a decrease when compared with two years ago, October 2007. TRACKING THE NUMBERS BICYCLE, PEDESTRIAN AND GREENWAYS MASTER PLAN UPDATE The planning process for the Bicycle, Pedestrian
and Greenways Master Plan is wrapping up and the Plan will be adopted early next year. This Plan is an element of the City of College Station Comprehensive Plan which was adopted in
May of 2009. The yearlong process has allowed the City to evaluate and improve how it will accommodate citizens who bike and walk over the next ten years as the City continues to grow
and increase in population density. The goals of the plan include improving connectivity and accessibility, increasing safety, encouraging environ-mental stewardship and increasing bicycling
and walking outdoors. The benefits in-clude creating alternate modes of transportation, opportunities for healthy living, recreation and economic development. Facilities considered for
this Plan include bike lanes, bike routes, multi-use paths, sidewalks and greenway property. Facilities that will require additional planning focus after this plan is adopted will include
in-tersections as well as grade separated crossings, road signage and the condition of existing facilities. Three community meetings, as well as other public input opportuni-ties, have
allowed citizens to be involved and provide input on the recommendations that will be included in the plan. Various components included conducting a needs assessment, determining the
physical location of additional facilities and how to manage the system. The Master Plan also proposes how to implement all the recom-mendations identified by proposing methods such
as creating new policies, identify-ing funding opportunities, conducting feasibility studies, creating performance meas-ures and setting priorities. Within the next few weeks the Master

Page 2 /October 2009 /www.cstx.gov CENTRAL COLLEGE STATION NEIGHBORHOOD PLAN UPDATE Planning and Development Services is continuing its work on the Central College Station Neighborhood
Plan this month. Staff has been working since August to gather preliminary data, set up stakeholder teams, and document existing conditions within the area. Currently, the project is
in Phase 2 of the process which is fo-cused on getting the word out to citizens about the plan, getting initial feedback about priorities and plan-ning considerations, and the creation
of an existing conditions report. On September 29th, a plan Kick-off Meeting was held at Southwood Valley Elementary to educate the resi-dents of the planning area about the process,
and provide an opportunity to meet with various City staff and departments to find out more about various planning considerations and city services that may be in-cluded in the plan.
The meeting was attended by approximately 70 people who were able to provide valu-able help in documenting the wide variety of planning needs in the neighborhood. On October 22nd a second
neighborhood stakeholder meeting was held at Peace Lutheran Church for the purposes of identifying issues and opportunities within the planning area. Stakeholders were asked to brain-storm
and discuss ideas focused around four topics: Community Character, Sustainability, Mobility, and Neighborhood Integrity. A list of issues and opportunities were created from these brainstorming
sessions and were then voted on for prioritization. Items that were identified as high priority by the stakeholders included: improving walkability and biking around schools, improving
sustainability (through water conservation, the promotion of recycling and native lawns), and the redevelopment of older duplex areas. In addition, there were several items that the
stakeholders desired to retain in the area, including the overall walkable charac-ter of the area, the family atmosphere and neighborhood policing. Staff will be working with the Neighborhood
Resource Team this winter to identify any additional goals for the plan and begin drafting the plan. Interested individuals can stay up to date on any information through this newsletter

www.cstx.gov /October 2009 /Page 3 PLANNER ON CALL FREQUENTLY ASKED QUESTION The Planner on Call system helps over 1,800 people a year that call, e-mail, or come into the Planning and
Development Services office with questions related to planning and development. This section highlights one of the more common questions. If you have questions for the Planner on Call,
please contact us at 979-764-3020 or via e-mail at POC@cstx.gov. Q: We want to hold a Bar-B-Q fundraiser event at our sorority house. Do we need a permit for this? A. The first question
that we would ask you is whether the event is open to the general public, held outside, and if there is expected to be more than 250 people attending this event. If the an-swer is yes,
a Special Event Permit is required. A special event permit application may be found at www.cstx.gov. There are several things that need to be turned in with this application so that
it may be processed fully. The first of which is a site plan that shows the location of things such as tents, vendors, signage, restrooms, fire extinguishers, and trash receptacles.
Build-ing plans may also be required if there is to be anything constructed for the event. A Special Event also requires an insurance policy and permit bond, both may be acquired from
a local insurance agency. The permit application must then be reviewed by the Planning, Sanitation, Police, Electric, Fire, Building, Facilities Maintenance, and Streets & Drainage Departments.
Af-ter each department has approved the application, the Building Official may then issue the per-mit. Due to this process, it is advisable to submit your permit application well in
advance of the event, but no less than 10 business days prior to the event. For more information regarding a Special Event, you may also reference Chapter 4, Section 4 of the City of
College Station’s Code of Ordinances.
Page 4 /October 2009 /www.cstx.gov LARGE DEVELOPMENT PROJECTS UNDERWAY Despite the economic downturn, some large development projects are underway in College Station. Over the summer,
permits were issued for the expansion of the existing Wal-Mart store. The plans expand the store and garden center from about 138,000 square feet to almost 210,000 square feet. Wal-Mart
has also pur-chased the adjacent property and former Albertsons building. About 25,000 square feet of the front of that building will be available for other commercial tenants while
Wal-Mart will utilize the rear portion for inven-tory storage. Completion is expected in mid-2010. A site plan has also been approved for Lowe’s on the northeast corner of State Highway
6 and William D. Fitch Parkway adjacent to the St. Joseph medical facilities. The store and associated outdoor garden center total over 158,000 square feet and is anticipated to be completed
in early summer of 2010. As part of the development, Lakeway Drive will be extended to the north and commercial outparcels will be available along State Highway 6 and William D. Fitch
Parkway. These projects represent some of the first approved under the City’s Non-Residential Architecture Standards that were originally adopted in 2004 for projects larger than 150,000
square feet.
