Doesn't look like we have any visitors tonight, so we'll move on. Informational agenda item 3.1 presentation discussion by the Director of Parks and Recreation on behalf of the board. At first not working just. And we were notified on May 22nd that we received the Recreational Trails grant, Texas Parks and Wildlife. So if you recall in January, we were notified by. In January, we were notified that we received the parks grant that we applied for, which was $750,000 to test the park. Will this Enquirer make enough this month? Recreational trails and ran smoking for taxes park the home of the West face. So the more nature trails portion and it's two $70,000. And this one is a little bit different than the first one because the state funds and not federal funds. So a little bit easier to get the money but not a lot of red tape that you will. And it's actually our sporting goods sales tax state. So every time you go there Academy and buy sporting goods. 'Cause there's a tax that goes into the grant fund for local community. So I think we were one of 24 that was the. Buildings like that. Also, I wanted to make sure y'all had the same date for the. I heard America celebration and this is our second year hosting fireworks here at pin this year. Remember, last year was on Friday, July 5th. This year it is on July 4th. We're always gonna do it Friday. So Friday, July 4th, the gates are open at 7:00. We have an infinite journey which is a journey coming and they'll be playing at 8:00 PM fireworks at 9:30. We are really excited to share about 3 different sponsors of the course. The qualitative community lines from will be working with them. Hebb is our independent sponsor, and Xfinity, which is the name Comcast and support partner sent. And I would like genealogy to check. Yes. So again spec. Our third year postdoctor that makes sense. So it's a two year process. The award will award the Games from tab, which is taken down at your Athletic Federation state line of organization that operates essentially a few Olympic sessions. So our two biggest events, we tracked swimming, track and field will be hosted at EV pushing stadium. Swimming will be at the Brian Aquatic Center. In the years past, we posted track and call shapes and high school. 1518 to 19. We posted swimming at the Natatorium Boston at the Aquatic Center. So those two videos are putting common to us. Well, ten other sports. Everything from E sports sand volleyball to pickleball to archery, tennis, judo, golf. Boxing. And opening ceremonies. We here have a little pin on Friday. I'll go to attend. We are expecting around 10,000 athletes, all those four days. Probably about 3500 W track. Another 2500 to 3000 swimming goes to the mental level. Thompson pretty excited. It is quite an event to this, requiring everything we have from us in city apart. In yours patch, we've had a pretty good partnership with the National Guard that provided a lot of volunteers for us. They are not an option anymore as times have changed in the world. They have other obligations. So we don't rely as much on volunteers. But as far as the staff wise, we would essentially shut down all venues and all programs for that entire. So the pools will be open during these four days. None of our rec center will be open. None of our programs will be going on. It's all 195 part time works at 70 full time. Staff that we have for this event. Any questions? 6/18 for attractive building, splitting and even swimming does have some adult participating. I know there's a couple of. Husband and wife that have anticipated Winter Games, which they do for January. The 3rd it's a late settings month, but we'll have all those groups pick up all in March and all the other. Events and they're like, probably like Brian hosts the Thunder Thunderbolts, and so they'll participate. Uh, and to qualify again, track to swimming, so they'll have to go to Rachel Lee for our Rachel Lee. He'll be in Waco. So if they go there, they qualify. They're not gonna stay. But yeah, like our swim team participates in the swimming, we don't run our own track program, but I know there's like College Station sprinters and a couple other with Italian. Yeah, that that participate in the participates event, a lot of activities their summer summer teams, right. So like the summer's going to be summer prep team, Yep. Normally when. Csic is not having a mass destruction, OK? Subway their foot football team that you could say is like call station probably a little bit of a fantastic post for us in the past. It's a phenomenal facility to host. It's quite far one of the most popular places to host. Within tap in everybody which there this year. Pushing will be a fantastic event for the kids. It's gonna be the Charleston. It's gonna be a closer, Charlotte, I think. Has a lot of work rules and regulations that has to have everything completed, that policies to tenants and things like that. So that'll be a bit of a change. And she is our executive director of our region, third chats. He is really, really, really. All right. We also update on our, sorry. You can't stop unit 4 to be considered for the. Fair feature