Zoning Official Rich Ploeger, City Forester Shirley Volk, Planning Technician SUBJECT: Conditional Use Permit - Church in College Station - 84 -706 The P.R.C. met on this date to review the above mentioned project, and recommends approval with the following conditions:* (1) Due to the location of this facility and the adjacent neighborhood development, a screening hedge should be included around this portable building. Please consult the Ass't. Zoning Official regarding the most desirable species. Size of shrubbery should be 5 gallon size, planted at 22 ft. o.c. (2) City Engineer requires an updated, current grading plan which has been prepared by a registered professional engineer (re: flood plain management. `Any changes to an approved site plan must be cleared through the Office of the Director of Planning. SUBMIT 10 COPIES OF THE REVISED SITE PLAN TO THE PLANNING DEPARTMENT BY 5:00 P.M. Zoning Official Rick Ploeger, City Forester Shirley Volk, Planning Technician SUBJECT: Conditional Use Permit - Rock Prairie Baptist Church - 84 -707 The P.R.C. met on this date to review the above mentioned project, and recom- mends approval with the following conditions:* (1) Electrical service requirements must be coordinated with the Electrical Superintendent, Joe Guidry. (2) The exact location of the proposed Rock Prairie Road has not definitely been determined. (3) Include a note on the plan which explaines the existing electric line is Bryan's and the existing water line belongs to Wellborn Water Co. (4) The City of College Station water line system will be required to be connected to and through this property. The line planned is a 24" line, and the developer /owner must pay the initial cost of construction, with the City participating in oversize participation (over required 8" line to serve property) after construction. (5) The City Engineer has ruled that there can only be one drive entrance to this site from the old Rock Prairie Road, and recommends that the driveway is wider than the 24 ft. shown on this plan. (6) More accurate /exact dimensions are required by the Fire Marshal. If the building is over 5,000 square feet, the entire building must be sprinklered. (7) The Conditional Use Permit /Site Plan review is being considered for this phase only. Future development must be covered by an additional use permit and site plan approval. Show the phase lines on the Master Plan, and include square footage of each phase. (8) Mobile homes are only allowed in Mobile Home Parks (District R -7) or on at least 5 acres of land in an A -0 District, the use of which is primarily for this residence. Continued on page 2 P.R.C. 84 -707 4 - 17 - 84 page 2 (9) Show the dimensions of all islands. Interior islands used for head -in parking separation should be wider than shown to allow for a 2 ft. over- hang for each car. A width of 6 feet would better accomplish this purpose. (10) Re: Landscaping point #2: Indicate application of groundcover (seed or sod). (11) More detail is required on landscaping. Show the existing trees which are to be saved. Only show exactly the landscaping which will be on the site at the time of final inspections before issuance of C.O.'s. (12) Please refer to Landscaping Ordinance which has been provided. This ordinance provides information concerning barriers to be used for pro- tecting and saving existing trees. Include a plant list and a point list on the plan. Detail plans for barriers to be used. Show all hose bibs and irrigation systems on the plan. Show the location and species of any groundcover. (13) Show the total number of seats planned for the sanctuary. (14) Show the total number of employees. (15) The old Rock Prairie Road (a county road) has an established 60 foot right -of -way. Ordinance requires an 8 foot setback from the R.O.W. to any paved area. In this particular case, the 8 foot setback should begin essentially 30 feet from the centerline of the road. (16) Show the type of all weather surface which is planned for the parking area. (17) A drainage /grading plan is required. (18) A fire hydrant must be located within 300 feet of all parts of the building as the hose lays. (19) At this time trash bag pickup is acceptable; requirement subject to change in future; coordinate needs with the manager of the utility department. (20) All islands must be a minimum of 9 feet in width. (21) Show exact treatment of front of project;do not show curbing if not planned. *Any changes to an approved site plan must be cleared through the Office of the Director of Planning. SUBMIT 10 COPIES OF THE REVISED PLAN TO THE PLANNING DEPARTMENT BY 5:00 P.M. APRIL 27th TO BE INCLUDED ON THE P &Z AGENDA MAY 3rd. Zoning Official Rick Ploeger, City Forester Shirley Volk, Planning Technician SUBJECT: Conditional Use Permit - Christ Holy Missionary Baptist Church (84 - 708) The P.R.C. met on this date to review the above mentioned project, and recommends approval with the following conditions:* (1) Compliance with the P.R.C. Drainage statement which was provided is required. (2) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking ". (3) Landscaping Ordinance provided. Compliance is required. Calculate land- scaping points on the square footage of the total site. 50% of the points must be in canopy trees. (4) Maintain a minimum 23 foot driveway width. (5) An 8 ft. setback from the property line is required on the Phoenix Street end of the project which will cause the loss of one parking space. (6) The turnaround can have a maximum depth of 5 feet. (7) A fire hydrant is required within 300 feet of all parts of the buildings as the hose lays. (8) The radius on the driveways must not encroach adjacent property. Change from 6 ft. radius to 5 ft. (9) Trash bag curbside pickup is acceptable at this time. (10) Show the number of seats in the sanctuary. (11) If any detached sign is planned, it must be shown on the site plan and approved by the P &Z as part of the Conditional Use Permit.
