HomeMy WebLinkAbout06/29/1949 - Special Minutes - City CouncilNOTICE OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL AND THE CITY ATTORNEY OF THE CITY OF COLLEGE STATION, TEXAS NOTICE IS HEREBY GIVEN that a special meeting of the City Council of the City of College Station will be held on the 29th day of June, 1949 at the City Hall in said city at 8:00 a. m. for the purpose of passing on matters as follows: 1. Admitting new territory into the city. 2. Amending Ordinance No. 86 by providing that fees., rates and chariges for water and sewer service for premises outside the city limits shall be in an amount twd.ce those charged for premises within the city limits. 3. Adopting the provisions of the State Plumbing License Law. 4• Requiring licenses for keeping livestock and poultry within the city. 5. Ordering a special election to fill a vacancy on the city council. 6. Providing for publication of ordinances with penalty by title and summary only. 7. Amending Zoning Ordinance No. 38 to provide a penalty for its violation. 8. Employing an accountant to make an annual audit. Dated this 20th day of June, 1949. Ts. Joe H. Sorrels was a visitor at this meeting and re -submitted the application of certain residents of the areas east of College Hills to be annexed to the City. Councilman Halpin made a motion that the City re-employ City F;ianager Raymond L. Rogers for another year, beginning July 1, 191Y9 at an annual salary of 01,500. The motion was seconded by Councilman Orr and the Council vote was unanimous in favor of the motion. Councilman Halpin made a motion that Ordinance # 127, an ordinance receiving certain described territory adjoining Vie limits of the city into and incorporating the same as a part of the City of Collegs Station, Txas, be adopted. This motion was seconded by Councilman Badgett and the Council vote was unanimous in favor of the motion. The Copcil authorized a statement of policy to accompanyQrdinance // 127, in which the Council reiterates its previously stated policy to not buy the utility lines when a piece of adjoinin; property is being incorporated within the City. Councilman Orr made a motion `,that Ordinance hi;` 128, an ordinance providing for publication of ordinances with penalties by title and summary in lieu of public%tion in full, be adopted. This motion was seconded by Councilman Iialpin and the Council vote was unanimous iii favor of the motion. Councilman Badgett made a motion that Ordinance ;r 129, an ordinance amending Ordinance ,41 38 relating to zoning, passed and approved January 22, 1940, bF adding a new section thereto to be designated as Section 30, pro'didi.ng a penalty for the violation of said ordinance, be adopted. This motion was seconded by Councilman Orr and the Council vote was unanimous in favor of the motion. Council Orr made a motion that Ordinance i'l 1302 an ordinance amending Ordinance 86 relating to public utility rates, charges and fees, passed and approved December 13, 1945, by adding thereto new sections providing that the rates and charges in said ordinance shall be applicable only when premises in t-hich public utilities services are furnished are situated within the corporate limits, providing that the rates, charges and fees for water and sewer services furnished on premises situated outside the corporate limits of the city shall be twice in amount of those otherwise provided in said ordinance; and providing that amendment shall become effective on July 1, 1949, be adopted. This motion was seconded by Councilman Bedgett and the Council tote was unanimous in favor of the motion. Councilman Badgett made a motion that Ordinance -' +� 131, an ordinance making the provisions of the State Plumbing License Law of 1947 applicable within the city, be adopted. 0025 page 2 This motion was seconded by Councilman Black and the Council vote was unanimous in favor of the motion. Councilman Halpin made a motion that Ordinance i/ 132, an ordinance calling for a special election to be held July 12, 1949, to elect a sucessor to Councilman Ewing E. Brown, resigned, from i'lard 3 and appointing R. L. Brown and 44-8. as judges for the election, be adopted. As%-W•A• J.LVJi This motion was seconded by Councilman Badgett,and the Council vote was unanimous in favor of the motion. Councilman Badoett made a motion that Ordinance fi 133, an ordinance repealing Ordinance 7# 120, passed and approved June 16, 19/i.81 be adopted. This motion was seconded by Councilman Orr and the Council vote was unanimous in favor of the motion. Council Halpin -.made a motion that i;Iayor Langford and City T;'tanager Rogers arrange with 11r. N. D. Thirst for making an audit of the City's books for the year ending June 30, 1949. This motion was seconded by Councilman fines and the Council vote was unanimous in favor of the motion. Councilman Badgett made a motion that Ordinance ;' 134, an ordinance making it unlawful to keep livestock or poultry within the city limits without a license; providing; regulations for keeping livestock and poultry; prescribing procedures for granting and revoking licenses; providing for inspections; prescribing penalties; providing separability of sections; and declaring an emergency, be adopted.