for future? Absolutely. What happened to definitely be not getting on a course and its popularity throughout the state and all those things? But something could that could be considered next year. It rotates every two years and every two years we've opened that. That's breaking, yes. And so with this. We have 6 or so sports that are required. You have to host these specific events and then the other sports that we have, the choice that we have so we can have something Nice. That will that will be within our options. But yeah, it'll be here in 1819 and then it goes to far or sorry 25, and then it'll be in bar 27. So every two years we bid on it. Four years in advance. That makes sense. So this year we'll go in for the bid for twentynn and 30 and then that'll be the rating conference in November. This is the 100th. Here of the taped organization makes so. They've been doing games since the 1980s. The first games there was the betting games. I think that we're going to lose. So the project we are working on the Art Center at the Brazos County Juvenile Detention Center and then purple Turtle Art Studio, we are doing the art for life program this summer. And so we have the purple Turtle Art Studio out leading mural as a community project with. The students at skate parks and they start today. They will work over the next eight to 10 weeks, whether. To paint that a lot of the elements of the skate park, I think originally our idea was. Just for them to complete the goal now that found out that was not very conducive. So, but she'll they're gonna do a lot of elements on the line. Too much time. And then just upcoming events that we have, it is summer time and we are going full force. So this Friday night, I'm Adam. Sibling view at $7.00 a person. That's just the general admission fee to get in. So there's something during the day doing interviews to go into $7.00 a person 200. We also have our last Starline Music Series this Saturday. Saturday it is tikana nights. We have sunny Salceda and Sydney coming out. And then we have our June 10th Freedom, Bob. Next Wednesday. This year, that looks a little bit different. While we walk to the library this year, we're walking around neighborhood back to the village center and then we'll provide breakfast and we have the students there for our summer camp. They'll be participating in some different activities. Some little bit. Service or some service up? Class. Technicals, you know and. OK. So the the next update I have is wolfpin. So we are working on an internal master plan for enrollment. Both the Amphitheatre and the festival site. So I wanted to just provide y'all with a few ideas that we had a staff we tried to capture years and years of discussion and upgrades needed for the park. A lot of them were very simple. By 20% this to you all over. So we will be sending this information to City Council on June 26. And it's just an update, so they're not going to be any formal action that night. It's just not data. Let me know where we're at and so. You can see here flexible site is just right outside the door and then down at the bottom of the AMP theater. So I'll start at number one. Well, looking at picking up the other seating, so stacks the pictures on the next slide show that it's actually what that might look like. We're also looking at image shading, not shaping type of thing because we have fireworks there and other events that we're blocked based we're looking at. Doing a shade study shade company today we will. We're also looking at installing a permanent fixture of pedestals. So right now we have self-contained. Truck areas. Updating the general aesthetics of the area and I'm here to discuss site adding a splash. And then a pavilion. In addition, one of the different methods now is the idea of receiving. So it would be from the House now to not. To, but we will be looking at so the top picture on the right is that we are putting the other two. Right now we know that the Prime Minister all the time. It gives us little, very slow to really understand. So here's some ideas for Shane that is downtown Knoxville and then The Woodlands building. Again, we are looking at shade that would be $1,000,000 environment. It just might be a demo one negotiating opportunity, which may be. But we know shade is definitely is. And then just the overall aesthetics. So the bottom left is existing. That's not from Paul vendor. I thought it's just going to carry that throughout the big rocks. The top is the biggest cinette on the bottom of agnee Bart. Again, if we talk idea, adding this permanent food truck schools and notch outs, so they're not going to sit on the actual sidewalk, which is what we do right now. And then the smaller feature spot had to discount. Who's gonna get stuff that will go to the? Maybe even earlier. So rather than just being a fountain, we were looking at aesthetically, we could be saying that splash pad. So here's some ideas from across the United States, ones like Leander that way would mark. Colorado. So again, the big rocks which will not fill. This idea right now it's not being at least a lot of the covenant for adding