See Guest Register The meeting was called to order at 7-00 P.M. by the Mayor and on motion by Councilman Radeleff, seconded by Councilman Bonnen, the minutes of the February 28, 1972 meeting were unanimously approved. Dr. Don Clark, of 1014 Dominik Drive, presented a petition to the Mayor and the City Council. The petition is as follows. Repair and Improvement of Streets in Carter's Grove Addition Honorable Mayor and Councilmen: For some time we, as citizens of this area of College Station, have become in- creasingly concerned about the declining quality of our neighborhood streets. Over the past two years these streets have undergone considerable deterioration, but more severely during the recent months. Our understanding is that these streets were built without benefit of reinforcement, and that this has proven to be an engineering mistake. We do not presume to know how engineering and construction errors occur, but we are all now affected by the subsequent street deterioration. In an area with 25-year mortgages, we are now attempting to live with streets built to last no more than a very few years, a fact that prospective owners could not, in general, have known. Minutes City Council Meeting March 27, 1972 Page 2 In view of the urgency of this condition in our neighborhoods, we request and petition the city government to initiate a comprehensive and permanent solution towards repair or restructuring of these streets. Respectfully submitted by the undersigned citizens. Date Nam~ 3dcl . ;sd .......... There were approximately sixty-seven (67) signatures on the above petition. Dr. Clark informed the Council that these streets were constructed approximately seven to eight years ago without steel reinforcement, and shortly thereafter, began to crack. More recently, vertical and horizontal separation and crumbling has occurred, and the rate of destruction is increasing. A realistic consideration should suggest that very shortly there will be a situation where the streets are dangerous and impractical, if not impassable. City Manager Ran Boswell recommended that the City take a portion of the streets and replace some of the concrete and make an overlay test in order to determine what possibly can be done in order to remedy the situation. Mayor Hervey requested the City Manager to employ a consulting engineer to suggest possible solutions to the problem. Councilman Dale moved that the City Engineers proceed to make a test of a portion of the streets in this area. The motion, seconded by Councilman Brison, was unanimously passed and approved. Mayor Hervey pointed out that the engineers could not do this type of testing until the weather gets rather warm. The Council set Wednesday, April 5, 1972, 5:00 P.M. as the date for the special meeting to canvass the returns of the Municipal Election and the Charter Amendments Election. On motion by Councilman Brison, seconded by Councilman Bonnen, Ordinance No. 806, an ordinance providing for a public hearing on the question of rezoning a 0.963 acre tract of land located in the Crawford Burnett League from District No. 4, First Business District to District No. 3, Apartment House District, and Ordinance No. 807, an ordinance providing for a public hearing on the question of rezoning a 0.829 acre tract of land located in the Crawford Burnett League from District No. 3, Apartment House District to District No. 4, First Business District, were unanimously passed and approved. On motion by Councilman Bonnen, seconded by Councilman Lindsay, Ordinance No. 808, an ordinance providing for a public hearing on the question of rezoning a 5.00 acre tract of land located in the Richard Carter League from District No. 1, First Dwelling House Minutes City Council Meeting March 27, 1972 Page 3 District to District No. 4, First Business District, was unanimously passed and approved. On motion by Councilman Radeleff, seconded by Councilman Bonnen, Ordinance No. 809, an ordinance regulating temporary speed zones on State Highway 30 in construction areas, was unanimously passed and approved. On motion by Councilman Dale, seconded by Councilman Bonnen, the Council authorized the Consulting Engineer to advertise for bids on the Waste Water Plant and Water System Improvements under the EDA Project, on March 29, 1972 and open bids at 2-00 o'clock P.M. on April 27, 1972. On motion by Councilman Brison, seconded by Councilman Dale, the Council unanimously authorized the purchase of a tract of land adjoining the present facility to be used for the construction of the new Waste Water Plant, at a cost of $11,260.00. Mayor Hervey presented a letter he had received from Mr. Jack Williams, of San Marcos, Texas. Enclosed with the letter was a copy of a resolution recognizing Mr. Charles H. Alvord. Mr. Williams stated he hoped that the City would find an appropriate way to honor Mr. Alvord. The resolution is as follows: ********************************************************************************** RESOLUTION of the Board of Directors The Texas Agricultural and Mechanical College System WHEREAS, it has come to the attention of the Board of Directors of the Texas Agricultural and Mechanical College System that Mr. Charles H. Alvord, who served the System with distinction in its early years of work in Texas, died at his home in Alexandria, Virginia on February 20, 1955, and WHEREAS, Mr. Alvord served the Agricultural and Mechnical College of Texas as assistant professor and later professor of agriculture from 1899 to 1911, and became the school's first Dean of the Department of Agriculture in 1911, and WHEREAS, Mr. Alvord also served as Director of Texas Agricultural Extension Service from 1925 to 1927, and later enjoyed a long and distinguished career of service with the United States Department of Agriculture, and WHEREAS, in the pioneering years of the Agricultural and Mechnical College of Texas and the Texas Agricultural Extension Service, his wise counsel and able administration contributed greatly to the growth of these parts of the System, now therefore be it RESOLVED, by the Board of Directors of the Texas Agricultural and Mechnical College System, in regular session at College Station, on February 26, 1955, that this Board records its gratitude for the years of service to the System by Mr. Alvord, and be it further 01 71 Minutes City Council Meeting March 27, 1972 Page 4 RESOLVED, that the members of this Board express to Mrs. Jack Williams, of San Marcos, Texas, and to other members of his family, their deep sympathy at the un- timely passing of Mr. Charles H. Alvord, and be it further RESOLVED, that this resolution be spread on the minutes and a copy signed by the president of the Board of Directors be sent to Mrs. Jack Williams as a permanent re- minder of the appreciation of the System for the service of Mr. Charles H. Alvord, and the esteem in which he is held by this Board. Approved the 26th day of February, 1955. S/W. T. Doherty, President Board of Directors ******************************************************************************** Mayor Hervey also informed the Council that he had received a letter from Dr. John Holbrook, Director of the Central Brazos Valley Mental Health Center, Inc., inviting the City Council to visit their new facilities. Dr. Holbrook stated the Council were in- vited from 6:00 P.M. to 7:00 P.M. on Thursday, March 30, 1972 or Thursday, April 6, 1972. It was agreed that the City Council wouldvisit the Health Center on Thursday, March 30, 1972, at 6:00 P.M. Councilman Brison inquired if there had been any action on the Fire Agreement between the City of College Station and the County of Brazos concerning fire protection outside the city limits. City Manager Ran Boswell stated that a copy of the agreement was being mailed to the County Judge~s Office. Mayor Hervey pointed out that the pictures of the former mayors still were not on the wall of the Councilroom. City Manager Ran Boswell stated that there had been some problem in matching the frame but they were working on it.
