Under the current regulations of the UDO, any residential lot has the ability to cover 100% of their property with impervious surfaces, as the City does not currently have any limiting regulations. Impervious surfaces are considered any materials or construction that limit the absorption of water by covering the natural land surface. The amendment is being proposed to address and combat drainage issues that present themselves with lot-by-lot redevelopment as well as to mitigate City Staff has seen and received concerns, specifically in older neighborhoods that lack modern drainage and detention practices. Additionally, newer neighborhoods with detention assume a certain amount of impervious surfacing when designing their facilities. The proposed amendment also allows for lots within these newer neighborhoods to abide by the maximum impervious coverage assumption of the designed facilities if it differs from the proposed maximum. The proposed amendment provides a maximum percentage of the lot that may be covered with impervious surfaces. These percentages vary and are implemented and assessed based on the property’s zoning district. The amendment is proposed to only apply to residential zoning districts, with the exception of Multifamily and Mixed Use zoning designations. These two zoning districts, and all commercial/ non-residential zoning districts, will continue to require detailed drainage analysis of the individual lots with the permitting processes. This item is tentatively scheduled for action by the City Council on March 12, 2020. Page 3/January 2020/www.cstx.gov Page 4/January 2020/www.cstx.gov MPO Adopts Updated Metropolitan Transportation Plan Our community continues to grow. With that growth, increases in traffic congestion and needed provision for alternative modes of travel have become top concerns among residents and community stakeholders. The Bryan/College Station Metropolitan Planning Organization (BCS MPO) is an agency that helps support College Station’s on-going capital improvement efforts to help address these issues. The BCS MPO is the regional transportation planning organization in Brazos County in which the City of College Sta- tion participates as one of its member agencies. An updated Metropolitan Transportation Plan (MTP) was adopted by the BCS MPO Policy Board in December 2019. This document plans the transportation network needed to serve Brazos County over the next 25 years and includes selected transportation projects to implement based on expected funding. While funding through the BCS MPO is not anticipated to be at levels that will meet all expected needs, many significant corridors along Texas Department of Transporta- tion (TxDOT) roadways are planned to receive improvements. The MTP identified the following roadway and bicycle/pedestrian projects in College Station which are anticipated to begin con- struction between 2020-2025:  Harvey Mitchell Parkway S (FM 2818) between Wellborn Road (FM 2154) and Raymond Stotzer Parkway (FM 60) – Widen to a six-lane arterial super street with bicycle/pedestrian facilities;  College Avenue (SH 308) from University Drive (FM 60) north to the City limits – Construct a shared use path on the east side of the roadway;  SH 6 between SH 21 and William D. Fitch Pkwy (SH 40) – Widen to a six-lane highway, improve select interchanges, add local access lanes, and provide bicycle/pedestrian facilities; and  Wellborn Road (FM 2154) between William D. Fitch Pkwy (SH 40) and Greens Prairie Road – Widen to a four-lane arterial with center median and provide bicycle/pedestrian facilities. The MTP identified the following roadway and bicycle/pedestrian projects in College Station anticipated to begin construction be- tween 2025-2030:  Wellborn Road (FM 2154)/George Bush Drive (FM 2347) intersection – Construct grade-separated intersection in- cluding with Union Pacific Railroad and provide bicycle/pedestrian facilities (pending additional funding);  Harvey Road (SH 30) between Texas Avenue S (BS-6-R) and SH 6 – Construct a shared use path on the north side of the roadway; and  Harvey Road (SH 30) between SH 6 and Booneville Road (FM 158) – Widen to a four-lane arterial with center median and provide bicycle/pedestrian facilities. Additional projects are planned beyond 2030 and will be further refined as transportation needs and funding are reevaluated in the future. Scenario planning is performance-based planning used to compare a set of op- tions (projects and policies) based on evaluation criteria such as economic vitality, transportation, utility infrastructure, housing, and quality of place. The existing and possible future performances of several small areas in the City will be the topic of scenario planning. The consideration of small areas will allow for the evaluation of localized conditions and pro- vide more relevancy to a variety of participants. Public feedback is an essential part of the planning process. Meeting details including date, time, and location will be posted online www.cstx.gov/TheNext10. Once an address has been provided to a location, it should be identified by one of the following methods. Addresses placed pursuant to this section shall be a minimum four (4) inches in height and stroke of minimum one -half (1/2) inch, composed of a durable material and of a color that provides a contrast to the background itself. The official ad- dress shall be placed a minimum of thirty-six (36) inches and a maximum of thirty (30) feet in height measured from the ground level. Buildings or structures located more than fifty (50) feet from the street curb shall have an official address at least five (5) inches in height. Durable materials used for the official address shall include, but not be limited to, wood, plastic, metal, weather resistant paint, weather resistant vinyl, or weather resistant material designed for outside use on a glass surface. For single family residences, the requirement of this section may be met by providing a minimum of two (2) inch high numbers on both sides of a U. S. mailbox located near the curb in front of the house, or a freestanding structure with numbers at least four (4) inches in height. A building complex composed of multiple structures or dwellings shall have an official suite or unit number assigned to each building, suite or tenant as well as a street address number. If there is sufficient street frontage, each building, sui te or tenant may also be assigned an official street address number. The official street address number of each structure must be prominently posted on the building so that it is visible from the nearest public street or designated fire lane. Each number designated by the Building Official, or his designee, for each individual suite or unit must be conspicuously posted on each suite or unit. Commercial buildings with side or rear access in addition to the main entrance, shall also display the business name and official address on each side or rear door with characters at least two (2) inches in height. Residential structures which pro- vide for rear vehicular access from a dedicated public alley, street or designated fire lane shall conspicuously post an offi- cial address at least two (2) inches in height so that it is visible from the public alley, street or designated fire lane. The owner or manager of a building complex, which contains an enclosed shopping mall, shall submit to the Fire Official four (4) copies of diagrams acceptable to the Fire Marshal of the entire complex, indicating the location and number of each business. When a change in a business name or location is made, the owner or manager shall so advise the Fire Mar- shal in writing of the change. When required by the Fire Code Official, address numbers shall be provided in additional approved locations to facilitate emergency response.
