Power Engineers Jane Kee, Zoning Official John Black, Traffic Engineer David Riley, GTE Shirley Volk, Planning Technician Mark Paulson, Representative of Applicant SUBJECT: Final Plat - Replat of Lot 5 Block 1 Post Oak Mall (84 -226) A Presubmission Conference was held on this date to review the above mentioned plat, and staff recommends approval with the following conditions:- 1. The 15 foot Electrical Easement along the Lister property line must be a 20 foot "Electrical and Access" easement. 2. Indicate all easements on this plat where there are existing utilities. *Any changes to an approved plat must be cleared through the Office of the Director of Planning. THE ABOVE CONDITIONS MUST BE MET PRIOR TO FILING PLAT AT COUNTY COURTHOUSE. sjv City of College Station POST OFFICE BOX 9960 1 101 TEXAS AVENUE \ / COLLEGE STATION, TEXAS 778402499 August 29, 1984 Mr. Gary Halbert Car Wash Equipment Company 4724 Wall Road Dallas, Texas 75234 RE: Parking Lot Plan - Car Wash Equipment Co. located at the SH 30- Post Oak Mall Traffic Signal (84 -423) Dear Mr, Halbert: On Wednesday, August 29, 1984 the Development Staff of the City of College Station reviewed the referenced proposed project, at which time the following conditions were required prior to approval of this project: 1. One drive way access point will be permitted for this project. Please refer to the enclosed memo from the City Engineer to the Planning Staff. 2. A 6" raised curb is required around all edges of all parts of all paved areas without exception. Curb detail to be approved by the City Engineer. 3. Compliance with the enclosed P.R.C. Drainage Statement is required. 4. A 6 foot, solid screen fence is required along the northern and eastern property lines which are adjacent to apartment tracts. 5. Signalization will be required at the access drive. Please refer to the enclosed memo from the City Engineer to the Planning Staff. Cost of this signalization will be born by the developer. 6. A fire hydrant must be located within 300 feet of all parts of all buildings. If an additional hydrant is necessary, location will be determined by the Fire Marshall (Harry Davis) and the Superintendent of Water & Sewer (Bennie Luedke) . 7. Close the existing access driveway on Harvey Road closest to the southwest corner of this tract. 8. A 10 foot utility easement is required along the front property line (along Harvey Road). 9. Show the location of the water and sewer lines across this tract. 10. Show all dimensions. An 8 foot setback is required along the front property line. 11. Any water and sewer location changes must be approved by the Water & Sewer Superintendent (Bennie Luedke). 12. One 3 -yard dumpster will be required for this project; dumpster to be located in one of the front corners of the tract and must allow a 50 foot clear turning radius for maneuvering trucks; dumpster pad must be a minimum of 12 ft. x 12 ft. and also must be on the same grade level as the driving surface. Continued on page 2 Staff Review - 84 -423 8 -29 -84 page 2 13. Show the location of the signal poles in the setback area along the front property line. 14. The "Entrance Only" sign must be changed. 15. Compliance with Ordinance 1505 (the Landscape Ordinance) is required. Recom- mendation offered that Regular Pittosporum, Yaupon or Pfitizer Juniper is used instead of Dwarf Pittosporum as shown. Include groundcover notes. Show location of hose bibs, or indicate irrigation if planned. Any existing concrete areas must be completely removed where planting beds are proposed, prior to placing topsoil. 16. Do not include any tall, fast growing canopy trees in the easement along Harvey Road. On August 21, 1984 Planning Technician Shirley Volk spoke with you on the telephone and informed you of the fire hydrant requirement, the required 8 foot front setback and the landscaping requirements. She also told you we would contact you with the results of the review, which Jane Kee, the Zoning Official has done on this date. I am enclosing with this report a marked up copy of one of your site plans which indicates some of the required changes. Also enclosed is a copy of a memo which I have received from the City Engineer, and resulted from a traffic study completed by the Traffic Engineer. If you have any questions regarding any of the City's requirements, please do not hesitate to contact me or any of the staff indicated at the bottom of this letter. Please submit 8 copies of your revised site plan for review and approval by the Planning Department prior to proceeding with Step II of the enclosed Plan Review and Building Permit Process. Submit electrical load data requirements to Electrical Department. 2. Traffic Engineer John Black indicated the right turn lane from Jersey to Texas is a problem and recommends improvement at that corner which would include creating a lane with a wide radius which would cross the corner of this tract. 3. Show the dumpster location on a 12' x 12' pad; maintain a 50 foot clear radius for turning trucks in front of pad. 4. Six (6 ") inch raised curbing is required around all island areas. 5. Show all driveways; maintain a 20 ft. clear drive area. 6. Create curbed islands as shown on the file copy (one by the southern drive into the shopping center, one on the southwest corner and one by the drive entrance from Jersey). 7. Furnish a complete landscaping plan for approval. A fire hydrant must be located within 300 feet of all parts of all buildings as the hose lays. Location of any additional hydrants to be approved by the Fire Marshal and the Superintendent of Water & Sewer. 2. Furnish a letter requesting underground electric service and the load data requirements to the Electrical Department. 3. Compliance with P.R.C. Drainage Statement is required. 4. Furnish details of 6:1 headwall; (State Highway Department details). 5. Indicate culvert size at entrance. 6. A Flood Plain development permit is required. 7. Plans for sewer relocation must be approved by Superintendent of Water & Sewer. 8. Furnish easement documents for sewer relocation. 9. One 3 -yard dumpster will be required for this project. Locate 12' x 12' pad in an area which will allow a 50 foot turning radius for trucks. Show fence around dumpster on plans; do not include gates. 10. Revise landscaping legend; compliance with Ordinance No. 1505 required. SUBMIT 8 COPIES OF REVISED PLANS TO PLANNING DEPARTMENT FOR APPROVAL PRIOR TO BEGINNING STEP 1I OF BUILDING PERMIT PROCESS. sjv
