NOTICE OF PUBLIC MEETING
Notice is hereby given to all interested members of the public that the Board of Directors
of the above captioned District will hold a regular public meeting at 4121 State Hwy 6 South,
College Station, Brazos County, Texas 77845, said address being a meeting place of the District.
The meeting will be held on Thursday, April 10, 2025, at 2:00 p.m. The City Council of College
Station, Texas may or may not attend the Public Meeting. The Board shall consider and discuss
the following matters and take any action appropriate with respect to such matters:
1. Public comments;
2. Review and approve minutes of the February 13, 2025, Board of Directors meeting;
Engagement of auditor to audit the District's financial statements and prepare the
District's audit report for fiscal year ending May 31, 2025;
4. Bookkeeper's Report, including authorizing the payment of invoices presented;
5. Adoption of operating budget for fiscal year ending May 31, 2026, and authorize
submittal to City of College Station, Texas (the "City") for review and comment;
6. Approval of Unclaimed Property Report(s) as of March 1, 2025 and authorize
bookkeeper and tax assessor -collector to file Report(s) with State Comptroller prior
to July 1, 2025;
7. Review Annual Maintenance for Arbitrage Analysis Report originally dated
February 3, 2024, prepared by Municipal Risk Management Group, LLC; consider
engagement of Arbitrage Compliance Specialists, Inc. to prepare arbitrage reports
in connection with each of the District's bond issues; authorize the acceptance of
Texas Ethics Commission ("TEC") Form 1295, as applicable in connection
therewith; authorize any action necessary in connection therewith;
Tax Assessor/Collector's Report, including status of supplemental roll from Brazos
Central Appraisal District;
9. Adoption of Resolution Authorizing an Additional Penalty on Delinquent Real
Property Taxes and authorize the delinquent tax attorney to pursue the collection of
delinquent real property taxes beginning July 1, 2025, including the filing of
lawsuits, as necessary;
10. Engineering Report, including:
a. Authorizing the design and/or advertisement for bids for construction of
facilities within the District, approving of related storm water plans,
including:
i. Status of design of Midtown City Center, Phases 406A and 40613;
b. Authorizing the award of or concurrence in award of contracts for the
construction of facilities within the District, authorizing acceptance of TEC
Form 1295, and approval of any storm water permits, including:
i. Midtown Reserve Subdivision Phase 114;
C. Status of construction of facilities to serve land within the District, including
the approval of any pay estimates and/or change orders and authorize
acceptance of TEC Form 1295, including:
i. Midtown Reserve Subdivision Phase 113 (Greens Prairie Investors,
Ltd.);
d. Acceptance of site and/or easement conveyances for facilities constructed
or to be constructed for the District, and acceptance of facilities for
operation and maintenance purposes, including:
i. Approval of and acceptance of Quitclaim Deed from the City for
0.103 acre tract and approval of Quitclaim Deed to College Station
Town Center, Inc. in connection therewith;
e. Status of acceptance by the City of streets for maintenance;
11. Developer's Report;
12. Authorize request to the City for re -appointment of directors to the Board of
Directors of the District;
13. Attorney's Report;
14. Matters for possible placement on future agendas.
