Call to Order 2. Hear Visitors - At this time, the Chairman will open the floor to citizens wishing to address the Board on issues not already scheduled on today's agenda. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Board and to allow adequate time for completion of the agenda items. The Board will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. Chairman Brick called the meeting to order at 3:06 AGENDA ITEM NO. 2: Hear Visitors All visitors were available to speak on Agenda Item #5. AGENDA ITEM NO. 3: Consideration of absence requests. Jean Gould — Board Member Batenhorst motioned to approve the request. The request was seconded by Board Member Ellison, passing (5 -0) AGENDA ITEM NO. 4: Consideration, discussion, and possible action to approve meeting Minutes. Board Member Lasley motioned to approve the meeting Minutes from October 7, 2013. The motion was seconded by Board Member Stiles and was approved (5 -0). AGENDA ITEM NO. 5: Public hearing, presentation, possible action and discussion regarding bike lanes on Eagle Avenue and parking. Greenways Program Manager Garza presented this item. Board Member Lasley asked for an overview of proposed and existing bike lanes in this area. Ms. Garza explained that Victoria Avenue, Graham Road, Barron Road, Longmire Drive and Eagle Avenue all contain existing bike lanes. There are proposed bike lanes on Newport Lane and Alexandria Avenue. Ms. Ellison asked if driveway expansion for the occupants on Eagle Avenue was a possibility for creating more parking area. Ms. Garza explained that driveway expansion is allowable for that area. Visitor Mr. Wofford spoke against removing bike lanes on Eagle Avenue. He stated that before bike lanes were put in on this road, the road was very congested with parked cars along the sidewalk creating traffic hazards. He also explained that many students use the bike lanes to get to and from the schools in the area and the proposed park. Chairman Brick asked how wide the existing Eagle Avenue road was. Ms. Garza explained the road is currently 36 feet across and also has 6 foot sidewalks on each side. Visitors Mr. Allen Berthold, Mr. Troy Berthold, Mr. Arseneaux, Ms. Yost and Mr. Dykes spoke in favor of removing bike lanes along Eagle Avenue citing that the bike lanes are rarely used by bicyclists and parking on the street creates more parking for both occupants and visitors. Ms. Brick asked if the alley behind the Eagle Avenue homes is a public City maintained alley. Mr. Arseneaux stated that the alley way is public and City maintained. Mr. Arseneaux proposed to the board to extend the sidewalk to eight feet on one side of the road to create a multi -use path. Mr. Hart explained that when homeowners purchased the homes they had no knowledge of proposed bike lanes along Eagle Avenue. Board Member Shafer asked when the Bicycle Master Plan was completed. Ms. Garza stated that the Plan was adopted in 2010. The board was asked by staff to provide comments that would be forwarded to the City Manager from the two staff proposed options. The third option was proposed by a citizen: 1. Keep bike lanes striped on both sides 2. Remove bike lane on one side for parking o From Victoria Avenue to 200 ft. past Night Rain Drive o Add Sharrows o Parking could be removed for other reasons in the future 3. Extend sidewalk from six to eight feet on one side of the street, creating a multi -use path. The Board was in general consensus to propose the second option of removing bike lanes and adding sharrows on the side closest to the homes in question, however, would like the HOA to begin a parking pass program for the homes to manage the number of cars parked on Eagle Avenue. AGENDA ITEM NO. 6: Presentation, possible action, and discussion regarding trail projects priorities. Ms. Garza presented the list of proposed trail projects as identified in the Bicycle, Pedestrian and Greenways Master Plan to the Board. Items 1 -4 were presented to the Board by Ms. Garza. The remainder of the listed items will be presented at a future meeting. Ms. Ellison requested discussion regarding proposed bike lanes adjacent to City parks where parking isn't available within the park for example Richard Carter Park. Mr. Batenhorst requested discussion on treatments needed at mid -block crossings and possible signalization at the intersection of Eagle Avenue and Victoria Avenue. AGENDA ITEM NO. 9: Adjourn.
