Shirley Volk, Planning Technician SUBJECT: Parking Lot Plan - College Station Retail Center - 84 -407 The P.R.C. met on this date to review the above mentioned project, and recom- mends approval with the following conditions:* (1) Correct the dimension lines to match the drawings. (2) There are 134 parking spaces plus those designated as being for handicapped persons on this site plan. Please correct notes to reflect correct numbers. (3) Dumpster pads must be at grade rather than 6" above grade as indicated. (4) Compliance with the provided P,R.C. Drainage Statement is required. (5) Dimension all islands. (6) Check with Traffic Engineer John Black and Zoning Official Jane Kee regarding size and location of directional signs. (7) It has been suggested that there be a Development Agreement reached between the Developer and the City regarding uses and required parking for these uses. Please set up an appointment with the City Planner and the Legal Department to discuss. (8) Dumpster location must be as directed by the Director of Public Services (Alfred Miller). (9) Landscaping: (a) Suggest an alternate shrubbery or groundcover to be used on the slope to the creek.as a means of erosion control. (b) Suggest relocation of oaks along Texas Avenue further into the property to help maintain the sight distance triangle, and to prevent interference with utility lines. (c) Calculate the points in notes on the site plan. (d) Show square footage of entire site; landscaping points are figured two ways. Report - 84 -407 page 2 March 28, 1984 (10) The screen fence between this project and the adjacent residential development will not be required due to the size and location of the flood plain. (11) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved by the City Engineer. No exceptions will be made for areas indicated on site plan as "reserved for future parking." Show the dimensions and square footage of the building and also that of the service area so exact determination of required number of spaces can be made. (2) Show the required 8 ft. setback from the property line to the curbing of the parking area. (3) There must be a 15 ft. separation between buildings or the buildings must be constructed with 4 hour fire walls (no penetration) if lot line construction is used. (4) The addition of an island is required at the northwest corner of the parking lot. (5) Locate the dumpster pad as directed by the Director of Public Services. Dumpster pad (12' x 12') should be at grade, with screening but no gates. (6) Indicate dimensions of the island at the northeast corner of the building. (7) Show location of sign; include elevations; all subject to approval by the Zoning Official. Applicant verbally indicated the sign will be on or near the property line and will be shared by both businesses. (8) Landscaping must be in compliance with the Landscaping Ordinance, which was furnished. (9) A 6" raised curb is required around all edges of all parts of all paved areas without exception. (84 -303) A Presubmission Conference was held on March 28th to review the above mentioned plat, and staff recommends approval with the following conditions *: (1) A 20 foot utility easement will be required along the rear property line of each lot. (2) A variance will be required for Lots 3, 4, 5 Block 7 regarding the 50 foot frontage on these lots at the end of the cul -de -sac. Ordinance requires 100 foot frontage on lots with this type of configuration. Staff will recommend denial of this variance. (3) A variance will be required regarding the 60 foot R.O.W. for streets. The City requires 70 foot right -of -ways but the County requires only 60 foot right -of -ways. Staff will recommend approval of this variance. (4) Staff suggests the acreage of each lot to be shown on this plat. -;Any changes to an approved plat must be cleared through the Office of the Director of Planning. Submit 10 copies and a master copy of this plat to the Planning Department by 5 P.M. on April 13th to be on the P &Z agenda April 19th. sjv