another splash pad. And then the restrooms and the restrooms need some updates. Specifically, the one on the left of the stage. We've heard a lot of that last float in July and then? Overall signage of the brand, do you have any starting date? Like the vintage brand that used to be out there maybe. And then I also wanted to point out a project we've been working on with. Why can't Texas be bothering resource base that you and this is a project that aggravates extension, is leading. They have a grant from 2 CEQ. So this is doing the erosion along and that's one of the biggest bubbles that we have to deal with when we talk to the updated site until right now, essentially we've created no Rd. development. And become an actual well person. The side of that while they're not just solving off every time it rains. 'Cause that's what's happening. So this started last Sunday. And it's benefiting. And it's getting out of here. Project that we'll be working on. And so that's something we're already doing, but because it's a large data, I would like to just go in and engage in that. Those who bring all their sizes and. I feel like, I mean, that's not like a lot of those things that we've brought to the table. Talk about like some of the weird. Things. I knew to not afraid to be in practice is. So it's not. I think it's still too loud, but nothing that needs to be written down. Graph is fine. And so it was going to be a basic, but be mindful of their all of a sudden to put something. Down. We do have very nice. Workout groups and busy all the time. All the Frisbee and stuff to players. That's all I think of. You know something? 2342. And presentation discussion likely involve design committee. I'm actually going to ask Amy if she want to provide additional brief, and then I'm Jane was kind of going to give an update as well. Had our first meeting. Almost four and met with the design team who gave us a lot of credit there before they went through each design phase where they started and where they ended up, and then they got from us on. Design aspects that worked or didn't work, or features that we were looking for and things like that. But I think the fields they have in 400 feet and the contents of all around. 300 development around or so. There was not a session area, there was a push up area. And so I think almost everybody was in agreement that we. Question here well. And then, but overall it was really promising. That it's gonna be in good spring once. Listen. I'm very keen on some *****. What's your meeting for after? The proposition for the same would bring problems over here and put them apart both before and that was a surprise, and I think it was a surprise to all of us. See where that goes. So I guess in the follow up one that would be, do you think if that gets to come to fruition? Would that change any of the dynamics though? Proposed ball fields that you're talking about. I hope not, Kelsey. None of us talk. About how much we funded over here. But we did. We talked about. She understanding that. Was probably the smartest thing. No, I think everybody, if everybody's goal is work towards feels that everybody can use including the bonus because they do have like limited. Stuff like that. So hopefully we can all we can make sure that everybody have a chance to speak and their stuff, so that all we have everybody there like all the high schools, all of like representation from. That so everybody there and talking and that means that we've become. OK, a little bit more on that. As far as the design committee taking all of the comments that were from that meeting and from staff and to the. Exciting. And so we'd have a follow up meeting with all that's been updated that would be June 23rd. On to determine the weekly. So at that point, we'll do overall. Feedback that everybody presented to the top again. As it pertains to the Council. Discussion on the 22nd. So what was presented at Council? Is. The mayor, past city staff to work with the bombers to see if there is an agreement for the future. So there is no current agreement with Bulgarians. It was just a is this a shipped? If it is, what would it look like? Figure that out and then go back to us and present it. So that's where they're at. And with that stage. That process, I think has an overall, whether it's the committee, you know, city staff, I think both contributions, but how it should be designed. Umm, all aspects. I think we're definitely looking for facility as many people to use it. That's why we're from the priority conversation. Always go biggest deals we can. That way you can use it from six year olds. To drop ball. So everybody can do something, but yeah, everybody from softball to baseball, all age groups, book opportunities. The Council has made that announcement about Representative will also be on that design committee, so it'll be really nice to everybody in the room, have those conversations and being compromised is more disagree, agree. But at the end of the day, everybody will have input on what those field. And work we're trying to do at a local set. Remember, that's the construction manager at Risk project. So