Terran Sanchez, Lone Star Gas Kim Johnson, Assistant Zoning Official Jane Kee, Zoning Official Harry Davis, Fire Marshal Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - Revision of Parking Lot at Culpepper Plaza Shopping Center (Patio for Creole Cafe) (86 -419) The P. R. C. met on this date to review the above mentioned parking lot plan. Prior to reaching a decision regarding approval or denial, the following comments were made: (1) 100 or more parking spaces must be striped in the rear of the building. (2) A new dumpster, or at the very least, a serviceable replacement dumpster will be required; dumpster used by former occupant of restaurant is not acceptable. (3) City Engineer opposes closing of an access drive which provides internal access to parking spaces in the rear of store, such spaces being required to meet ordinance requirements for off - street parking, but now not having interal access. Access would have to be made to these spaces by entering Dominik street. (4) Assistant Director of Planning Callaway is of the opinion that the City has worked in the past to have joint access provided between properties, and limiting the access within this shopping center would seem to be inconsistent with past actions. (5) Fire Marshal Davis has expressed concern about the lack of access /egress from the patio and with the direction the doors through the exterior wall open. 1 P.R.C. 86 -419 8 -6 -86 page 2 (6) Mr. MacGilvray and Mrs. Johnson expressed the opinion that the addition of several trees would enhance this site. Following discussion and review of this project, the P.R.C. cast the following votes: (1) City Engineer Pullen voted to deny this project as there is no internal access to the parking spaces in the rear. (2) P &Z Representative MacGilvray voted to deny this project because of the unanswered problems regarding the direction the doors in the exterior wall open, the lack of exit from the patio and the lack of internal access to the required parking spaces to the rear of this shopping center. He added that if all questions are answered to the satisfaction of all departments concerned, he would be willing to change his vote. (3) Assistant Director of Planning Callaway indicated that Director of Planning Mayo had informed him that he (Mr. Mayo) had no problems with this project, therefore, his vote as representative for Mr. Mayo is for approval, but he pointed out that his opinion had previously been stated regarding his concern with consistency in City policy. The P.R.C. voted 2 -1 to deny this project. Information from the Zoning Ordinance (Ordinance 1638) has been provided to Mr. Winston regarding the appeal process. Should Mr. Winston wish to appeal this decision, he should supply 10 copies of his site plan to the Planning Department for distribution to the P &Z Commission, as well as other information listed in the appeal process section of Ordinance 1638. 2 August 6, 1986 MEMORANDUM TO: Planning and Zoning Commission Humana, Inc. Bill Riley, Water & Sewer Department Terran Sanchez, Lone Star Gas Ray Havens, Electric Department Bob Epps, Assistant Director of Public Services Harry Davis, Fire Marshal Jane Kee, Zoning Official Kim Johnson, Assistant Zoning Official Shirley Volk, Planning Technician SUBJECT: Conditional Use Permit - Medical Office Building on Humana Hospital Campus - (86 -703) Please Note that neither the applicant nor any representative for the applicant was present at this review. The P.R.C. met on this date to review the above mentioned project, and recommends approval with the following conditions *: (1) Show location of water line which will provide service and fire protection to the building. Location must be approved by Engineering Department, Water & Sewer Department & Fire Department. (2) All curbed areas in front of this building must be marked as fire lanes. Coordinate with Fire Marshal's office. (3) Coordinate electrical requirements with Ray Havens in the Electric Department. If this is to be as previously mentioned, an office condo building, requirements will be different; meters 1 P.R.C. 86 -703 8 -6 -86 page 2 may have to be ganged on the outside of the building. (4) Coordinate telephone service requirements with Lavern Dube of General Telephone. (5) Redesign the dumpster location; coordinate design /location with Bob Epps in the Public Services Department. Mr. Epps has indicated that a compactor with a roll -off container may provide the best service. If regular dumpster service is desired, the minimum will be one 6 yard dumpster. (6) P.R.C. Drainage Statement attached to this report. Compliance is required. (7) Water & Sewer plans must be coordinated with that department and approved by the Engineering Department prior to issuance of Building Permit. (8) City Engineer Pullen has indicated that proposed access is acceptable. (9) Coordinate sign location with the Engineering Department and the Zoning Official. (10) Show all easements on the site plan. (11) Ordinance allows a maximum of 15 interior parking spaces in a row afterwhich there must be an island. Therefore, additional islands will be required on several of the interior parking rows, resulting in the loss of several parking spaces. (12) Assistant Zoning Official Johnson has indicated the proposed landscaping is acceptable. (13) Reflect the location of handicap ramps on the sidewalks. *Any changes to an approved site plan must be cleared through the Planning Department.
