SUBJECT: PROJECT PLAN APPROVAL (C -N) Lots 17, 18 & 19 Block 1
Regency Square subdivision (85 -800, 85 -801, 85 -802)
The P.R.C. met on this date to review the above mentioned
projects which are, at this time, being planned together rather
than independently, because access to these lots will be shared
due to City restrictions, as well as several other features at
the request of this developer.
The following conditions apply to all three (3) plans:
(1) If one dumpster location is shared by all three projects,
some type of written agreement must be furnished to the City to
ensure this will be a permanent situation with each project
sharing equally in maintenance of dumpsters and surrounding area.
(2) If dumpsters are shared as shown, two (2) 6 cubic yard
dumpsters will be the absolute minimum required to handle garbage
generated.
(3) Designate the planned means of access for garbage trucks to
reach the dumpsters. Trucks are rear loading and require a 50
foot turning radius; backing distance must be less than 50 feet.

(4) Furnish site grading and drainage plans for the entire area
(3 tracts). There must be no point discharge of runoff into the
adjacent residential area. If tracts are developed individually
or at different times, there will be drainage problems, and some
type of written drainage agreement will be required by the City.
(5) Existing overhead power lines will be relocated around the
perimeter of these lots.
(6) Comply with requirements set forth on memorandum from
Electrical Department.
(7) P.R.C. drainage statement furnished; compliance required.
(8) Recalculate landscaping points; match legend with actual
site plans; include groundcover information; designate hose bibs
or sprinkler systems; all tree sizes should be indicated by
caliper rather than container size; 2" trees must be balled and
burlapped; suggest mixing tree variety.
(9) Typical islands are 9 feet in width; dimension all islands.
(10) Check handicapped parking requirements for each project;
compliance is required.
(11) Access points to all three tracts were discussed, with the
determination made that access points as shown from Holleman &
Wellborn are acceptable and comply with conditions agreed to at
the time rezoning took place, i.e., that there would be no direct
access to Lot 18, and access to Lot 18 would be made only through
Lot 17 or Lot 19. Ass't. City Engineer stated that he would
require additional time to study the proposed access point from
Wilcrest Drive before making a ruling. After that study was
conducted, he made the determination that there can be no direct
access from Wilcrest Drive, a residential street, to this
commercial project, and that access to all three lots will be
limited to Lots 17 & 19 from Holleman and Wellborn. Furnish some
type of shared access agreement to cover access and circulation
through all three tracts.
(12) The Planning and Zoning Commission will be reviewing both
site plans and uses prior to making a determination on any of
these proposed projects. If any changes are made to an approved
site plan, the site plan must be taken before the P &Z Commission
for approval of those changes.
Project No. 85 -800 - Lot 18 Block 1 - Convenience Store /Carwash
(1) A fire lane will be required in the circulation drives at
the front of the convenience store, parallel to both Wellborn
Road and Holleman Street.
(2) A 20 foot inside turning radius is required on the fire

lanes.
(3) Canopy over gas pumps as shown encroaches the required 8
foot setback area.
(4) Maintain a minimum 14 foot clearance under canopy when it
extends over the fire lane.
(5) Designate the direction of travel through the car wash.
(6) Suggest less paving and more green space along Holleman.
(7) This Convenience Store will have the greatest capacity for
gasoline service of any convenience store in the City, and in
fact, will have as much and more than some service stations.
It will have the capability of serving 6 vehicles at a time and
represents the potential for generating more traffic than the
typical convenience store. Service stations in the City have the
capability of serving from 4 -12 vehicles at once.
Project No. 85 -801 - Lot 19 Block 1 - Fast Food Restaurant
(1) Mark curbing around building as Fire Lane, with exception of
the area of the back of the building and the side with the drive -
in window.
(2) The overhang left for cars (between car & property line)
should be a minimum of 2 feet.
(3) A change in the configuration of the corner parking spaces
was suggested.
(4) Detached signs are not allowed in C -N zoning districts.
(5) Staff has problems with allowing fast food restaurants in
C -N zoning districts unless the particular C -N district in
question is unique in some way. The applicant should be aware
that the P &Z Commission will be considering the use as well as
the site plan of each project.
Project No. 85-802 - Lot 17 Block 1 - 10,000 sq.ft. Rental Space
(1) Mark curbing between this building and the building on Lot
18 as Fire Lanes, in addition to that in front of the building.
(2) A fire hydrant must be located within 300 feet of all parts
of any building as the hose lays (not radius). An additional
hydrant may be required for coverage on this lot. Contact the
Water & Sewer Superintendent for his instructions as to location
of any additional hydrant.

(3) Any trees adjacent to the dumpsters should be approximately
15 ft. from the dumpster. Do not place tall trees under power
lines.
(4) Show the dimensions of the drive around the building.
SUBMIT 10 COPIES OF REVISED PLAN(S) TO PLANNING DEPARTMENT BY
5:00 P.M. MARCH 15th TO BE INCLUDED ON P &Z AGENDA MARCH 21. THE
PUBLIC HEARING FOR CONSIDERATION OF THESE ITEMS WAS ADVERTISED
FOR MARCH 21.
After approval by the P &Z Commission, applicant may pick up 9
copies of approved plans and may then continue with Step II of
the Building Permit Process.