we are in kind of the construction team on board as well as the designers. So it really works out nicely that we can run through scenarios with what's the cost of this? Is it worth it? Is it not worth it in real time? Did not have to wait till it got to bid and it comes back and it's not something that's easy. So we're excited about it. What will this build? What was it? Charged to three build out for work. Correct. Yeah. Oh, if you're doing the bombers, there's gonna have to be more of it. I don't. I don't know, but that's true. I wasn't sure. I didn't get that feeling for Chris when I talked to him. Sorry, I still do that. It's but I. Think I think we have a range between like 360 and four space. We'll see what what they say when they're at. They what? They could live without. What they what our needs and what our wants, right? So hope we can. Presentation with discussion regarding the update on the underdeveloped contract property. So but asks for this to be on the agenda and I did keep the board update. I mean, last summer and but the Smith track 79 acres. It was a property acquired 1998 through bond bonding. It was Greenway's acquisition funding that was without, and the city purchased it because it's in the floodplain. It's by agree. So they made really nice. It would make a really nice park natural space. It is located off of Harvey. So 30 it is worse. Car accident when would submission? The last update we gave, we were actually on pause with any development there because Textdot is going to widen our view in the future. And so through that process, they had to acquire .85 acres of right of way of the park. Typically when they were, you know, acquired park land, there's a process that he goes through, but because the spark was not developed, they could acquire park land because it was amended. De venimous impact. So it's 1% of the property. So that resolution went to council less than 10%. That's kind of why we were waiting to determine what land they were going to require. So now we go and say the other update. Last time we talked about Parkland, dedication, money. We do have $250,000 set aside for design and construction of the trail to go through the snow track. It's the green dot in line there as the vehicle trail. The whole whole question. Now I will say the 250,000 problem people get us both designed construction, but we can start with design and see where where we can go. And so this is also an image to the top. Green is veterans park. The bottoms. The Smith track. So you can kind of see the correlation there. Do I hear a starting a motion? Then we get a discussion. Is there a motion to? Forward with the design, the $250,000 and it's not. By a motion and I have a second. I have a motion. Second, I will put for discussion. Is that so? The two 50? That's just for the sign or the likely or a big part of that. But are we only deciding for that specific tract of world? All of it. So this would just be for this specific track. That's a good question. And by that it'd be just the trail itself or the entire track. It's just the trial just for the trial. It's only for the funding and so we with this specific project, we've worked with text Doc to get from their design advance Doc so that we could make sure they the design would tie up. We wouldn't want to design something constructive and prominent and tear it out, right. But I do know that when they are designing 30 parking, they're pretty sure use paths down. Side so we could tie them to that and then there is a park on the backside. Backside of this. Reply to that. Eventually it'll be a much bigger project. And will this trail connect with other trails within the the area? Yes. What better? Trail is going to be covered trail or is it going to be about any about dirt? Natural, yeah. It's about natural surface or maybe like. I mean, I think that's to be determined. I think probably we'll just stop to go there would be like an Ava accessible concrete path and well shared use of path. But that would be to be determined to raise working with design space. That could be it could be. The ultimate plan is to keep this routine because it's a floodplain to keep it as a natural. Venue or green space? And and trails. It would probably be all its own there. 'S a lot. Where is it going to? Curious about? The crossing under. The highway. Personally, I don't ever remember terrifying, especially from the city. About there's a big study that writes about it to get home now, and we do that right. So I'm curious. How would there? Yeah. The Joseph does not. When Texaco first approached us for feedback on the wide range. Of 2020, 2030 project. Down down the line and we on our wish list was an underpass for that but. Definitely where. Like, how do we make those connections? How do we how do we connect not just because it is there to make it easier, right? Yeah, smaller rate. Whether it be next to have that connection without having to consider bidding for their other traffic lighting on this on either side. So so it's, yes, we we have it in writing. We can default to them. And we can kinda enroll by that message. But I mean it's a wish. It's a wish list, you know. Then, like some of yours got cut off from the satellite view or you're not. So there's no telling what's out there and typically we're self insured entity, which means that we assume all risks or which means we're really strict when it comes to like harmless. Is there any concept of what the the rest of utilization of that track? I would imagine like you mentioned earlier, natural space is something we go so. Yeah. And I I would assume too. I'm assuming, but once the trails open then it would be kind of folded. We would put a fence up or anything like that. Right now it's fenced off. So. Any further discussion on this item? Motion carries. 