Brazos County Commissioner's Court 200 South Texas Avenue Bryan, Texas 77803 REGULAR MEETING 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of October 1, 2025 Policy Board Minutes -Action Required. (See attachments.) 4) Staff Report • Complete Streets Plan Request for Qualifications (RFQ) • New Traffic Counters • Major Thoroughfare Concept Update 5) Transportation Resiliency Report -In the FY 2025 Unified Planning Work Program, staff was tasked with updating our Resiliency Plan. Staff updated the document, but the Federal Highway Administration (FHWA) provided new guidance for resiliency plans which was much more in depth than the MPO's draft. After meeting with FHWA, it was determined that the Brazos County Emergency Management Plan should be adopted by reference since it meets all the new guidelines for securing grant funding. The document before the TAC, adopts the Brazos County Emergency Management Plan by reference and then covers local transportation resiliency efforts for flash flooding, which has the most impact on our transportation network. The Technical Advisory Committee has recommended to the Policy Board to accept the report as work complete. Action Required. (See attachment.) 6) Fiscal and Personnel Management Agreement -Every three to five years, the MPO and Brazos County renew their Fiscal and Personnel Agreement. Under new transparency rules, both the County Commissioner's Court and the MPO Policy Board must ratify the agreement. Nothing has changed from the last agreement and our annual fixed fee remains $2,500. Page 2 for adoption and to direct MPO staff to place the agreement on the Brazos County Commissioner's Court for ratification. Action Required. (See attachment) 7) Annual Performance and Expenditures Report (APER) -Each year, the MPO must compare their Unified Planning Work Program (UPWP) activities to the amount budgeted and then spent for those tasks. The resulting document is called the APER and compares the MPOs performance on its five tasks with the amount expended for those tasks. Except for going over the budget on the Metropolitan Transportation Plan task, the MPO was able to be good stewards of the funds allocated to them by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA). Since the MPO spent more than 125% on Task Four, the TxDOT Transportation Planning and Programming requires that staff detail corrective actions to prevent the overage in the future. The TAC has recommended that a Financial Report be added to the staff report section of the TAC agenda so they can determine if a Unified Planning Work Program amendment be processed. With that addition, the TAC has recommended the Annual Performance and Expenditure report to the Policy Board for adoption and to direct staff to forward the document to the TxDOT Transportation Planning and Programming Division, FHWA and FTA for their review and acceptance. Action Required. (See attachment.) 8) Presentation on the State Highway Six Project -Mr. Doug Marino, PE, Director Transportation Planning & Development, Texas Department of Transportation Bryan District, will provide an overview of the State Highway Six project. 9) Adjourn -There will not be a January, 2026 Policy Board meeting. The next scheduled Policy Board meeting will be held on Wednesday, February 4, 2026 at 9:30 in the Brazos County Commissioner's Courtroom.
