Recreation, and Leisure, and Administration and Implementation.
Director Bob Cowell led the discussion on the proposed Growth Management and
Capacity Chapter in the Comprehensive Plan. He emphasized the importance of the
general benefit to all of orderly growth of the City within its current city limits and into
ETJ.

Maps of potential growth areas were reviewed and illustrated by development
fragmentation.
Numerous comments by the officials related to the overall vision of growth management.
Staff confirmed that the chapter was written in accordance with Council's strategies.
Staff announced future meetings to be held on this chapter and the remainder of the
proposed Comprehensive Plan.
No official action was taken.
Mayor White recognized Commissioner Bill Davis with a service plaque for his
contributions to the community as P &Z Commissioner.
The meeting was adjourned at 6:40 pm.
