Called City Council Meeting
April 21, 1975
5:00 P.M.
MEMBERS PRESENT: Mayor O. M. Holt; Councilmen Bob Bell, Jim Gardner, Jim
Dozier, Gary Halter, Larry Bravenec, Homer Adams; City
Manager North Bardell.
MEMBERS ABSENT: None.
GUESTS PRESENT: See Guest Register.
Agenda Item No. 1-- Consideration of a resolution concerning the Millican Dam.
Councilman Bravenec introduced resolutions for council consideration.
The following persons spoke against supporting the project.
Cornelius Van Bavel, Bryan, Texas; Environmental Action Council
A1 Folweiler, College Station
Don Steinbach, College Station
Herman Hartley, College Station
Christopher Mathewson, College Station
Susan Mellor, College Station
Frank Thurmond of Bryan, representing the Brazos River Authority, spoke in favor
of the proposal.
Councilman Halter moved that the City Council adopt a resolution neither supporting
nor opposing the proposed Reservoir construction. The motion was seconded by
Councilman Bell and adopted by the following vote:
FOR---Dozier, Bell, Halter, Bravenec
AGAINST---Adams, Gardner, Holt
RESOLUTION
THE STATE OF TEXAS
COUNTY OF BRAZOS
WHEREAS, the City of College Station is located in Brazos County in the State
of Texas and in the watershed of the Brazos River of which the Navasota River is a
major tributary; and
WHEREAS, the City of College Station is the seat of the Texas A&M University
System; and
WHEREAS, Congress is now considering appropriations for the continued planning
and design of the Millican Reservoir on the Navasota River by the Corps of Engineers;
THEREFORE BE IT RESOLVED BY THE CITY OF COLLEGE STATION, TEXAS:
THAT the City of College Station, acting by authority of the majdrit, y vote
of its duly elected officials, and in the best interests of a large majority of the
people of this City, goes on record as neither favoring nor opposing appropriations

for the continued planning and design of the Millican Reservoir by the
Corps of Engineers, and goes on record as favoring Congressional re-evaluation
of the project before any steps are taken which as a practical matter will
commit the United States to complete the reservoir and as favoring an opportunity
for the citizens and government of. the City of College Station to study the
matter and to give Congress the benefit of their views during its re-evaluation;
and
FURTHER, be it resolved that copies of this resolution be sent to the
Honorable Lloyd M. Bentsen, Senator, the Honorable John Tower, Senator, and
the Honorable Olin E. Teague, Congressman, and to the appropriate committees
of the House and Senate of the United States.
ADOPTED this the 21st day of April, 1975.

Councilman Bravenec moved that the City Council send Councilman Jim Dozier to
Washington D.C. to find out the status of the Millican Reservoir. The motion
was seconded by Councilman Bell. Councilman Dozier asked that his name be
removed from the motion. Councilman Bravenec amended his motion to send a
representative to Washington D.C. to find out the status of the Millican
Reservoir. The amended motion was seconded by Councilman Bell. The motion
failed.
Agenda Item N~o. 2 -- Adjourn. Councilman Dozier moved that the meeting be
adjourned. The motion was seconded by Councilman Bell and unanimously approved.
