SUBJECT: Parking Lot Plan - Exxon Station - Harvey Rd @ SH 6 - 84 -421
The P.R.C. met on this date to review the above mentioned project and recommends
approval with the following conditions:*
(1) Utility easements as specified by Water & Sewer Superintendent and also by
Electrical Superintendent are required; (10 ft. easement inside property
line along S.H.30 to provide service for possible future needs, 10 ft. ease-
ment inside property line along S.H.6 Frontage Road to provide service for
current needs, and easements as required to cover underground service to
facility. )
(2) Addition of one fire hydrant located as specified by Water & Sewer Super-
intendent.
(3) Developer must provide extension of the sewer line to this site, maintaining
a 10 foot clearance between water lines and sewer lines; easements to be pro-
vided as required.
(4) Dumpster pad must be a minimum of 12' x 12' and to be at same grade as driving
surface. Use of gates as proposed is discouraged; if applicant decides to include
gates, City assumes no responsibility for maintenance of gates. Dumpster itself
must comply with city equipment. One 3 cubic yard dumpster will be the minimum
requirement for this project.
(5) Compliance with P.R.C. Drainage Statement as provided is required.
(6) Access ways as shown on site plan are acceptable to City Engineer.
(7) An island at the end of the parking row is required by Ordinance; suggest
applicant enlarges the island as drawn by Director of Planning at this meeting.
(8) Prior to any approval of this site plan, a landscape plan which complies with
Ordinance requirements must be received, reviewed and approved. This plan,
which only shows inclusion of grass in setback areas does not meet Ordinance

requirements.
(9) Signs as shown on this site plan do not meet Ordinance requirements. Signs
must be at least 10 feet from the property line or easement line, and cannot
be placed in any easements. Maximum size of fuel price signs is 15 square
feet and sign cannot include the logo which is proposed. Inclusion of the
logo on the fuel price signs would cause those signs to fall into the "detached
sign" category, thus this plan proposes 3 detached signs. Ordinance allows
only one detached sign, a maximum of 35 feet in height. The Project Review
Committee has recognized that a variance request can be made to the Zoning
Board of Adjustment, and includes a negative recommendation to that Board
regarding allowing 3 detached signs, the proposed size of the fuel price
signs or allowing any detached sign to be taller than the maximum height
established by Ordinance,
(10) The City Engineer has pointed out that although left hand turns from Harvey
Road into this site are not prohibited at this time, there is a possibility
that some type of prohibition may be established should traffic safety problems
arise in the future at this location.
(11) A change In the confuguration of the curbing along the westerly property
line was suggested which would create a larger island than is required by
Ordinance, but would also help create a smoother traffic flow.
(12) A 6" raised curb is required around all edges of all parts of all paved areas
without exception. (To include islands, planting areas, access ways, dumpster
locations, utility pads, etc.) Curb details to be approved by the City Engineer.
No exceptions will be made for areas indicated on site plan as "reserved for
future parking ". If frontage streets are curbed,then ramp curbing is required;
if frontage streets are not curbed, then ramp curbing beyond the property line
is not required.
(13) Ordinance requires a 6 ft. high continuous solid screen fence along the property
line between this project and the adjacent residential project (northern and
western property lines).
`Any changes to an approved site plan must be cleared through the Office of the
Director of Planning.
SUBMIT 8 COPIES OF REVISED SITE PLAN TO PLANNING DEPARTMENT FOR REVIEW AND APPROVAL
AFTER WHICH STEP 11 OF THE BUILDING PERMIT PROCESS CAN BEGIN,
