SUBJECT: Parking Lot Plan - Day /Nite Parking on Lots 1, 2 & 3
Block 9 Boyett Estates Partition subdivision (a lot
bounded on 3 sides by Church Street, First Street and
Patricia Street) (86 -408)
The P.R.C. met on this date to review the above mentioned project
and recommends approval with the following conditions *:
1) The City Engineer pointed out that the parking spaces along Church Street will be
difficult to back out of.
2) The Fire Department indicated that the 24 foot drives would pose no problems;
also that all parts of the parking lot can be reached from a street.
3) The exact location of an electric pole should be shown; coordinate electric
service requirements with Ray Havens in the Electric Department.
4) Assistant Director of Public Services has indicated no dumpster will be required
at this project.
5) The large freestanding sign being proposed was not taken under consideration by
the P.R.C. because Ordinance No. 1638 Section 7.11 indicates freestanding signs are
prohibited in this zoning district (C -NG Commercial Northgate). Applicant was
referred to the Zoning Board of Adjustment for consideration of this sign.
6) The City Engineer referred to construction note number 1 and the note at the
bottom left portion of the site plan and pointed out that these notes must be changed
to reflect "construct, new curb and curb cuts in accordance with City of College

Station standards."
7) Votes were cast by the P.R.C. regarding allowing the 64 small identification
signs for each parking space, with Mr. Callaway casting a no vote for Mr. Mayo, and
Mr. Pullen and Mr. Brochu each casting a yes vote. The decision was reached to allow
small parking space identification signs no larger than 6" x 12" with a numeral only
to identify a parking space number.
8) The P.R.C. then cast votes regarding the landscaping requirement of 8 foot
islands, with a unanimous decision to waive that requirement due to the larger than
required landscaped setback area being proposed.
9) It was pointed out that because landscaping is not waived by ordinance,
landscaping points as set forth in the zoning ordinance must be met, those being 872
points required, 436 of which must be in canopy trees. The applicant stated that he
plans to include groundcover (other than grass) in the large setback area, and agreed
to include a minimum of 436 points in canopy trees. Mrs. Johnson also pointed out
that the landscape section of the zoning ordinance requires that groundcover must
attain 100% coverage within one year, so spacing of the plants is critical. Also,
she informed the applicant that ordinance requires either a sprinkler system or hose
bibs to help with maintenance of the landscaping. (Section 11 Ordinancce 1638 was
given to the applicant.)
The P.R.C. indicated as a group that steel posts, fewer in number than the creosote
posts proposed on the site plan are more acceptable, but are not a requirement, such
posts (number and material) being up to the discretion of the applicant.
*Any changes to an approved plan must be cleared through the office of the Director
of Planning.
SUBMIT 10 COPIES OF REVISED SITE PLAN TO PLANNING DEPARTMENT FOR
APPROVAL PRIOR TO CONTINUING WITH STEP II OF THE BUILDING PERMIT
PROCESS.
