HomeMy WebLinkAbout02-26-26-10.3 - Resolution - 02/26/2026RESOLUTION NO. 02-26-26-10.3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, AUTHORIZING CITY MANAGER'S EXPENDITURE AUTHORITY FOR MAJOR TOURISM EVENTS AS HEREIN PROVIDED. WHEREAS, the City of College Station desires to further the public purposes of stimulating the local economy and promoting and enhancing tourism in College Station; and WHEREAS, the City of College Station finds that major tourism events held in College Station attract more tourists who stimulate the local economy and that will substantially promote and enhance tourism in College Station; and WHEREAS, it is anticipated there will be major tourism events which will (a) require an expedient decision by the City to fund with Hotel Occupancy Tax ("HOT funds") in amounts over $100,000, and (b) require City funding for the events to be viable; and WHEREAS, in an effort to secure major tourism events, the City Council desires to authorize the City Manager to have increased expenditure authority as described herein and subsequently present to the City Council in a public meeting according to state law and the College Station City Charter, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: PART 1: That the City Council authorizes the City Manager to negotiate, approve and execute contracts and documents authorizing expenditure of HOT funds in the amount of $250,000 or less that are only for funding major tourism events requiring an expedient decision, subject to and contingent upon the appropriation of sufficient budgeted funds. PART 2: That City Manager may consult with the Mayor and Tourism Committee Chair before executing documents necessary for the purposes described herein. PART 3: That the term "major tourism events" as used herein will describe large tourism events which will (a) further a public purpose and stimulate the local economy, (b) drive substantial tourist visitation and result in significant increased lodging demand in College Station, (c) be held in large venues in College Station such as, but not limited to, Kyle Field, Reed Arena or E.B. Cushing Stadium, or (d) that will attract national media coverage. PART 4: That the term "expedient decision" as used herein will describe decisions as to whether to fund a major tourism event needing to be made quickly due to extenuating circumstances. PART 5: This Resolution shall take effect immediately from and after its passage. Resolution No. 02-26-26-10.3 Page 2 of 2 ADOPTED this 26h day of February, 2026.
