Page 2 /September 2009 /www.cstx.gov TRANSPORTATION UPDATE As part of the implementation of the Comprehensive Plan, more specifically the transportation portion of the plan, funding sources must be identified. The transportation needs within the City are great and the funding for those needs is limited. With that said, finding alternative funding sources, other than funding through capital improvement bonds or through TxDOT funded projects, is imperative. The Transportation Division of Planning and Development Services is in the process of exploring alternative funding sources, grant money, to fund projects within the City. Because of the condition of the national economy, competition for these grants will be fierce. The City is seeking Federal funding assistance, $41 million (total project cost) for the George Bush Drive and Wellborn Road/UPPR Interchange Project under the Transportation Investment Generating Economic Recov-ery (TIGER) Discretionary Grant program. The application can be found on the City’s City’s website link http://www.cstx.gov/Index.aspx?page=2967. The Transportation Division of Planning and Development Services on behalf of the City will also be submit-ting applications for Safe Routes to School grant funding. These funds, if awarded, can be used for safety, bike, and pedestrian improvement projects for routes to elementary, intermediate and middle schools within the College Station Independent School District. Hopefully, by applying for these grants, alternative funding sources will be used to supplement the City’s Capital Improvement funding budget. www.cstx.gov /September 2009 /Page 3 PENDING CODE ADOPTIONS The City of College Station Building Department is currently reviewing the 2009 International Codes and the 2008 National Electrical Code (NEC) for adoption. The family of I-Codes consist of the following: International Building Code International Residential Code International Fire Code International Mechanical Code International Plumbing Code International Fuel Gas Code International Energy Conservation Code International Property Maintenance Code The Building Department will present each code to the Construction Board for their consideration before the codes are adopted by City Council. The current schedule calls for the new codes to go into effect on January 1, 2010. If you have any questions about the pending code adoptions please contact the Building Department at 764-3570. Page 4 /September 2009 /www.cstx.gov PARKING REGULATIONS The City of College Station Community Enhancement Division enforces many different codes such as Health and Sanita-tion, Property Maintenance, Public Nuisance and Parking Regulations. Parking regulations for neighborhoods can be found in Chapter 10: Traffic Code of the City’s Code of Ordinances. Traffic Codes are an important part of maintain-ing neighborhood integrity. Parking violations can compromise the safety and security of the community. Ensuring proper enforcement in our neighborhoods not only upholds the citizen’s expectation of basic safety and security, but also gives them the peace of mind that their neighborhood will be a little more orderly. Some examples of the most common Traffic Code violations are: parking less than 30 feet from a stop sign; parking more than 18 inches from the curb; and parking less 15 feet from a fire hydrant. Compliance with these laws, not only prompts general order for the neighborhood, but allows emergency response vehicles, such as fire trucks, to have access to the neighborhood and respond promptly to an emergency. Another common parking violation in College Station is Parking in the Yard. Parking in the yard is strictly prohibited. Most neighbors view parking in the yard as a detriment to the neighborhood. Code Enforcement Officers are committed to serving the community through the enforcement of all City codes and regu-lations, as well as educating our citizens about these issues. Parking legally helps to ensure everyone’s safety. To report parking violations during regular business hours, please contact Community Enhancement at 764-6363. To report parking violations after 5pm and on weekends, please contact the Police Department at 764-3600. PLANNER ON CALL FREQUENTLY ASKED QUESTION The Planner on Call system helps over 1,800 people a year that call, e-mail, or come into the Planning and Development Services office with questions related to planning and development. This section highlights one of the more common questions. If you have questions for the Planner on Call, please contact us at 979-764-3020 or via e-mail at POC@cstx.gov. Q: I want to add an outdoor patio/sitting area to my restaurant. Do I need to submit something to the City of College Station for review? A: First thing, you need to make sure that your restaurant is a conforming use. Most likely, you should be in a C-1 General Commercial or C-3 Light Commercial zoning district. If the zoning district is appropriate, you will need to submit a site plan to the Planning and Development Ser-vices Department. It is also possible that you may be able to revise an existing site plan. The site plan should show where the patio is going to be located, as well as the additional parking required for that area. Patios and sitting areas must be calculated as part of the overall build-ing square footage for the purpose of parking requirements. Parking calculations can be found in Section 7.2 of the Unified Development Ordinance (UDO). Please contact a planner if you have any questions on how to apply this information and begin the application process. Unless the site already has parking in excess of what is required by the UDO, it is likely that addi-tional parking will be needed to accommodate the expanded use. If the patio area will be covered, a Non-Residential Architectural Standards application must be submitted along with elevations of the building façade being altered. The elevations will be reviewed for standards found in Section 7.9 of the UDO. In addition, building plans will be re-quired for any structure being proposed. All applications may be found at www.cstx.gov. If your restaurant is in Wolf Pen Creek or Northgate, additional standards may apply as described in Section 5.6 of the UDO.
