Hear Citizens 1. . At this time, the Chairman will open the floor to citizens wishing to address the Commission o n planning and zoning issues not already scheduled on tonight's agenda. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agend a items. The Commission will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. (A recording is made of the meeting; please give your name and address for the record.) Public Comm ent for the Record 2. . At this time, the Chairman will open the floor to citizens wishing to address the Commission on consent and regular agenda items that are not scheduled for a public hearing. This does not include items where hearings have been previou sly held. The citizen presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agenda items. The Commission will receive the information and it w ill be added to the public record. (A recording is made of the meeting; please give your name and address for the record.) Public Comment on the Unified Development Ordinance (UDO). 3. At this time, the Chairman will open the floor to citizens wishing to a ddress the Commission on the recently adopted Unified Development Ordinance. The citizen comments will be limited to three minutes in order to accommodate everyone who wishes to address the Commission and to allow adequate time for completion of the agend a items. The Commission will receive the information and it will be added to the public record. (A recording is made of the meeting; please give your name and address for the record.) All matters listed under Item 4, Consent Agenda, are considered to be routine by the Planning and Zoning Commission and will be enacted by one motion. These items include preliminary and final plats, where staff has found compliance with all minimum subdivision regulations. All items approved by Consent are approved with any and all staff recommendations. There will not be separate discussion of these items. If any Commissioner desires to discuss an item on the Consent Agenda it will be moved to the Regular Agenda for further consideration. Consent Agenda 4. . 4.1 Consi deration, discussion, and possible action on the Minutes from the July 17, 2003 Regular Meeting. This building is wheelchair accessible. Handicapped parking spaces are available. Any request for sign interpretive service must be made 48 hours before th e meeting. Agendas posted on Internet Website http://devservices.ci.college - station.tx.us and Cable Access Channel 19. 4.2 Consideration, discussion, and possible action on a Final Plat for Shenandoah, Phase 9, consisting of 60 lots on 14.8 acres, generally located at the south end of Decatur Drive. (03 - 160) 4.3 Consideration, discussion, and possible action on a Final Plat for the Westfield Addition, Phase 3 - B, consisting of 4 lots on 0.63 acres, generally located at Meadow View Drive and Graham Road. (03 - 165) Regular Agenda . 5. Consideration, discussion and possible action on request(s) for absence from meetings. 6. Consideration, discussion, and possible action on items removed from t he Consent Agenda by Commission action. 7. Public hearing, discussion and possible action on a Variance Request and Replat for Deer Park Subdivision, Lots 20A and 20B, consisting of 3 lots on 10.01 acres. The property has frontage on Deer Park Road, west of its intersection with State Highway 6, in the City's ETJ. (03 - 143) 8. Public hearing, discussion, and possible action on a Rezoning for Greensworld Phase III, generally located near the southeast corner of University Drive and the Earl Rudder Freeway , from C - 2 Commercial Industrial and R - 1 Single Family Residential to C - 1 General Commercial and A - O Agricultural Open. (03 - 168) 9. Public hearing, discussion, and possible action on an Amendment to the UDO regarding the City’s Driveway Access Location a nd Design Policy. (03 - 172) 10. Public hearing, discussion, and possible action on Land Use Assumptions and Capital Improvements Plan relating to possible adoption of Impact Fees for the Steeplechase/Wellborn Road Sanitary Sewer Impact Fee Area. (03 - 02) 11. Discussion and possible action on future agenda items – A Planning and Zoning Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. 12. Adjourn. Consultation with Attorney {Gov't Code Section 551.071} ; possible action. Deleted: ¶ ¶ ¶ The Planning and Zoning Commission may seek advice fr om its attorney regarding a pending and contemplated litigation subject or attorney - client privileged information. After executive session discussion, any final action or vote taken will be in public. If litigation or attorney - client privileged informati on issues arise as to the posted subject matter of this Planning and Zoning Commission meeting, an executive session will be held.