3.4% regarding an update on the fiscal year 25 late round replacement. And if you're thinking before we did the board's change over at the beginning of this year, about late last year, we've worked on the prioritization of capital funding that we received last multi year $2.5 million to update existing infrastructure agents. Structure in our park system and so the board raided all of those different projects at this playground. So we have three designs, 3 parks to show you six different designs. I wanted to show the board the different designs. Our next step is to show the public and let them vote on which one they like better. So this is Castlegate Park today. And this is the new design we have. A lot of different renderings. I tried to pick the very best one for the sake of time and you can see this. This is one of the images, so it's castle you can. Kind of see down at the bottom. So it kind of makes it castle. The second option is just a little bit darker. Very similar, but you can see on the left hand side that green slide is a lowly slide, so it's got little rolling wheels. So we're gonna let the public vote on the color and then we'd rather have the rolling spider. This one is a climber. Take a long time to get to this point. When we first when I first mentioned that I wanted the public to get a vote, uh Stephen was like, you know how long that's gonna take. We don't even know everything and I'm just. So the next one was Mary Oakes Park. So this is the existing park. This is one of our oldest playgrounds in the park system. You can see it's on the. It's this one we're really excited about. This is the new playground, so this one is just a color option. So we're different elements, but you can see the Timbers on the side. Different uh, the slot and it's just really unique to the anything else in our system. And so the other option is in order to color palette. So we're asking a lot better, right? Losing grades for their jobs. Bring me those back. Southern Oaks Park and again whenever older play structures. It's pretty standard in our color palette right now. And he said this is one of the options and this one we really went crazy because it's two completely different place brochures and two completely different color palettes. But this one has a lot of play value jam packed into it has two slides. You can see one of the slides gets under the bridge and then the on the side is like a spinner that you can get in and kids can get really busy and this. Is the second option here, so again. Completely different color palette. It's got the two slides and like a road climber in the middle. At the bottom. And we are working with pub com right now to get those boards created so we can put them out into each one of these parks. And here are those scanned media. We're gonna monitor it and hope to get it turned out for the building, but we'll continue to monitor it. We wanna leave it open for as long as we need to. It could be too late. It could be one and then next step would be to go to counseling. These programs are over $100,000 each. Are they all getting done or publishers going up with all three are getting replaced? Oh, OK. They're just making promises on it. Yes, such. Happy smile, right? Hey, there are places to go other than just. OK. From the 90s or do I have to go to the park to scan? It a question and how often do you develop the parts like so the the life expectancy in playground games 15 to 20 years? So I think Castle will be able to get you in that marriage is 24 years old. Castle Gates just over 20 years old. And then spotted above at the previous just right at like 15. But it's seen a lot of work there. It's also depends on where they are and how much play they get on. So the last transition file, they're a good investment. So was the time when we went on Saturday. You know what's off the top of my head, I know. Who that one is on the list for next year. So we also had the park park in Anderson. Anderson Parks on the list and the paper on the list for next year. And then. Whro. And then we're gonna add shade over sensible. And then University Park. I'm hoping that we can do such a good job with all the duties that in the next few years we get another channel estimate to replace the parts and I think the last time we did an investment in the playground infrastructure, very old, we weren't the last it. Was kind of like the chalk block and the funding stopped, but that was in the 2017. So we