2. Hear Visitors - At this time, the Chairman will open the floor to citizens wishing to
address the Board on issues not already scheduled on today's agenda. The citizen
presentations will be limited to three minutes in order to accommodate everyone who
wishes to address the Board and to allow adequate time for completion of the agenda
items. The Board will receive the information, ask city staff to look into the matter, or

AGENDA ITEM NO. 1: Call to Order.
Chairman Brick called the meeting to order at 3:02.
AGENDA ITEM NO. 2: Hear Visitors
There were no visitors attending the meeting.
AGENDA ITEM NO. 3: Consideration, discussion, and possible action to approve
meeting Minutes.
Board Member Stiles motioned to approve the meeting Minutes from September 3, 2013. The motion was
seconded by Board Member Gould and was approved (7-0).
AGENDA ITEM NO. 4: Presentation and discussion regarding an update on the
following item(s):
• Lick Creek Greenway Trail
Greenways Program Manager Garza presented updates on this item.
Ms. Garza stated that most of the neighbors around the Spring Brook HOA requested an eight foot
sidewalk back of curb along Longmire Drive and have some trees removed and replaced.
Board Member Shafer asked about the bike lane at Barron Rd. & Highway 6. Ms. Garza explained that
there is room within the roadway to strip bike lanes which would continue along Barron Road when the
road is extended.
Board Member Brick asked about lighting in the area. Ms. Garza explained that there is no proposed
lighting. Section A and C will receive lighting from the street lights and in the middle section, possibly
where the rest areas are but would will have to ask the project manager.
AGENDA ITEM NO. 5: Presentation and discussion regarding bike lanes and parking.
Ms. Garza presented this item.
Ms. Garza stated City Council requested this item come before the Board for discussion but after further
review this item will require coordination with other departments because of other factors involved. Staff
will bring this item back to the Board for an update once staff has coordinated efforts.
AGENDA ITEM NO. 6: Presentation and discussion regarding trail project priorities.
Ms. Garza presented this item.
Ms. Garza explained that project priorities for the next fiscal year will soon be requested for review by the
Budget Office. Ms. Garza explained that the entire Advisory Board can be involved in the process of
reviewing trail priorities or a sub-committee can be formed to prepare these recommendations.
The two current high priority trail projects include the extension of the trail along 2818 to Holleman Drive
and the trail that extends from Texas Avenue to Central Park along Bee Creek.
The entire Advisory Board chose to participate in the trail project priority discussions.
Board Member Lasley requested a list of the trails be presented to the Board at the next meeting. Ms.
Garza will propose criteria to ranking the projects along with the listing at the next meeting.

and Greenways Advisory Board calendar of upcoming meetings.

Mr. Shafer requested discussion on the review of current CIP projects related to biking and walking.
Mr. Shafer requested the discussion on connectivity and its relationship to biking and walking be
addressed at a future meeting.

SUBJECT: Bike lanes and parking on Eagle Avenue
Item: Public hearing, presentation, possible action, and discussion regarding a recommendation on bike
lanes on Eagle Avenue and parking.
Background:This item is before the Board to seek comments and input on a request for the addition of
parking on Eagle Avenue in front of 10 homes near the intersection of Eagle Avenue and Victoria
Avenue. There are currently bike lanes on Eagle Avenue consistent with the Bicycle, Pedestrian, and
Greenways Master Plan.
In January 2010, as a part of the adoption of the Bicycle, Pedestrian, and Greenways Master Plan bike
lanes were proposed from SH 6 to William D. Fitch Parkway(SH 40)to create a safer biking environment,
create an improved multi-modal transportation system, and provide connections between area parks,
schools, and residential areas. Roadway conditions prior to the striping of bike lanes along the stretch in
question permitted parking on both sides of the street.
In September 2012, bike lanes on Eagle Avenue were striped. Miscommunication occurred between City
departments and the residents on Eagle Avenue did not receive a courtesy notice prior to this change.
Residents also received parking citations for parking in the bike lanes soon after installation.The tickets
received by area residents were dismissed due to the lack of advance notice and usual grace period. At
that time residents expressed their grievances including the lack of notification, safety for children
provided by parked cars as a buffer to the sidewalks, lack of parking for visitors and others servicing
their homes, and the possible inability to sell their homes in the future.
Staff apologized for the lack of notification although not required but also made residents aware that
Eagle Avenue is a public street and on-street parking could be removed at any time for safety reasons or
as deemed appropriate by the City which is part of the reason each home is required to have its own off-
street parking. In this case it is provided through a garage and driveway accessed via a rear alley. It was
also explained that the bike lanes create a safe place to travel for bicyclists on a busy road.
Staff is seeking input on two options:
1) Keep the bike lanes striped on both sides of Eagle Avenue.
2) Remove the bike lane on the side closest to the homes from Victoria Avenue to 200 feet past Night
Rain Drive as well as add sharrow markings. Sharrows guide bicyclists to the best place to ride on the
road, help bicyclists avoid car doors and remind drivers to share the road with bicyclists. Unlike bicycle
lanes,sharrows do not designate a particular part of the street for the exclusive use of bicyclists.
The Board's input/comments will be forwarded to the City Manager's office for consideration and final
determination.

SUBJECT: Trail project priorities
Item: Presentation, possible action, and discussion regarding a recommendation on trail project
priorities.
Background: This item is before the Board to review and update trail project priorities for FY15. Trail
projects are currently prioritized based on the methodology used during the creation of the Bicycle,
Pedestrian, and Greenways Master Plan. Staff is requesting the creation of a second set of criteria to be
proposed and finalized by the Board.
Staff is proposing the following criteria for assigning priorities to different trail projects:
1. Ownership—Higher priority to City owned property or existing easements
2. Immediacy of Development in the surrounding area—Higher priority to areas where residential
development will occur in the next few years
3. Others to consider include:
a. Safety
b. Connectivity to Schools and Parks
c. Regional Connectivity
Staff is also proposing identifying two trail projects based on purpose: transportation and recreation.
Once trail projects have been finalized a surface type can be discussed.
