Hear Citizens . At this time, the Chairman will open the floor to citizens wishing to address the Commission on planning and zoning issues not already scheduled on tonight's agenda. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agenda items. The Commission will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. (A recording is made of the meeting; please give your name and address for the record.) 2. Public Comme nt for the Record . At this time, the Chairman will open the floor to citizens wishing to address the Commission on consent and regular agenda items that are not scheduled for a public hearing. This does not include items where hearings have been previous ly held. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agenda items. The Commission will receive the information and it wi ll be added to the public record. (A recording is made of the meeting; please give your name and address for the record.) All matters listed under Item 3, Consent Agenda, are considered to be routine by the Planning and Zoning Commission and will be enac ted by one motion. These items include preliminary and final plats, where staff has found compliance with all minimum subdivision regulations. All items approved by Consent are approved with any and all staff recommendations. There will not be separate discussion of these items. If any Commissioner desires to discuss an item on the Consent Agenda it will be moved to the Regular Agenda for further consideration. 3. Consent Agenda . 3.1 Consideration, discussion and possible action on the Minutes for the Workshop Meeting held on February 6, 2003. 3.2 Consideration, discussion and possible action on the Minutes for the Regular Meeting held on February 6, 2003. 3.3. Consideration, discussion and possible action on the Minutes for the Workshop Meeting held on February 20, 2003. This building is wheelchair accessible. Handicapped parking spaces are available. (02 - 242) 3.6 Consideration, discussion and possible action on a Preliminary Plat for Bearden Addition consisting of 2, 1 - acre lots located at North Dowling Road and Hope's Creek Road in the City's ETJ. (03 - 37) Regular Agenda . 4. Consideration, discussion and possible action of request(s) for absence from meetings. 5. Consideration, discussion, and possible action on items removed from the Consen t Agenda by Commission action. 6. Consideration, discussion and possible action on a ratification of a Sign/Façade change for Body Science located at 1935 Texas Avenue in the Wolf Pen Creek Development Corridor. (03 - 43) 7. Consideration, discussion and possible action on a Master Preliminary Plat for Stonebrook Subdivision consisting of 45 lots and two reserve tracts on 17.327 acres located at the intersection of Old Rock Prairie Road and Rock Prairie Road. This item was tabled at the February 20, 2003 Planning and Zoning Commission meeting pending review of an Oil and Gas Well Environmental Impact Assessment Report. (03 - 18) 8. Consideration, discussion and possible action on a Master Development Plan for Estates at Spring Creek located at 2327 Barron Road. (03 - 20) 9. Public hearing, discussion, and possible action on a Final Replat for the Richards Subdivision Lots 8 and 9 located at 123, 125, and 127 Richards Street and consideration, discussion and possible action on a request for a Variance to Se ction 18 of the Subdivision Ordinance. (03 - 16) 10. Consideration, discussion and possible action on a Preliminary Plat for the Pebble Creek Subdivision Phase 9 - B consisting of 60 residential lots on 36 acres located at 1299 Royal Adelade. (03 - 13) 11. C onsideration, discussion and possible action on a Master Development Plan for Crescent Pointe consisting of 192.64 acres and located between FM 60 and SH 30 across from Linda Lane. (03 - 44) 12. Discussion of future agenda items. 13. Adjourn. Consulta tion with Attorney {Gov't Code Section 551.071} ; possible action. The Planning and Zoning Commission may seek advice from its attorney regarding a pending and contemplated litigation subject or attorney - client privileged information. After executive ses sion discussion, any final action or vote taken will be in public. If litigation or attorney - client privileged information issues arise as to the posted subject matter of this Planning and Zoning Commission meeting, an executive session will be held.