kind of replaced it with. Part of. I was part of that whole process and worked at all persons. There was some other issues that were involved with that as far as like safety bridges and stuff like that. Any of that taken care of? Or is it on the radar screen where? We are working through each of those elements because we will replace them with the replacements. All of those were getting put out to bid. So don't even get folks back to get those costs. So the last couple months we've been working on that information. We're gonna do a lot of like basketball and surfing. We're getting all of the scope put out soon to get a person to get out on the right playgrounds. What we've been focused on. What can we do to back? We started working on this like six months ago with a lot of back and forth and what we. Wanted to see. Kind of narrowing it down. Moving us back on. OK, great. Alright, 3.5. Let's take a discussion regarding an update. Once the intention on standards it sites. It's quite high. It's not much. We can workshop presentation on SIDIQUE on April the 24th. Our city engineer, Carol Potter, gave that update to council. And so I really just took her slides and kind of the outcome of what we heard, what our next steps are as parks. And so detention ponds are throughout the city, right? Some of those happen to be in parts. They are primarily for bug control and there's a difference between the types, right? With detention Pond, it's right pond and retention Pond, which is a wet pond. And essentially, most detention and retention ponds are created by the developers. Right. So through the development process, the least design standards are stacked. So that that's part of the planning develop services team and that's something they will be working on based on cost of feedback or single family homes and commercial. That's kind of their realm. Our phone is, uh, different techniques that can be used on existing detention ponds within our systems and kind of what we've heard that I'm from Council and Council's discussion was what can we do on city owned property. And so this is item five, part specific detention pond out there. It's really reading right now because we've had a lot of rain, so it looks really nice, but in August it'll be brown. And but you can see soccer. So we do realize soccer fields right now, but it's still open all the base. And then we have other gardens. I picked these two because it's also time when they were implementing the Boolean and both of these files are on that list. So I advise gardens and idleies to park for both getting trees this fall. 50 at gardens at 65 at the advice of art so we can see the plan. There's on the right hand side. That picture is from the Pool depot station plan. It kind of ordered. The original plan was to order the attention bond since the discussion and Council in April. We are working with planning develop services to determine how we can introduce in the infinite chain on not just. Working with that right now. Think that that would definitely help me find. That all that also put irrigation irrigation to the need to just leave it in small water. OK, sorry. It it would, but we're gonna try to work around those. Issues so. All 30 or so. Rather than OK, Sylvie, you can see the the white, you know, rectangle on the. Baseball is a backstop here as well, and so we're certainly working around this, but there's still plenty of space. Something like that. So Lori Brown is one of our recreation supervisors and our conservation guru is working on a design with Stephen Apartment Creations manager to make sure that it is something that both operations and conservation. What's your name? You say 11 nail, but I mean, yeah, yeah, that was acceptable. They said, well, they're gonna be careful. They might not see. Is this the plan for all of the? People that. That area, yes. So we right now these two are on the implementation for this fall and so that's why these are timely, but we will continue to look at the willingness plan and plan. In how it impacts detention costs and continue to work too much of that. But the good thing is, is we had the support from Council in that discussion because previously the districts don't have put anything in up there but impact the bottom. But based on that conversation. They they really encourage that to be creative and just help for us and be able to see those. I hope it's a good pilot. Signals. All right, so question about cooling conversation, which now is on the boundary arts on the. Tree donation. Order to buy and have. If you have a tree, you can buy a tree in. Yes, that is an area, yes. OK. Yes. In addition, we did a residential tree to give away. Last fall, so when we gave tweets of late, right? But we do have a donation filter for acceptable treatment. He stayed in when his kids out through the program, he put on the board. President American instrumental in helping everybody that's worked with him all season. In the past 40 years. And he, around 2020, he's diagnosed with cancer and. Went through lots of treatments and ended up passing away December and so as a way to honor him and make his legacy.
