1. Mayor White called the meeting to order at 6:00 pm. All Councilmembers present.
2. Public hearing, presentation, possible action and discussion on the City of College Station 2009 -2010
advertised ad valorem tax rate of $0.439400 per $100 valuation resulting in an increase in tax revenues. Also
discussion and possible action on announcing the meeting date, time and place to adopt the tax rate.
Chief Financial Officer Jeff Kersten recapped the ad valorem tax revenues projected for FY 09 -10.
Mayor White opened the public hearing.
Rick Dusold, 4602 Oakmont Circle, expressed concerns about pay increases for police and fire employees
because of the current economic state. H encouraged the City Council to focus on basic services.
Les Fiechtner, 1213 Baywood Ct., expressed concern about the increase in fees for participants in baseball
leagues and the lack of policy addressing priority of use of fields, basketball courts to residents.
Doug Becker, resident of College Station, suggested ways to reduce the budget in areas of fire and police,
convention center, planning department, and other departments. He urged voter participation on convention
center.
Marie - Gabrielle Aletru, resident of College Station, expressed support for the arts in the community and
encouraged City Council to expand the contribution to the arts.
Mayor White closed the public hearing.
Mayor White announced that the City Council will consider the tax rate at its September 10, 2009 at 7:00 pm
Presentation, possible action, and discussion of a Resolution authorizing a special election t be held on
November 3, 2009 in the City of College Station for the purpose of proposing ordinance, submitted as Section
83, initiative petition, providing that camera enforcement of red light violations shall be unenforceable;
authorizing the Mayor to sign notice of election designating early voting and election day precincts; providing
a severability clause; and providing an effective date. Council member Crompton expressed concern about
the use of facilities on TAMU campus because of inconvenience and lack of accessibility.

Council member Lyles moved approval of Resolution No. 9 -1- 2009 -03 authorizing special election to be held
on November 3, 2009 in the City of College Station for the purpose City of College Station for the purpose of
proposing ordinance, submitted as Section 83, initiative petition, providing that camera enforcement of red
light violations shall be unenforceable; authorizing the Mayor to sign notice of election designating early
voting and election day precincts; providing a severability clause; and providing an effective date. Motion
seconded by Council member Stewart, which carried unanimously, 7 -0.
4. Presentation, possible action, and discussion on future agenda items: A Council Member may inquire about a
subject for which notice has not been given. A statement of specific factual information or the recitation of
existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda
for a subsequent meeting.
5. Executive Session. No executive session was held.
Consultation with Attorney {Gov't Code Section 551.0711; possible action The City Council may seek advice
from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney - client
privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or
settlement offer, which needs to be discussed with the City Council. Upon occasion the City Council may
need information from its attorney as to the status of a pending or contemplated litigation subject or settlement
offer or attorney - client privileged information. After executive session discussion, any final action or vote
taken will be in public. The following subject(s) may be discussed:
a. Application with TCEQ for permits in Westside /Highway 60 area, near Brushy Water Supply
Corporation
b. Sewer CCN permit requests for Brushy & Wellborn Services Areas
C. Water CCN permit requests for Brushy & Wellborn Services Areas
d. Bed & Banks Water Rights Discharge Permits for College Station and Bryan
e. Legal aspects of Water Well, permits and possible purchase of or lease of water well sites
f. Cliff A. Skiles, DVM & C.A. Skiles Family Partnership, Ltd. Water permit applications with the
Brazos Valley Groundwater Conservation District
g. TMPA v. PUC (College Station filed Intervention)
h. City of Bryan suit filed against College Station, Legal issues and advise on Brazos Valley Solid Waste
Management Agency contract, on proposed methane gas contract
i. Update on legal proceedings for Grimes County Landfill site and contracts for development of Grimes
County site
j. Weingarten Realty Investors v. College Station, Ron Silvia, David Ruesink, Lynn McIlhaney, and Ben
White
k. Chavers et al v. Tyrone Morrows, Michael Ikner, City of Bryan, City of College Station, et al

5. Adjourn. Hearing no objection, Mayor White adjourned the meeting at 6:34 pm.
